Backlinks can help Google discover pages and understand relevance, but no outreach plan or link count guarantees crawling, indexing, or higher rankings.
What backlinks can—and cannot—do for an NGO
A backlink is a link from another website to a page on yours. Google’s general Search guidance says links help it find pages and understand what they are about. For an NGO, a relevant link might bring visitors who need a service, support a campaign, or want to use research or educational material. That can make a link valuable even before considering search visibility.
Backlinks are one part of discoverability, not a shortcut that reliably moves a page up the results. Google’s Search Essentials says that following its best practices does not guarantee that Google will crawl, index, or serve a page. The guidance available here is general web-search guidance applied to nonprofit work; it does not establish an NGO-specific backlink quota or expected ranking increase.
Start with something worth linking to
The most sustainable link-building work starts with a resource that is useful beyond the organization’s own announcement. Google Search Central’s “Site Position in Google Search results FAQ” puts the principle plainly: “The key to getting links to your site naturally is to create unique, compelling content that other people want to link to.”

Choose a resource that serves a real audience
Examples that may fit an NGO’s mission include an original report, a clearly explained dataset, a practical guide to accessing services, a local resource directory, classroom material, or a well-maintained explanation of a complex issue. These are examples to consider, not a Google-prescribed nonprofit playbook or guaranteed sources of links.
- Make the purpose clear. Explain who the resource helps and what someone can do with it.
- Make it usable. Present key findings, instructions, or contact details on the page itself, rather than requiring visitors to decode a campaign slogan or search through unrelated announcements.
- Keep it trustworthy. Identify the organization responsible for the material and provide enough context for readers to understand its scope and limitations.
- Maintain it. Review time-sensitive information, such as service availability or local contacts, so a page remains worth citing.
Do not create a page solely to attract links if it does not help the people the NGO serves. A useful, well-presented resource is a better starting point than a volume target.
Share the resource with people who could genuinely use it
Google recommends telling people about a site and participating in communities where its services or content are relevant. For an NGO, a practical application is to share a resource with relevant partner organizations, local coalitions, researchers, journalists, professional networks, or community groups. These are outreach possibilities, not guaranteed link sources.

Match the message to the recipient
- Identify a real audience fit. Find organizations or people whose work overlaps with the resource’s subject or who serve the people it was made for.
- Explain the specific value. Say what the resource contains and why it could be useful to that recipient’s audience. A generic request to “link to us for SEO” gives little reason to cite it.
- Make the page easy to review. Link directly to the relevant resource and provide concise context. Do not imply that a recipient has endorsed the NGO or its conclusions.
- Accept the editorial decision. The recipient should be free to link, decline, or describe the resource in their own words. A link is not owed in exchange for coverage, access, or a partnership unless it is a paid placement that is properly qualified.
Outreach should support the NGO’s mission and the recipient’s audience. If a relationship is worthwhile only because it might produce a ranking signal, reconsider it.
Make links on your site useful and crawlable
Links from other sites are only part of the picture. Internal links help visitors reach important pages—such as services, campaign information, research, or donation details—and help search engines discover pages on the NGO’s own site.
Link important pages from findable pages
Google’s link guidance says pages of interest should have a link from another page that can be found. For example, link a research report from a relevant topic page, a service page from the relevant program description, or a campaign resource from a related project page. Add the link where it helps a visitor continue, not simply to insert another link.

Google does not prescribe a magical ideal number of links per page. Focus on whether each link serves a clear purpose and whether important material is reachable through the site’s navigation or relevant content.
Use descriptive, ordinary anchor text
Google says it can generally crawl a link when it is an <a> element with an href. Descriptive, concise anchor text helps people and Google understand the destination. A link labeled “Read the food access report” is more informative than “click here” when that is what the page contains.

Do not force the same search phrase into every link or use anchors that make a claim the destination does not support. A link should make sense in its sentence and remain useful to someone using assistive technology or scanning the page.

Keep paid links and earned links distinct
A link freely chosen by an editor because a resource is useful is different from a link included as part of an advertisement or sponsorship. Google’s spam policy defines link spam as “the practice of creating links to or from a site primarily for the purpose of manipulating search rankings.” It identifies paid ranking links, exchanges of goods or services for ranking links, excessive reciprocal exchanges, automated link creation, low-quality directories, and optimized guest-post links intended to pass ranking credit among the practices that can violate its policies.
Legitimate sponsorship and advertising are part of the web economy, but a paid link should not be presented as an editorially earned endorsement. Google says paid placements should use rel="sponsored"; rel="nofollow" is also accepted. For user-generated links, Google recommends rel="ugc". It recommends nofollow when a publisher does not want to associate with or crawl a linked page.
For example, if an NGO publishes a paid sponsor placement, the site owner can qualify the link in the HTML:

Recognize risky shortcuts and SEO promises
- Buying links for ranking credit: payment or another benefit should not be used to disguise a ranking-oriented link as an editorial citation.
- Exchanging links at scale: a genuine, relevant citation is different from excessive reciprocal linking organized mainly to influence rankings.
- Automated link creation: tools or services that generate links without real editorial value can create spam-policy risk.
- Mass submissions to low-quality directories: directory volume is not a substitute for relevant, useful citations.
- Guest posts built around optimized links: publishing solely to place keyword-focused links can turn an editorial format into link manipulation.
- Guaranteed backlink counts or fast ranking gains: Google’s cited guidance provides no NGO-specific backlink target or guaranteed outcome. Treat rapid-gain promises cautiously and compare proposed tactics with Google’s published policies.
Google warns that link popularity schemes are typically useless and can do harm. For a small team, time spent improving a useful resource or making service information easier to find may serve the organization better than chasing links of uncertain relevance.
Measure progress without inventing a backlink target
Google Search Console helps site owners understand their performance in Google Search. Use it to learn whether important pages are appearing in search and how people reach them, then use that information to identify pages that may need clearer content or better internal links. Search Console is a monitoring aid, not proof that a particular backlink caused a ranking change.
Set goals around the work the NGO can control: whether the resource is complete and maintained, whether relevant people received it, and whether important pages are easy to reach on the site. Do not treat a fixed number of backlinks or an assumed ranking increase as a universal measure of success; the cited Google guidance establishes neither.
