Android provides speech-recognition APIs you can use to build a Bengali voice dialer, but it does not guarantee that every phone’s installed recognition service supports Bengali or works offline. A reliable design checks what the service on the target phone can do, treats recognition and calling as separate steps, and asks the user to confirm the contact or number before placing a call.
Does Android support Bengali speech recognition?
Android’s SpeechRecognizer API connects an app to a recognition service; the service determines which languages and operating conditions are actually supported. Requesting Bengali does not itself add Bengali capability, and availability may differ by device, region, installed service, and configuration. Android’s API guidance also warns that recognition may stream audio to remote servers and that the API is not intended for continuous listening. Android SpeechRecognizer API reference
On Android 13 (API 33) and later, an app can use checkRecognitionSupport() to ask whether a particular recognition request is supported. For earlier versions, provide a practical fallback: explain that Bengali recognition is unavailable on that setup and let the user enter a number or choose a contact manually. 1. Choose which recognition service to use
You can work with Android’s default recognition service or target a particular implementation. The default avoids tying the app to one provider, but its language and offline behavior vary with the installed service. A selected implementation may make the target more predictable, but the app still needs to verify that the service is present and supports the requested recognition behavior. Compare candidates on the target phone rather than assuming either approach is universally better. Android SpeechRecognizer API reference Android RecognizerIntent reference

2. Request Bengali and check support
Use a one-shot, user-initiated recognition interaction for a short command. Set the requested language through the recognition request only after deciding how the app will handle unsupported language responses. On API 33 and later, use checkRecognitionSupport() where available; on any version, handle the possibility that no recognition service or activity is available. Do not treat an offline-preference flag as proof that recognition will work without a network connection: a service may ignore that preference. 3. Request microphone access and declare service visibility where required
The app needs the RECORD_AUDIO permission and must handle the user denying it. Create SpeechRecognizer with Android’s factory method, call it on the main thread, and destroy it when finished. For apps targeting Android 11 (API 30) or later that interact with a speech recognition service, the API reference specifies declaring the service in a manifest <queries> element. Check the current reference against your target SDK as you implement. Android SpeechRecognizer API reference

4. Review the recognized result before calling
Keep recognition separate from contact lookup and call initiation. Display the recognized contact name or number, let the user resolve ambiguous matches, and require a clear confirmation before the app starts a call. Speech transcription can be wrong; confirmation gives the user a chance to catch a mistaken name or digit before it has consequences.
Permission needs depend on what the app does and whether it is the default dialer. Android’s permission guidance describes runtime grants for dangerous permissions and notes limited exceptions for default handlers, including a default dialer handling ACTION_CALL. A standalone voice-dialer app should not assume it receives those exceptions. AOSP runtime permissions

5. Provide recovery paths
Plan for microphone permission denial, unavailable recognition service, no speech result, unsupported Bengali, unclear or ambiguous contact matches, and call handling that requires another user action. In each case, explain what happened and offer a manual alternative, such as selecting a contact or typing a number. Android notes that recognition activities may not be installed, so this should be handled rather than treated as an impossible state. Android RecognizerIntent reference
Can Google Voice Access make calls in Bengali?
Google Voice Access is a separate accessibility product, not a guarantee about the languages available to apps using Android’s speech-recognition APIs. Its help page describes calling a phone number or contact by voice, but the command languages listed there are English, Spanish, German, Italian, French, Portuguese, and Japanese—not Bengali. That limitation applies to the published Voice Access command-language list, not to every Android recognition service. Google Accessibility Help: Use Voice Access

For Voice Access offline use, Google instructs users to download a speech language pack. Google says processing is primarily on-device but may send audio to Google depending on configuration and system language. Those details apply to Voice Access specifically; they should not be assumed for a separate app’s recognition service. Google Accessibility Help: Use Voice Access
How to test Bengali voice dialing on a real phone
Use an Android smartphone as the test device and record the conditions that can affect recognition. There is no established Bengali accuracy percentage or universal offline result to rely on, so test the actual service and call flow your app will use.
