Build a no-growth budget by holding revenue to a realistic, evidence-based baseline, listing every cost and when it is due, and projecting cash separately from profit. Then compare actual results with the plan and set clear triggers for revising assumptions or taking action. A flat-sales plan is not a prediction that nothing will change; it is a way to make decisions without relying on hoped-for expansion.

1. Set a realistic flat-revenue baseline

Start with recent financial records: income statements, balance sheets, bank activity, accounts receivable and payable, payroll, contracts, and prior budgets. Choose the period the budget will cover and use the records that best reflect current conditions.

Build revenue from observable drivers, such as product or service, sales channel, customer, contract, or season. For the no-growth case, do not add an unexplained growth rate to make the numbers look better. State the assumption plainly: revenue is expected to remain near the current evidence-based level. Note what would change that view, such as a contract ending, a seasonal shift, weaker pipeline conversion, or a change in customer demand.

Keep a separate downside case if a modest sales decline, lower margin, or slower collection would alter decisions. The U.S. Small Business Administration (SBA) recommends forecasting indicators such as sales, costs, expenses, and cash flow, and breaking forecasts into factors that can be tracked and managed (SBA forecasting guidance).

2. Inventory costs and classify how they behave

List both recurring and one-time costs. Common categories include salaries, rent, utilities, insurance, supplies, equipment, inventory, communications, professional services, licenses, and marketing, as outlined in the SBA’s business-planning guidance. For a complete working budget, also check contractual minimums, annual renewals, maintenance, taxes, debt service, and owner compensation where applicable. These are practical checklist items; which ones apply depends on the business and its structure.

For each item, record the expected amount, due date or payment timing, responsible person, and cost behavior:

  • Fixed: generally stays the same over a defined period even if output changes, such as rent.
  • Variable: moves with activity, such as materials or inventory tied to sales.
  • Mixed: combines a fixed minimum with an activity-driven portion. Separate the two where practical rather than assuming the entire bill changes with sales.

The SBA discusses fixed and variable costs and separating fixed and variable portions of semi-variable expenses such as phone service, repairs, indirect labor, fuel, and power in its break-even guidance. Include planned capital purchases as their own lines so they are visible alongside operating costs.

3. Lay out the operating budget by month

Use a month-by-month schedule for the period you are planning. Keep revenue, direct costs, operating expenses, and planned capital purchases distinct. This makes it easier to see whether a change comes from sales, the cost of delivering work, overhead, or a larger purchase.

For the main case, hold revenue to the flat baseline rather than using growth as a balancing plug. Add a downside case when a plausible change in volume, margin, or collection timing could affect choices. The SBA’s financial-projection guidance identifies income statements, balance sheets, cash-flow statements, and capital-expenditure budgets as parts of projections; for a funding plan, it calls for monthly or quarterly detail in the first year.

4. Forecast cash timing separately from profit

An operating budget shows whether expected revenue covers expected costs; a cash-flow projection shows whether money will be available when bills fall due. Record expected customer receipt dates, not just invoice dates, and list payment dates for payroll, suppliers, rent, taxes, loan payments, and other obligations. A profitable month can still produce a cash shortage if customer payments arrive after those obligations are due.

Maintain basic bookkeeping and use financial records to track the business’s position. Reconcile projections with actual bank activity and outstanding receivables and payables as you review the budget.

5. Use break-even analysis as a reference point

Break-even analysis estimates the sales level at which revenue covers costs. For a single product or service, the SBA gives this formula:

Break-even units = fixed costs ÷ (price per unit − variable cost per unit)

This is a minimum-sales benchmark, not a guarantee that cash will be available when due. If the business has multiple offerings with different prices, volumes, or variable costs, calculate them separately where useful and then assess the combined picture. The SBA describes break-even as an estimate for planning and lender viability, not an exact accounting result. Its suggestion to consider adding “say 10%” for unpredictable expenses applies to that analysis; it is not a universal cash-reserve rule.

6. Evaluate cost reductions by their consequences

Do not choose cuts only because a cost is visible or easy to cancel. For each possible reduction, estimate the cash saved and when the savings would begin. Also consider cancellation charges, service quality, customer effects, employee effects, compliance, and any revenue or capacity the cut could put at risk.

The SBA recommends using cost-benefit analysis to weigh strengths and weaknesses when considering recurring cost reductions (business-management guidance). Before changing a commitment, check the applicable contract, employment obligations, tax requirements, and lender terms. There is no universal order in which every business should cut costs.

7. Set review triggers and update the plan

Choose indicators that connect to the risks in your budget. Depending on the business, these might include booked sales, pipeline conversion, gross margin, collections, overdue receivables, payroll, cash balance, and cash runway. Set thresholds based on your actual needs—for example, a variance that prompts investigation, a supplier conversation, or a refreshed downside forecast.

Compare budget with actual sales, costs, expenses, and cash flow regularly. Investigate meaningful differences rather than simply changing the forecast to match them. Update assumptions when conditions change; choose a review cadence suited to the business rather than treating one schedule as correct for everyone. The SBA encourages tracking forecast factors and maintaining financial records, but does not set a universal review interval (forecasting guidance; management guidance).

What to include in your working budget

  • Evidence-based revenue baseline with the flat-growth assumption stated explicitly.
  • Revenue drivers and the conditions that could change them.
  • Recurring and one-time costs, classified as fixed, variable, or mixed.
  • Monthly operating costs and planned capital purchases.
  • Separate cash receipts and payment dates.
  • Break-even references suited to the products or services offered.
  • A downside case where a plausible decline or collection delay could change a decision.
  • Review indicators, action thresholds, and a process for investigating variances.

The SBA offers a fillable worksheet for organizing startup costs and a break-even calculator through its business-planning resources. Its startup-cost guidance about counting at least one year of monthly expenses is for startup planning; it should not be treated as a required reserve amount for an established business. No ideal cash reserve, cost-cutting sequence, or review cadence applies to every business. Adapt the budget to actual records and obligations, and seek qualified accounting, tax, legal, or lending advice when a decision depends on them.
