Treat network reputation as one risk signal, then protect the signup endpoint with tuned rate limits, server-validated form challenges, and account-level abuse signals where available. Measure challenges, blocks, and legitimate-user friction before tightening rules.
Why cloud-hosted traffic alone is not enough to block
A cloud network can carry both automated abuse and legitimate users. People may sign up through shared hosting, VPNs, proxies, or other services that make many unrelated users appear to come from the same network. At the same time, attackers can distribute requests across changing IP addresses. Cloudflare warns that advanced bots can evade ASN blocks and rate limits, while broad IP blocking can produce false positives: Cloudflare’s bot guidance.
Use an ASN, IP range, or country as context for deciding what scrutiny a request receives—not as conclusive evidence that the signup is abusive. Prefer a graduated response, such as logging or challenging suspicious requests, over an immediate blanket denial.
Build protection around the signup endpoint
Start by identifying the actual URL and request method that create accounts, then review traffic patterns and outcomes for that endpoint. Cloudflare recommends reviewing bot analytics before changing bot settings in its bot-management guidance.

A challenge displayed on a web form does not protect an endpoint by itself. A caller can send a direct POST request without using the visible form. Validate challenge tokens on your server and only create the account after validation succeeds. Pair that check with endpoint-level rate limiting: the challenge tests a submission, while a rate limit constrains request volume. Cloudflare describes the combination this way: “Both together provide the strongest coverage.” — Cloudflare, “Stop malicious bots while allowing legitimate traffic”.
Choose rate limits from observed traffic
Set limits specifically for signup requests rather than applying a broad rule to every page. Select a counting key that matches the abuse pattern you observe and the fields your platform and plan support. Cloudflare’s WAF rate-limiting documentation describes the controls and notes that available request fields and counters vary by plan.

Counting only by source IP can be too blunt: shared networks may combine legitimate users, while distributed automation may rotate addresses. There is no universal safe request threshold established for every service. Calibrate limits against your normal signup volume, bursts, and account-creation outcomes rather than adopting a number intended for a different site.
Combine network, automation, and account signals
When the tools are available, combine network reputation with request rate, bot-detection signals, and account-level indicators. A request from a cloud ASN may be less concerning when it has a valid server-checked challenge and fits normal signup behavior; repeated suspicious activity across changing IPs may warrant additional scrutiny.

Cloudflare’s Account Abuse Protection documentation describes signals related to bulk account creation and suspicious email addresses. It is documented as Early Access for Bot Management Enterprise customers. Cloudflare notes that a signup endpoint may need labeling if automatic detection misses a nontraditional route.
Cloudflare’s Ephemeral IDs guidance covers identifying repeated patterns across changing IPs. It has Enterprise product prerequisites, and Cloudflare cautions that thresholds should be high enough to avoid false positives. These capabilities can add context, but they are not a reason to make a cloud network alone decisive.

Measure false positives and adjust cautiously
Track how many signup attempts are allowed, challenged, blocked, or abandoned, and investigate reports from users who cannot register. Cloudflare defines false positives as real people or applications scored as automated or likely automated. Eligible Bot Management customers can submit incorrect scores through its feedback process.
Where your platform permits it, begin with logging or a challenge while checking a rule’s effect; move to blocking only when outcomes support that choice. If legitimate users are affected, relax the threshold, narrow the rule to the endpoint or pattern involved, or choose a less disruptive action. The right balance depends on your own traffic and signup flow.

What one deployment result does—and does not—show
Cloudflare reported that its Turnstile signup rollout blocked more than 1 million automated signup attempts in one month and had no reported false positives: Cloudflare’s 2023 report. That is a company-reported result from its deployment, not an independent benchmark, a general false-positive rate, or a guarantee that another site will achieve the same outcome.
