To build a data quality team, give leaders and data practitioners clear accountability, then organize their work around the data users need and the decisions it supports. Start with a small coordinating function and accountable domain participants; identify critical data, define fit-for-purpose rules, measure a baseline, fix root causes and repeat. There is no universal team size or organizational chart: the right design depends on your domains, decision rights and need for shared methods.

What does a data quality team do?

A data quality team helps an organization understand whether its data is suitable for specific uses, find and prioritize quality problems, and improve the processes that create or change the data. It is not simply a group that repairs records after a failure.

Quality is fitness for purpose. A dataset that is adequate for one decision may not be adequate for another, and perfect quality is not a realistic universal target. The UK Government Data Quality Framework, published on 3 December 2020 and written for central government, says its concepts and approaches are broadly applicable beyond government. It describes a continuous-improvement goal rather than a single standard that fits every use.

In practice, a capable team coordinates standards and measurement while working with the people who know the data, its users and the processes behind it. Its work includes:

  • Agreeing realistic quality rules and measures for priority uses.
  • Finding, recording and prioritizing quality issues.
  • Tracing issues to process, system or design causes and assigning remediation.
  • Communicating results and limitations, then reassessing as needs and systems change.

Who should own data quality?

Responsibility should exist at both leadership and practitioner levels. Leaders set direction and connect quality work to business decisions, services, risk or operational needs. Practitioners assess, communicate and improve the data. Ownership should not be left solely to a technical team: business participants help determine whether data is useful, while technical practitioners can explain how it is created, transformed and stored.

Roles may include data owners, process owners, data stewards, business subject-matter experts and operational managers. The UK Government’s implementation guide recommends training for people with data responsibilities and names these roles as examples. The exact titles and division of duties will vary by organization.

A practical team design

A useful starting point is a small central coordinating function supported by accountable participants in each relevant domain. This is a practical design choice, not a structure mandated by the government framework.

Central coordinating function Maintain shared definitions, assessment methods, templates and prioritization; support issue escalation; and provide cross-domain reporting.
Domain owners and stewards Define what fit for purpose means for their data, set or approve rules, assign remediation and work with users and process owners.
Process, business and technical participants Explain user needs and how data is created or changed; investigate causes; and carry out or support improvements.

A central group can make shared methods and reporting easier to coordinate. Domain-based ownership can keep requirements and remediation closer to the data and the processes that produce it. These are design considerations, not measured outcomes from the cited guidance. Choose a balance based on how many domains you have, where decision rights sit, what capabilities already exist and how much consistency is needed across the organization.

How to build a data quality team: a six-step operating rhythm

1. Set the mandate and sponsorship

Explain why data quality matters in terms of decisions, services, risk or operations—not as an abstract push for cleaner data. Secure leadership responsibility for strategic direction and agree how practitioners will measure, communicate and improve quality. Make clear who can set requirements, who resolves disagreements and who is accountable for remediation.

2. Identify users and critical data

For each important data asset, identify who uses it and for what purpose. Prioritize the assets and fields where poor quality would most affect users or business objectives. Different users may have competing needs, so record the use being supported rather than assuming one definition of good quality applies everywhere. The framework’s guidance and implementation guide both emphasize understanding needs and focusing effort.

3. Define rules and thresholds

For priority fields, write down what acceptable quality means for the intended use and align the rule with business objectives. A useful rule is specific enough to assess, but realistic enough to allow justified exceptions. Avoid treating every deviation as a failure without considering how the data will be used.

4. Establish a baseline and measure

Assess critical data against its defined use, using metrics suited to the rule. Depending on the question, a measure might be a count, percentage, ratio or pass/fail check. Document the method and result so that future assessments can be compared fairly. Automate repeatable checks where it makes sense and where the organization can maintain them; automation does not replace deciding what to measure.

5. Assign issues and address causes

Log each issue with its impact, priority, owner and next action. Investigate how it arose, then prefer a correction to the process, system or design cause over recurring downstream cleanup. Directly editing data may be necessary, but an incorrect correction can create further problems. The framework’s implementation guide covers assessment and improvement planning.

6. Report and repeat

Explain quality results, limitations and implications in language that suits each audience. Reassess with consistent methods to identify trends, and revisit rules when a data use, process or system changes. The aim is a repeatable improvement cycle, not a one-time cleanup project.

How do you measure data quality?

Choose dimensions and metrics according to what the data is for. The UK Government framework presents six core dimensions defined by DAMA UK, while explicitly noting that the list is not prescriptive or exhaustive; a particular use may call for additional dimensions or make some less relevant.

Dimension Question it asks
Completeness Are the expected records and important values present?
Uniqueness Are records duplicated for the entities they represent?
Consistency Do values representing the same entity contradict one another across fields or datasets?
Timeliness Is the data current enough and available within a lag suitable for its use?
Validity Does the data follow expected ranges and formats?
Accuracy Does the data correspond to reality?

These six dimensions are the set presented by the framework, not a universal or exhaustive checklist. When quality goals compete, judge the trade-off against user purpose and risk. For example, a faster data release may be useful even if it is less complete, or a use may require completeness before release. The relevant question is which shortcoming would matter more for that use.

Choose tools and training after defining the work

The government guidance describes automation, data validation, automated quality checks and specialist coding tools as possible remedies, alongside better data architecture, training and accountability. Select tools only after you know which data and checks matter, what technical environment the team supports and who will maintain the checks. The cited material does not endorse a particular vendor.

Training should match people’s responsibilities. The implementation guide points to government e-learning resources, but course access and suitability can change, so confirm those details before choosing a specific course. For broader background, DAMA International describes DAMA-DMBOK as a reference for data-management principles and practices rather than a prescriptive standard, technology manual or one-size-fits-all implementation. DAMA says its DMBOK 3.0 project began in 2025 and that the 2.0 Revision remains a current resource; its DMBOK information is optional further reading, not a team-building workbook.
