Build an accessible carousel with semantic slide content, native previous and next buttons, clear slide names, and a predictable keyboard and screen-reader experience. Prefer manual navigation; if slides rotate automatically, provide a visible stop/start control and stop rotation when keyboard focus enters or a pointer hovers. Then test the actual component with keyboard, screen-reader, reduced-motion, and small-screen use.

Decide whether a carousel is the right pattern

Carousels can make content harder to discover because people may not realize there are additional slides. If a static list or another simpler presentation communicates the same information, use that instead. If you keep the carousel, choose an interaction model that fits its content; complex interactive slides need more care than a simple image rotator.

Structure the carousel and name its slides

Use semantic HTML for the content inside each slide: headings, articles, images with appropriate text alternatives, and other elements that match their purpose. A list is often a sensible way to represent a collection of slides. Place the component in a labeled section or group appropriate to the page. Prefer a visible heading and aria-labelledby; if there is no visible heading, provide an accessible label that describes the carousel’s subject rather than merely calling it “carousel.”

The ARIA Authoring Practices Guide (APG) pattern uses region or group for the outer container with aria-roledescription="carousel". It describes each slide as a group with aria-roledescription="slide". Give each slide an accessible name; when unique names are not practical, include its position, such as “3 of 10.” These are pattern recommendations, not substitutes for checking the result with assistive technology.

Provide controls that work without a pointer or swipe

Use real <button> elements for previous and next controls. Give them clear accessible names such as “Previous slide” and “Next slide,” particularly when the visible controls are icons. Keep them in a predictable tab order and do not require dragging or swiping: those gestures should never be the only way to navigate. Activating a control should change the slide without unexpectedly moving keyboard focus.

Previous and next buttons are the baseline. Optional slide pickers can let people jump directly to an item, but choose their pattern deliberately:

  • Tabs: If pickers behave as tabs, implement the tabs pattern rather than treating them as unrelated buttons.
  • Grouped buttons: A group of buttons can provide direct selection without using tab semantics.
  • Many slides: A separate Tab stop for every picker can make navigation cumbersome as the set grows. Choose the model based on the number of slides and the intended interaction.

Do not rely on decorative dots alone to communicate which slide is active or to select it.

Make slide changes clear without moving focus

Identify the current slide, and make user-requested changes understandable to screen-reader users. A polite live region can announce a concise update such as “Item 2 of 5.” Keep focus on the button or picker the person activated so they can continue navigating without having to find their place again.

Automatic changes need different announcement behavior from user-requested changes. The APG guidance sets the live region to off while a carousel rotates so it does not repeatedly interrupt the user; for a carousel that is not rotating, it describes polite announcements. Ensure hidden slides are removed from both the visual presentation and assistive-technology exposure when they are not meant to be available, while keeping the visible slide accessible.

The older WAI tutorial describes moving focus to the selected item for one slide-picker interaction model. Do not apply that behavior indiscriminately to every navigation model; settle on one coherent model and verify it with the screen readers you support.

Prefer manual navigation; make autoplay user-controlled

Manual navigation avoids unsolicited changes while someone is reading. If you choose automatic rotation, include an always-visible start/stop button whose label describes the action it will take. Put the rotation control first in the carousel’s tab sequence so keyboard users can find it before the content changes. Keep previous and next controls available as well.

Following the APG pattern, stop rotation when keyboard focus enters the carousel and when a mouse pointer hovers over it. Do not automatically resume when focus leaves; let the user explicitly restart it. The APG example starts paused when the system’s reduced-motion preference is set, which is a sensible behavior to follow.

WCAG 2.2 Success Criterion 2.2.2, Pause, Stop, Hide, is Level A. It requires a way to pause, stop, or hide automatically started moving, blinking, or scrolling information that lasts more than five seconds and appears in parallel with other content, unless the movement is essential to an activity. The criterion also addresses automatically updating information presented in parallel with other content. Assess the actual motion and update behavior against the full criterion and its exceptions; the presence of an APG-style control by itself does not establish conformance.

Style controls and slides for perception and touch

  • Contrast: Keep text and controls distinguishable, especially when captions or buttons sit over images that vary. A solid or opaque backing can improve legibility.
  • Focus: Give keyboard focus a visible treatment. Do not remove the browser outline without providing a clear alternative.
  • Active state: Indicate the selected slide with more than color alone, such as a shape or other visual distinction, and give each picker an accessible name.
  • Small screens: Keep text readable and untruncated, and leave controls visible for people who cannot use swipe gestures.
  • Target size: W3C WAI’s styling tutorial recommends at least 44 × 44 CSS pixels for buttons and links that are not inline within text. This is the tutorial’s recommendation associated with WCAG’s Level AAA Target Size (Enhanced), not a WCAG 2.2 AA minimum.

Test the implementation with real interaction paths

W3C describes WCAG and ARIA as normative technical standards and the APG as informative guidance. Use WCAG to assess conformance and the APG for implementation patterns; ARIA attributes cannot compensate for unsuitable semantics or broken behavior. W3C also cautions that APG examples are illustrative and that support varies across browser and assistive-technology combinations, especially on mobile. Do not treat a copied example as production-tested.

  1. Keyboard only: Find the carousel, reach its controls, operate previous and next and any pickers, and check that focus remains predictable. If autoplay is enabled, confirm that focus entering the component stops it.
  2. Pointer: If autoplay is enabled, confirm that hovering stops rotation and that the user can restart it explicitly.
  3. Screen reader: Check the carousel’s name, slide name and current position, control names, and user-triggered change announcements. Confirm that automatic rotation does not interrupt unrelated reading.
  4. Reduced motion: Enable the system preference and check that autoplay starts paused if you follow the APG example.
  5. Visual and mobile checks: Check contrast, visible focus, readable text at small viewport sizes, and a usable path that does not depend on swiping.
  6. Combination testing: Test a representative range of browsers and assistive technologies, including mobile combinations relevant to your audience; one successful combination does not guarantee support elsewhere.

Related standards and guidance

WAI’s carousel tutorial relates carousel implementation to WCAG 1.3.1 Info and Relationships, 2.1.1 Keyboard, 2.2.2 Pause, Stop, Hide, and 4.1.2 Name, Role, Value (Level A), as well as 2.4.6 Headings and Labels (Level AA). Its styling guidance also references 1.4.1 Use of Color (A), 1.4.3 Contrast (Minimum) (AA), 2.4.7 Focus Visible (AA), and 2.5.5 Target Size (Enhanced) (AAA). These criteria are relevant checks, not a claim that any carousel automatically passes or fails them.
