GenLayer fits decisions that require interpreting external information and turning that decision into shared contract state; it is unnecessary when ordinary deterministic code can settle the question.
What a fact-checking oracle does on GenLayer
A fact-checking oracle takes a claim, gathers relevant public evidence, and proposes a structured assessment. On GenLayer, an Intelligent Contract defines the decision process in Python using the GenVM SDK. Validators evaluate a proposed execution independently under the contract’s validation rule; the protocol then determines whether that proposal is accepted.
This separates two jobs: interpreting mutable, potentially ambiguous web material and recording an agreed outcome. Consensus can coordinate the second job, but it cannot make a web page accurate, authoritative, or permanent. The contract must say what evidence counts and how disagreement or missing evidence affects the verdict.
Define the decision before writing the contract
Start with a narrow question and a written policy. “Is this claim true?” is usually too vague: a claim may be partly true, time-sensitive, disputed, or impossible to verify from available sources. The Intelligent Contract should specify the exact claim, the evidence scope, the permitted outcomes, and the conditions for accepting a validator’s assessment.

Choose a verdict vocabulary
Use a small, defined set of labels rather than free-form conclusions. For example, a contract might allow supported, contradicted, and insufficient_evidence. These are design choices, not a canonical GenLayer schema. If the application needs to represent mixed evidence or a claim that changes over time, define additional states and their meanings before implementation.
Specify the evidence record
For each source, retain enough context for another validator to assess the conclusion: an identifier or URL, the relevant excerpt, when it was retrieved, and why it is relevant. Where practical, retain a content digest or other reference to the retrieved material as well. A URL alone is not a durable record because the page can change or disappear.
Set source rules too: whether one source is enough, which kinds of sources qualify, how sources that disagree are handled, and what happens if retrieval fails. Requiring multiple independent sources can improve the policy’s resilience, but it is an application choice—not a built-in GenLayer guarantee.

Keep variable work outside deterministic state changes
GenVM distinguishes ordinary contract execution from non-deterministic operations such as web access or LLM-assisted interpretation. The ordinary path must be reproducible; variable operations belong in isolated non-deterministic blocks that return values. Do not let those blocks directly write contract storage or perform side effects before consensus.
- Accept structured input. Receive the claim and any bounded scope parameters, such as a time period or permitted source set. Validate their basic format deterministically.
- Gather and interpret evidence in isolation. In a non-deterministic function, retrieve relevant pages and extract the supporting passages and retrieval context. Treat retrieval or model output as a proposal, not as an already verified fact.
- Return a compact proposed result. Include the claim, proposed verdict, concise rationale, and evidence references. Keep enough source context available for validators to assess the reasoning.
- Apply the validator rule. Validators independently inspect the evidence and judge whether the proposal meets the contract’s stated criteria.
- Write state only after an accepted result is available. Deterministic contract logic records the agreed result and the relevant evidence references or digests.
The GenLayer documentation’s “Non-determinism” and “Your First Intelligent Contract” explain the execution boundary and demonstrate webpage retrieval in a non-deterministic function. The precise SDK call signatures and current deployment setup should be taken from the live SDK and getting-started references; the outline here is not a version-pinned, copy-and-run contract.
Make validator review substantive
The validation rule determines whether independent executions count as equivalent. It must test the thing the oracle is supposed to establish. A rule that only checks for valid JSON, a recognized label, or a non-empty rationale confirms formatting—not truth.

Use strict equality for reproducible outputs
Strict equality can work when the result is canonical and validators can reasonably reproduce it, such as a normalized structured extraction or a simple objective boolean. Normalize fields, ordering, and text before comparing so irrelevant formatting differences do not create disagreement. The first-contract tutorial uses strict equality as an example; that does not make exact matching suitable for every fact-check.
Use custom validation for interpretation
For qualitative judgments, define a custom rule. It can compare stable fields such as the claim identifier and evidence references, then require validators to assess whether the cited material supports the verdict under the written criteria. The validator should inspect evidence rather than accept the leader’s conclusion as proof.

If the policy allows a single official record, say so explicitly. The threshold is yours to define; GenLayer does not supply a universal fact-checking standard.

Choose consensus behavior for the result you need

GenLayer’s Equivalence Principle documentation describes independent validation and validator design. Select the equivalence rule to fit the expected variation in the answer: if validators should produce the same canonical output, compare it exactly; if they must reason about evidence, specify what agreement means rather than relying on identical prose.

Evidence gathering can fail because a page is unavailable, a source has changed, or the available material does not resolve the claim. Decide in advance whether each case should produce an explicit insufficient_evidence result, halt the proposed execution, or trigger another defined path. An explicit uncertainty outcome is often preferable to forcing a binary answer when the evidence is inadequate.
Do not silently treat missing pages as evidence against a claim, or treat an LLM’s confidence as a substitute for evidence. If sources conflict, preserve the conflict in the evidence record and apply the policy you specified; do not imply that consensus resolves the underlying dispute.

Understand acceptance, appeals, and finality
GenLayer’s transaction lifecycle has a leader propose an execution result, validators evaluate it, votes are committed and revealed, and the protocol records a decision with an appeal path before finality. An accepted proposal means it reached consensus under the protocol; it does not guarantee the contract returned successfully. Keep protocol acceptance distinct from the fact-check verdict itself: one describes the decision process, the other describes the contract’s assessment of evidence.
Because web evidence can change after execution, preserve the retrieval context associated with the stored result. A later fact-check may reach a different outcome on newer evidence without making the earlier record an accurate description of today’s web.
Build and review in this order
- Write the policy. Define claim scope, source criteria, verdict labels, conflict handling, and insufficient-evidence behavior.
- Design the result shape. Choose stable fields for the claim, verdict, rationale, and source references; decide what evidence context must be retained.
- Implement the non-deterministic boundary. Put web retrieval and variable interpretation in an isolated operation that returns data without writing storage or causing pre-consensus side effects.
- Implement validator evaluation. Use strict equality only for canonical reproducible outputs. For semantic judgments, make the validation rule inspect the evidence and policy criteria.
- Persist after consensus. Have deterministic logic record the accepted result and its evidence references, rather than allowing a variable operation to commit it early.
- Verify current SDK and deployment details. Confirm the network, SDK dependency/version, and deployment procedure in the current GenLayer getting-started and GenVM SDK documentation before turning the design into a deployable contract.
The GenLayer documentation page “Introduction to Intelligent Contracts” was last updated June 11, 2026, but the available technical material does not establish a current version-pinned deployment recipe here. Accordingly, the design above explains how to structure the contract and its review rule, not exact SDK imports or deploy commands.
When this design is—and is not—appropriate
Use this approach when an application needs to interpret external evidence and make an agreed result enforceable as shared state, such as a claim assessment based on public sources. Prefer ordinary deterministic contract logic when the decision is already reducible to fixed inputs and rules. Every extra non-deterministic retrieval or interpretation adds variability and can add latency and cost, so keep those operations limited to what the decision actually requires.
