Build your grocery budget from what your household actually spends, then use current prices to revise it—not from a national inflation figure alone. In August 2026, U.S. food-at-home prices were unchanged from July but 2.2% higher than a year earlier; food-away-from-home prices were 3.4% higher year over year, according to the USDA Economic Research Service (ERS). Those national averages describe different categories and cannot predict your bill at a particular store.
1. Set a clear grocery budget boundary
Choose a period you can track consistently: weekly budgets make it easier to adjust shopping plans, while monthly budgets can fit household cash-flow planning. Either can work if you compare the same period each time.
Define what counts as groceries before totaling past spending. Keep restaurants and takeout separate if you want to compare your household’s food-at-home spending with official grocery-price statistics. Decide whether items such as cleaning supplies, pet food, or prepared meals bought at a grocery store belong in your household budget. Keep the definition consistent; these mixed purchases are not directly comparable to an official food-only measure.

Use that average as a picture of current spending, not an automatic spending target. Choose a limit that fits the money available for food and the household’s needs. Household size, location, dietary requirements, shopping access, and the types of items included all affect what is realistic.
When spending varies, look at what is behind it. A higher total can reflect higher prices, buying more, choosing different products, or a one-time purchase. Those causes call for different responses, so note quantities and unusual purchases where practical.

3. Treat USDA Food Plans as reference points
USDA’s Thrifty, Low-Cost, Moderate-Cost, and Liberal Food Plans estimate the cost of modeled nutritious food-at-home baskets at four spending levels. They are useful context, but they are not personalized budgets or a prediction of what a particular household will pay. USDA updates the plans’ cost levels monthly for food-price inflation using the Consumer Price Index for All Urban Consumers (CPI-U), while the plans’ market baskets have different update histories.
| USDA plan | What it represents | How to use it |
|---|---|---|
| Thrifty | Lowest of the four reference cost levels for a modeled nutritious food-at-home basket. | Context for a lower-cost reference, not a required household target. |
| Low-Cost | A modeled basket at a higher cost level than Thrifty. | Compare as a reference tier; do not assume it matches your household’s purchases. |
| Moderate-Cost | A modeled basket at a higher cost level than Low-Cost. | Use as context alongside your own spending records. |
| Liberal | The highest of the four reference cost levels for a modeled nutritious food-at-home basket. | Use as the upper reference tier, not as a universal measure of adequate spending. |
As a dated example, USDA’s July 2026 monthly report listed the Thrifty Food Plan at $58.60 per week for a female adult aged 20–50. That is a national reference-plan figure for a specific age and month, not an expected grocery bill for every adult. The Thrifty plan’s basket was last reevaluated in 2021; USDA says the other three plans’ cost levels were last set in 1983 and their baskets last reevaluated in 2007. Because methods and baskets differ over time, USDA cautions against combining market baskets from different methodological periods into one continuous series. See the USDA Food Plans: Monthly Cost of Food Reports for the current reference.

4. Turn the budget into meals and a shopping list
Once you have a target, plan what the household will actually eat before shopping. USDA MyPlate recommends building a weekly meal plan around food already on hand, family preferences, and good buys. Its Make a Plan: Budget Weekly Meals guidance can help structure the routine.
- Check what you have. Look through the pantry, refrigerator, and freezer, and note foods that should be used soon.
- Choose meals. Start with household favorites and meals that use some food on hand. Consider ingredients that are currently good value.
- Write the list from the plan. Add only ingredients needed for those meals and any regular staples you are running low on.
- Pick flexible alternatives. For ingredients that have become costly, identify a different food or meal the household will actually use, taking dietary needs into account.
A weekly calendar or grocery-list notebook can help keep this process consistent, but no special product is required.

5. Watch the prices that matter to your basket
National statistics show broad movement, not your local store’s shelf prices. USDA ERS tracks price changes by food category and geography, and notes that retail prices reflect costs beyond farm commodities. Its Food Price Environment visualization lets readers explore how food inflation varies by category and region; it does not supply a universal local adjustment factor.
For a practical household check, follow a short list of foods you buy often. Compare the same item, package size, and unit price—such as cost per ounce or pound—over time. A different package size or brand can make the sticker price misleading. Record a few recurring staples rather than trying to track every product in the store.

It is UNDATED, so you could start at any time, suitable for 1 year use.
Do not apply one overall inflation rate to every grocery item. Categories can move in opposite directions. For example, in August 2026, egg prices rose 3.5% from July but were 23.0% below August 2025. That one category’s change does not describe the rest of the basket.
6. Review spending and reset the next period
At the end of each budget period, compare actual grocery spending with your target. If you went over, identify the main reason before changing the next limit: prices, quantities, product mix, waste, and one-off purchases are not interchangeable explanations.
- If a few ingredients became more expensive, consider a suitable substitution or a different meal using foods already on hand.
- If you bought more than planned, revisit quantities and how the list matched the meal plan.
- If household needs or available food money changed, reset the target to fit the new circumstances rather than treating the old number as fixed.
Use local shelf prices and your own transaction history to make the household decision. Official figures provide context: for example, ERS’s September 2026 outlook forecast food-at-home prices to rise 2.4% in calendar 2026, with a forecast interval of 1.8% to 3.0%. That is a forecast of average prices across the calendar year, not a guarantee or a prediction of your household’s spending. ERS updates USDA Food Plan cost levels monthly, so those plans can provide an occasional reference alongside—not in place of—your own records.

A short routine to keep the budget current
- Use a consistent weekly or monthly definition of groceries.
- Set the starting target from your own recent spending and what you can afford.
- Check food on hand, plan meals, and make a list before shopping.
- Track unit prices for a few frequently purchased items.
- Compare actual spending with the target and adjust the next period when prices, needs, or buying patterns change.
A national price statistic is a useful signal, not your personal grocery bill. Your budget becomes more useful when it reflects what your household buys and is refreshed with local prices and actual spending.
