You can build a working restaurant-finder prototype without Google Maps by combining OpenStreetMap restaurant data, a map renderer such as MapLibre GL JS, and—if useful—weather from Open-Meteo. That can mean no direct API bill for an eligible non-commercial prototype, not a free, unlimited or dependable production service: public map and geocoding services have usage policies, and Open-Meteo’s free API is restricted to non-commercial use.

What each part of the app does

A map app is a collection of separate services, not a single API. Choosing a renderer does not provide restaurant data, map tiles, address search, directions or weather.

Component What it does What to account for
Restaurant data Provides points of interest (POIs), such as restaurants, from OpenStreetMap (OSM). Restaurant tags and coverage vary by location. The material available here does not establish a completeness or accuracy rate.
Map renderer Displays an interactive map. MapLibre GL JS is one option for a web app. You still need a map style and a source of map layers or tiles whose terms fit your use.
Tiles Supply the visual map background and geographic features. OSM data being open does not make the OSM Foundation’s public tile servers a free, unlimited third-party map API.
Geocoder Turns a user-entered address or place into coordinates. Public Nominatim is intended for limited geocoding, not autocomplete or systematic POI searches.
Weather Adds forecast context for a set of coordinates. Open-Meteo’s free API is for non-commercial use and requires attribution.
Routing Calculates a route or directions between locations. This stack does not automatically include a routing service. Choose one separately and check its terms.

What “$0 in API costs” does—and does not—mean

OSM data is available under the Open Database License (ODbL), subject to its license obligations. The OSM Foundation puts the distinction plainly in its Tile Usage Policy: “OpenStreetMap data is free for everyone to use. Our tile servers are not.” Its public tile service is capacity-constrained, makes no service-level agreement (SLA), and may block use that violates its policy.

Open-Meteo’s pricing information, accessed in 2026, lists a free API tier for non-commercial use with a limit of 10,000 calls per day and no uptime guarantee. Its terms treat apps supported by advertising, subscriptions, commercial products or promotion as commercial use, so those projects need an appropriate commercial-use option or another properly licensed weather source. Policies and pricing can change; verify current terms before launch.

For address lookup, the public Nominatim Usage Policy, accessed in 2026, sets an absolute maximum of one request per second per application. It is not a target for a growing service. The OSM Foundation also prohibits using the public service for client-side autocomplete and systematic POI downloads.

These limits mean $0 is a prototype cost target, not a lifetime operating-cost guarantee. Hosting, caching, paid providers or self-hosting may become necessary as usage or reliability needs grow; the actual production cost depends on those requirements.

How to build a small-area prototype

  1. Choose a bounded test area. Start with one neighborhood or another small region. Use an Overpass QL query to request restaurant-tagged OSM elements within that boundary rather than repeatedly scanning a large area. For example, replace the coordinate names in this code with the south, west, north and east bounds of your test area:

    Overpass can select OSM nodes, ways and relations. Treat the public query service as query infrastructure, not as an unlimited bulk export system.
  2. Show results as a list as well as map features. Make the restaurant name and location useful even when other attributes are missing. Tag completeness and freshness differ by place, so avoid promising that every restaurant will appear or that every listed detail is current.
  3. Add a renderer, style and tile source. Use MapLibre GL JS to render the interactive map, then configure an appropriate style and layer source. Check that source’s terms separately; adding MapLibre does not supply tiles or grant permission to use a tile service.
  4. Use location search only if the app needs it. For a user-triggered address or place lookup, keep requests within the applicable provider policy, identify the application, cache appropriately and make it possible to change providers. Do not build autocomplete on public Nominatim.
  5. Make attribution visible. When using the OSM Foundation’s standard raster tile service, show “© OpenStreetMap contributors” clearly on the map and keep it visible at different screen sizes and in different UI states. Follow the tile policy’s identification and caching requirements. Honor HTTP cache headers; if they cannot be read, the policy requires at least seven days of tile caching. Do not prefetch tiles or make bulk tile downloads.
  6. Add weather only if it helps the user. Request forecast data for the relevant coordinates and a limited set of useful variables. Credit Open-Meteo weather data under CC BY 4.0, and use the free endpoint only when the project meets its non-commercial terms.
  7. Reassess before public launch or growth. Review provider terms, expected traffic, data coverage, availability needs and whether the app needs a backend cache or self-hosted service. Public services do not promise production availability simply because a prototype can reach them.

What to check before choosing public services

Use the policies as design constraints, not as fine print to revisit after launch. The figures below come from the OSM Foundation’s Nominatim and Tile Usage Policies and Open-Meteo’s pricing information, accessed in 2026.

Where restaurant results can fall short

OSM is a community-maintained map database, and restaurant records may differ in presence, position and detail from one location to another. The sources cited here do not quantify restaurant completeness, positional accuracy or city-by-city coverage. Design the interface so missing tags do not break the list or map, and avoid presenting the results as exhaustive.

Keep the scope of each feature clear: an OSM restaurant query supplies candidate POIs, a geocoder looks up a user-entered place, tiles provide map visuals, and a routing service calculates directions. None of those functions should be assumed to come bundled with another.

When this architecture stops fitting

A bounded prototype is a reasonable way to test the product idea. Before an app becomes commercial or attracts sustained traffic, compare providers and deployment options against commercial-use rights, geographic coverage, request limits, availability commitments, support, attribution, caching and update rules, feature scope, and projected monthly cost. A commercial app may need a paid tile or geocoding service, a commercial weather license, a backend cache, or self-hosted infrastructure. Which option fits—and what it costs—depends on actual usage and requirements.
