A useful website testing plan says what will be tested, which users and journeys matter, how results will be judged, who will fix problems, and how fixes will be retested. Build it around user-critical outcomes and risk—not a blanket promise to test every page. Combine automation with human review, user evidence, and ongoing checks so the plan covers both launch readiness and what happens after release.
What should a website testing plan include?
Write the plan so another person can understand its scope, repeat its checks, interpret the evidence, and decide what happens next. At minimum, record:
- Purpose and scope: the site, release, redesign, or change; the functionality, content types, integrations, and user groups in scope; and anything explicitly excluded.
- Goals and risk: important user tasks and service or business outcomes, ranked by the harm if they fail, how often users need them, their importance, and how recently they changed. This is a practical prioritization framework, not a universal scoring formula.
- Requirements and pass criteria: the source of each requirement and observable criteria for passing each check.
- Coverage and methods: the pages, templates, journeys, states, environments, devices, and methods to be used.
- People and schedule: accountable owners, test participants where applicable, milestones, time for remediation and retesting, and the release decision-maker.
- Evidence and follow-up: the records to keep, how defects will be triaged, retest rules, residual risks, and monitoring after release.
For accessibility work, assess your organization’s capacity too: staff knowledge, tools, QA practices, shared templates, authoring systems, and procurement practices. Establish a baseline from the current site. W3C recommends integrating accessibility checks throughout the process, including design and development, rather than waiting until completion. How do you set scope, requirements, and acceptance criteria?
Define the thing being tested
Name the product and the specific release or change. List relevant user groups, critical content, technologies, integrations, and paths that are out of scope. Translate goals such as “make applications easier” into outcomes a tester can observe—for example, whether a user can submit an application and receive a clear confirmation.

Trace requirements to their source
Requirements can come from product specifications, service objectives, supported browsers and devices, organizational policy, contracts, or law. Record the source rather than treating every expectation as an informal preference. If you are evaluating accessibility conformance, state the WCAG version and target level. Laws and sector requirements vary by jurisdiction; a generic website plan cannot determine which legal obligations apply to your organization.
Make each check verifiable
For each test, write a precondition, action, expected result, and evidence to retain. “The form works” is too vague. A more useful check specifies the test data, fields to complete, expected validation behavior for invalid input, successful submission, and the confirmation shown afterward. For usability scenarios, define what counts as task completion and what observations—such as repeated backtracking or misunderstanding—would signal friction.
Set defect severity and release rules before execution. Decide how user impact, likelihood, affected journeys, and available workarounds affect priority. Keep a known-issues list and identify who can accept residual risk or block a release.
How do you decide which pages and journeys to test?
Inventory the site’s page types and important functions, then choose complete user journeys and a deliberate sample of views. Depending on the site, the inventory might include landing pages, search, navigation, forms, accounts, checkout or applications, media, downloads, authenticated screens, and error states. Testing only the homepage leaves critical paths unexamined.

When reviewing every view is impractical, select representative pages that cover important templates and functionality. Record why those pages were selected and what the sample does not cover. W3C’s WCAG-EM methodology includes exploring the product and selecting a representative sample; it also describes structured and random sampling. A sampled review should not be presented as proof that every page has been evaluated.
Include relevant states and failures, not just the ideal path: validation errors, empty search results, slow or interrupted connections, expired sessions, and confirmation messages. For accessibility checks on critical journeys, include keyboard operation, focus movement, and relevant assistive technology in line with the target and product. Do not assume that checking a single static state covers an interactive flow.
Which testing methods should the plan use?
Choose a method for the question you need answered. A scanner, a moderated session, and a regression test produce different kinds of evidence; one does not stand in for all the others.

