Budget around the income you can count on—not the best month you hope to have. First protect essential bills, then track when money arrives and leaves, including cash purchases. For shared costs, agree in advance which expenses count and how each person contributes. That combination makes a budget workable even when pay varies from month to month.
How do you build a budget when income is irregular?
Start with a complete picture of money coming in and going out. List all income sources, bills and due dates, and everyday spending. Track actual spending before setting flexible limits; the CFPB’s budgeting guidance recommends bringing income and expenses together and revisiting the plan when circumstances change.
Set a cautious income baseline
Use the lowest monthly income you can reasonably expect as the starting point for regular spending. MoneyHelper also suggests estimating monthly needs by dividing annual outgoings by 12. If a stronger month brings in more than your baseline, treat the extra as a way to build a reserve or savings rather than assuming it will recur. Protect bills before flexible spending
Set aside the amount needed for essential bills before deciding what is available for flexible spending. You can keep bill money in a dedicated account or mark it clearly in a cash-based system. The important rule is not to count the same money twice—as both bill money and spendable cash.

Account for seasonal and annual costs
Include annual or high-cost expenses in your plan, rather than treating them as surprises when they arrive. If your income follows a seasonal pattern, plan around that pattern and review the budget when earnings or costs change.
How do you keep track of cash spending and bill timing?
A budget can use cash, accounts, or both. Whatever the format, record cash purchases as they happen and keep bill money distinct from flexible spending. A notebook, spreadsheet, existing budgeting method, or cash-envelope organizer can all serve as a record; none is required.

Use a weekly cash-flow view
Monthly totals can look workable while hiding a week when a bill is due before income arrives. The CFPB describes the purpose of its cash-flow method this way: “A cash flow budget is all about tracking the timing of your income and expenses to make sure you have enough from week to week.” Its cash-flow budget tool uses this sequence:

- Enter the opening balance for the week.
- Add income and benefits received during that week.
- Subtract expenses and savings.
- Carry the ending balance forward as the next week’s opening balance.
A negative ending balance flags a timing shortfall to address—for example, by reviewing payment timing or the cash available that week. The weekly view complements a monthly budget; it does not replace recording bills and spending.

How should you split shared expenses?
There is no single universally fair split. Agree on which costs are shared, how contributions are calculated, when transfers happen, how variable bills are handled, and what happens if one person’s income drops. MoneyHelper describes several arrangements, each with different trade-offs in visibility, privacy, independence, bill-payment ease, and ongoing communication. For any setup, write down how you will handle changing bills and one-off costs, and whether a large purchase requires approval. With variable incomes, agree what happens to contributions during a lower-earning month instead of leaving that decision until a shortfall occurs.

When should you review the budget?
Compare the plan with actual income and spending regularly. Update it after a change in earnings, household costs, or spending habits, and account for seasonal income and annual expenses. The CFPB’s budgeting guidance emphasizes updating a working budget as circumstances change.
