A reliable configuration-drift workflow does more than find differences: it identifies what changed, alerts the right owner, assesses risk and intent, and reconciles infrastructure through a reviewed process. Keep desired configuration in version control, compare it with the live resources your tooling actually covers, and do not treat a state refresh as a fix.
Understand what is drifting
Configuration drift is a difference between the infrastructure you intend to run and the infrastructure that exists. It can follow a manual edit, a provider-side change, service degradation, or unauthorized modification. Before acting, distinguish three related things: declared configuration (your desired settings), state (the tool’s record of resources it manages), and the remote objects themselves.
Those comparisons are not interchangeable. In its Terraform Enterprise health documentation, HashiCorp uses configuration drift for external changes to remote objects that invalidate the configuration, and state drift for external changes that do not invalidate it. That documentation says drift detection does not detect state drift. Other products may use these terms differently, so check what a particular assessment compares rather than assuming its label defines the scope. HashiCorp: Health assessments
Build the workflow around ownership and review
1. Establish the source of truth
Keep desired infrastructure in reviewed, version-controlled configuration. Decide which resource attributes matter operationally and represent them explicitly where appropriate. HashiCorp notes that Terraform drift detection reports changes to attributes defined in configuration; provider defaults left unset can therefore create blind spots or results that are harder to interpret. 2. Define coverage and cadence
Choose checks that fit your environment: run them after deployments, on a regular schedule, or during a maintenance window. Terraform CLI users can inspect the effects of refreshing state with terraform plan -refresh-only. HCP Terraform health assessments can run periodically or on demand for enabled workspaces. The tutorial reviewed for this workflow describes health assessments as available in Standard Edition; confirm current packaging before relying on that edition detail. Document what is in scope: which workspace or configuration is checked, which managed resources and attributes are included, and how often the check runs. A workspace-level assessment is not automatically a complete inventory of every cloud resource, and a check of configured attributes cannot report every difference in attributes the configuration leaves unspecified.
3. Route alerts and retain evidence
Send each alert to the team accountable for the affected workspace or service. Preserve enough context for investigation: the resource and changed fields, detection time, environment, available source or actor information, relevant plan or assessment output, and whether anyone recognizes the change as expected. 4. Triage by risk and intent
Prioritize changes that expose security controls or threaten service availability. Establish severity levels and response expectations: HashiCorp recommends immediate escalation for critical security or availability drift and lower-priority review for minor differences. Determine whether the change was approved, whether the live setting is safe, and whether leaving it unaddressed could affect a future plan. HashiCorp: Detect and manage drift
5. Review before writing state or changing infrastructure
A refresh-only plan is an inspection step. It shows potential state updates based on observed remote values; it does not automatically undo changes in the live infrastructure. Applying a refresh-only operation records observed values in state, but does not make the remote resources match the declared configuration. HashiCorp explains: “A refresh-only operation does not attempt to modify your infrastructure to match your Terraform configuration — it only gives you the option to review and track the drift in your state file.” HashiCorp: Manage resource drift
Keep two decisions separate: whether to update state to reflect what exists, and whether to change infrastructure to match the intended configuration. Review the plan and the consequences before either operation.

6. Choose one reconciliation path
Once the owner has established whether the change is wanted, use one of two paths:

- Reverse an unwanted change: apply the declared configuration through the normal reviewed process to restore the intended setting.

7. Verify the outcome and prevent recurrence
Re-run the relevant plan or assessment after reconciliation. Confirm both that the resource now has the expected configuration and that the service is healthy; a matching configuration alone does not establish that the application behaves correctly. Investigate how the change bypassed the normal process and address the cause where possible.

Policy-as-code can help encode deployment standards. Terraform documents Sentinel and Open Policy Agent (OPA), with soft enforcement that prompts for approval and hard enforcement that blocks a deployment. Custom checks can also test health beyond configuration matching, but assessment behavior and data-source timing may produce false positives. No single detection approach fits every team. Compare options on the dimensions that affect your response:

| State effects | Does the check only inspect and produce a plan, or can the operation write refreshed values to state? |
| Remediation control | Does the system alert only, propose a reviewed change, update configuration, or automatically apply? What approval and rollback controls exist? |
| Policy and validation | Do policy failures block deployment, request approval, or only alert? Do health checks test actual service behavior as well as configuration? |
| Operating model | Can the team operate a CLI-based workflow, or does it need a managed assessment service? Confirm current service features and edition availability before choosing. |
Terraform CLI provides an operator-driven way to inspect refresh-only plans. HCP Terraform offers workspace health assessments with periodic or on-demand checks; its current edition availability should be verified against HashiCorp’s documentation.
