A deliberately unreliable webhook receiver is a small HTTP endpoint that follows a fixed script: it answers some requests late, rejects some with a 5xx or 429, and then starts returning 200 OK. Pointing a webhook sender at that endpoint lets you see how the sender behaves when your server is slow, overloaded, or briefly down, before a real outage shows you the answer.
This guide builds that receiver with Python’s standard library, so there is nothing to install. It then covers how to make it reachable from a provider’s servers, which provider test tools exercise similar cases, and what to record on the sender side. The receiver controls only its own responses. The sender controls its timeout, retry schedule, and how it interprets status codes, and those rules differ between providers.
Decide which failures to simulate
Each failure shape tests a different part of a sender’s logic, so it helps to simulate them separately rather than mixing them into one random failure rate. The table below maps the five shapes this guide covers to what you should check on the sender side. Behavior varies by provider, so confirm each rule against that provider’s documentation.

Build the receiver
Script the responses by attempt number
The receiver reads a list of steps and consumes one step per incoming request. Retries count as requests, so a sender that retries will move through the script just as a new event would. The last step repeats, which means the script always ends in recovery. This sketch assumes the sender sends a Content-Length header; a chunked request body would need extra handling.

Check each step with curl
Start the receiver with python3 flaky_receiver.py and send four requests in order. Each command below targets the same path, so the step each one hits depends on how many requests came before it.

The receiver’s terminal output should show four lines, one per attempt, including the timed-out attempt. If it shows fewer, a request did not reach the handler, so check the URL and port first.

Make the receiver reachable by the provider
A provider’s servers cannot reach 127.0.0.1 on your laptop. You need a public HTTPS URL that forwards to your local port. Twilio’s testing guide describes exactly this approach and recommends a tunnel such as ngrok to forward requests to a local development port, and its documentation says to use ngrok to create these tunnels. Run ngrok http 8000, then register the HTTPS forwarding address followed by /hook as the endpoint in the provider’s settings. Free tunnel addresses can change when you restart the tunnel, so confirm the URL the provider has on file before each test run.
A hosted test endpoint or a staging deployment works the same way, provided it runs the same script and is reachable over HTTPS. Use a local process when you want to watch the terminal output while a test runs.

Use provider test tools for the same cases
Some providers offer their own test senders, which save you from building an event generator. They do not all offer the same failure controls, so the table below records what each tool’s documentation states and where the limits are.

Record what the sender does on each attempt
A sender’s retry behavior is only useful if you capture it per attempt. For each scenario, record the following:

- The attempt number and the time each attempt started, so you can compare the gap between attempts with your Retry-After values.
- The status code and headers the sender received, and whether it treated the response as success or failure.
- Whether the sender waited for the Retry-After value on a 429 or 503, or used its own schedule.
- Whether a late 200 that arrived after the sender’s timeout was counted, ignored, or caused a second delivery.
- The total number of processing runs on your side for each event ID. For the recovery scenario, the count should be exactly one.
Keep test traffic safe
- Use synthetic payloads with invented IDs, names, and amounts. Do not point a live provider account at a tunnel you do not control.
- Keep signature verification in the receiver if the provider signs its payloads. Test the scenarios with verification enabled, so a rejected signature does not hide a retry result.
- Delete or rotate tunnel URLs and test endpoints after each session, so no one else can read their logs or send requests to your handler.
What this setup does and does not show
The receiver shows how your sender behaves when your endpoint misbehaves in the specific ways you scripted. It does not show how a provider’s servers behave. Provider retry counts, backoff schedules, and timeout values are set by each provider and can change, so take them from each provider’s current documentation rather than from this guide or from a test run against a different provider.
The Bottom Line
A scripted receiver that delays, returns 5xx and 429 responses with Retry-After, and then recovers is enough to check whether your sender times out, retries, honors Retry-After, and processes each event exactly once.
