To broadcast a U.S. NOAA Weather Radio (NWR) service on YouTube Live, receive the local NWR signal with a weather-radio receiver, route its audio into an encoder, and send it to YouTube using the server URL and stream key from Live Control Room. Treat the YouTube stream as a convenience relay—not a replacement for a weather-radio receiver or a guaranteed real-time warning channel.
1. Find a local NOAA Weather Radio signal
NWR is a U.S. National Weather Service (NWS) network that carries weather and other hazard information. Start with the NWS station list and coverage resources to identify a transmitter that may serve your location. Then test reception with a weather-radio receiver where you plan to produce the stream; a map cannot confirm reception inside a particular building or at a specific antenna location.
You need a receiver that can pick up the local signal and provide audio that your encoder setup can accept. The receiver is the source; YouTube does not supply the NWR audio. No particular receiver model, connector, or antenna is established as suitable for every location, so check the receiver’s outputs and test your actual signal before choosing the rest of the setup.

- Route the receiver audio. Connect the receiver’s audio output to a compatible computer audio input or audio interface. The connector and any adapter depend on your receiver and computer.
- Select the input in your encoder. Choose the input receiving the radio audio as the encoder’s audio source. Confirm that the audio meter responds and that the signal is intelligible without excessive noise or clipping.
- Keep the feed focused. Avoid mixing in unrelated music, advertisements, or other third-party material. If you add anything beyond the NWS message, establish that you have the necessary rights and check whether it changes the applicable rules.
- Check the full signal path. Listen to the audio at the encoder and, later, in YouTube’s preview. Verify that the radio remains tuned to the intended station and that the input does not mute or change unexpectedly.
Exact settings and interface labels vary by receiver, computer, audio interface, and encoder. The essential requirement is a stable, intelligible audio input; this guide does not prescribe a specific hardware model or encoder application.

3. Connect the encoder to YouTube Live
Check channel eligibility
YouTube’s stated prerequisites include a verified channel and no live-streaming restriction during the previous 90 days. Review YouTube’s live-streaming eligibility guidance before scheduling a broadcast.
Copy the connection details
- Open YouTube Studio and go to Live Control Room.
- Create or select a live stream and choose the encoder workflow.
- Copy the server URL and stream key shown for the stream into the corresponding fields in your encoder. YouTube describes this workflow in its guide to creating a live stream with an encoder.
- Keep the stream key private. Anyone who obtains it may be able to send video or audio to your YouTube stream. If it is exposed, replace or reset it in YouTube Studio and update the encoder.
- Start the encoder and check the Live Control Room preview before making the stream public. YouTube recommends testing the setup and having upload capacity with about 20% headroom above the total bitrate. For an audio-led service, choose an encoder configuration appropriate to your actual output and connection rather than assuming that a higher video bitrate improves the radio feed.
YouTube says streams shorter than 12 hours are automatically archived. Decide whether an archive is useful and appropriate for your service, and check the stream’s settings in Live Control Room. See YouTube’s encoder-stream guidance for its workflow details.

4. Identify the feed and follow applicable rules
Make clear who operates the stream
Credit the NWS as the originator of the weather messages, and label the broadcast as an independently operated relay—not an official NOAA or NWS channel. NOAA’s education and outreach guidance says users should not claim NOAA content as their own, imply government affiliation or endorsement, or modify material and present it as official. Check credits and rights for any third-party material mixed into the feed.

47 CFR § 73.1207(d) sets out a procedure for rebroadcasting NWS messages without specific authorization. Its stated conditions include rebroadcasting messages within one hour of receipt, identifying the NWS as the originator, restricting advertisements associated with the weather rebroadcast from directly or indirectly conveying government endorsement, and live rather than recorded rebroadcast for the relevant signals.

That provision is not a blanket legal conclusion for every internet stream. How it applies can depend on the transmission, distribution path, territory, and other content. YouTube separately requires creators to have necessary rights and comply with applicable laws and regulations in its livestream terms. If the service is commercial or its legal status is uncertain, consult a qualified lawyer or the relevant agency.
Expect YouTube’s live-content checks
YouTube scans live streams for third-party matches, including other live broadcasts. A match may lead to a warning, placeholder, interruption, or termination; even a license may not prevent an interruption if the rights owner has not allowlisted the channel. NWS material’s public-domain status does not guarantee that automated platform systems will treat a particular feed as exempt. Review YouTube’s guidance on copyright issues with live streams.

5. Test, monitor, and troubleshoot
Before going public
- Confirm the receiver picks up the intended local station reliably at the production location.
- Listen for clear audio at the encoder input and in YouTube’s preview.
- Check that the stream key and server URL match the selected stream in Live Control Room.
- Test the upload connection with roughly 20% bandwidth headroom above the total bitrate, as YouTube recommends in its streaming tips.
- Confirm the title, description, and on-screen identification make clear that the feed is independent and credit the NWS.
Common problems and fixes
- No audio in the preview: Check the receiver output, cable or interface connection, selected encoder input, and input level. Verify that the receiver itself is receiving the station.
- Unclear or noisy audio: Improve local reception or the audio connection, then listen again at the encoder and preview. Do not cover up an unintelligible source with unrelated content.
- YouTube does not receive the encoder: Confirm the correct server URL and stream key for the selected Live Control Room stream. If the key may have been exposed or copied incorrectly, reset it and update the encoder.
- Buffering or an unstable stream: Test the internet connection and provide the recommended upload headroom above total bitrate. YouTube advises testing and previewing rather than relying on a nominal connection speed.
- A warning, placeholder, or interruption appears: Check YouTube’s live-content notice and identify the matched material. Do not assume public-domain NWS content or a separate license will prevent automated enforcement.
- The stream stops after a local outage: Check the receiver, computer, audio interface, network, encoder, and YouTube Live Control Room to determine which part of the chain failed. A local-reception or power failure cannot be fixed by YouTube settings alone.