Use automation as coverage, not as a verdict
Accessibility evaluation tools can help find potential issues and speed up checks, but they can miss problems or report misleading results. W3C says human judgment is required; combine tools with manual evaluation, appropriate assistive technology, and user input when it fits the evaluation. Tool choice depends on purpose, product, standards, scope, operating system, licensing, team structure, and staff skills. For a formal conformance evaluation, WCAG-EM 2.0 sets out a sequence of defining scope, exploring the product, selecting a representative sample, evaluating it, and reporting findings. The W3C overview, updated 2026-08-12, identifies WCAG-EM 2.0 as published 2026-07-23. It is a W3C Group Note that supports WCAG; it is not an additional set of WCAG requirements. web.dev’s accessibility measurement guidance also discusses combining measures rather than treating one scan as a conformance determination.
Run usability sessions as structured observations
Choose scenarios that reflect real user goals, recruit participants who match the audience, and prepare a consistent script. Ask participants to think aloud as they attempt tasks; have observers capture issues without taking over the task. Obtain consent and confirm permission before recording. Keep a rolling issue log and debrief the team after sessions. Digital.gov’s usability-testing guidance describes this approach.
Account for search when running URL experiments
If an A/B test changes URLs, Google advises using a temporary 302 redirect from the original URL to a test URL rather than a permanent 301. Avoid running an experiment longer than needed to obtain reliable data, then remove experiment scripts, markup, and alternate URLs promptly. The appropriate duration depends on traffic and conversion rates. Follow Google Search Central’s A/B testing guidance, last updated 2025-12-10 UTC.
How should you choose environments, data, owners, and timing?
- Environments: identify staging and production constraints, supported browsers, devices, operating systems, viewport sizes, assistive technology combinations, and network profiles relevant to your audience and risks.
- Data and access: specify accounts, test data, integrations, privacy safeguards, and how test data and accounts will be reset. State any production-data restrictions.
- People: assign an accountable owner for each test area, execution, defect triage, remediation, retesting, and the release decision. For usability sessions, state participant logistics, consent, and recording arrangements.
- Schedule: set milestones for preparation, execution, fixing, retesting, and release decisions. Reserve time for fixes; an execution-only schedule does not close the loop.
- Recovery: document rollback needs and what happens if a critical integration, test environment, or release gate fails.
For accessibility, the right combinations depend on the product and evaluation target. Section508.gov describes testing as part of a lifecycle that includes planning, scoping, testing, remediation, and ongoing monitoring. Its guidance concerns the U.S. federal context and should not be treated as a statement of legal obligations for every organization or jurisdiction. How do you record results and retest fixes?
Use a repeatable test record
A useful case or finding record includes:
- A stable ID, objective, scope, and requirement source.
- Setup, environment, browser or device where relevant, and test data.
- Steps or user scenario, expected outcome, and observed outcome.
- Evidence such as retained screenshots, logs, or session notes when appropriate.
- Impact or severity, priority, owner, status, and target milestone.
- Fix reference, retest steps and result, and any remaining risk.
Retest against the original failing condition as well as any related regression checks. Record whether the fix passed, failed, or could not be verified; do not close a finding merely because code or content changed.
Report scope as well as findings
A report should state the evaluated scope, methods, sample and selection approach, standards and target where relevant, exclusions, findings, residual risk, and next actions. This lets readers understand what the results do—and do not—cover. WCAG-EM includes recording evaluation steps, aggregating findings, and reporting an evaluation statement.
Keep progress visible over time
Set recurring milestones and use measures your organization can interpret consistently. W3C examples include the number and level of WCAG Success Criteria passed, accessibility complaints, service calls from people unable to complete an online application, and training delivered. Assign owners and escalation routes, and include progress in normal organizational reporting. Revisit the site after meaningful changes and on a cadence matched to its change rate and risk: maintenance and content updates can introduce barriers again. See W3C’s monitoring guidance.

Screenshots can be retained as visual evidence for a particular page state, device size, or test run. They can help reviewers understand what was visible when a finding occurred, but an image alone cannot establish that a journey works, that a page conforms to an accessibility target, or that it performs reliably. Define which states and viewport conditions matter, and store the capture alongside the test steps and other evidence.

Capture a page yourself with a browser
For an occasional check, use your browser’s built-in screenshot feature or a browser automation workflow that opens the intended URL, sets the viewport and state, and saves the image. Record the page URL, date, viewport, relevant interaction state, and environment with the file so another tester can interpret it. Repeat the same setup when comparing runs; a different viewport or page state can make a visual comparison misleading.

What checklist can you use before execution?
- Name the site, release or change, intended users, goals, and explicit exclusions.
- Rank critical journeys and content by user harm, frequency, importance, and recent change.
- Record requirements and sources; specify WCAG version and level if evaluating accessibility conformance.
- Select pages, templates, complete journeys, and relevant error and recovery states; document any sampling limits.
- Match methods to questions, combining automation with human evaluation where judgment is needed.
- List environments, devices, assistive technology, data, accounts, privacy safeguards, and reset procedures.
- Assign owners, participants, milestones, triage rules, and release decision authority.
- Define acceptance criteria and evidence for each check before running it.
