To block access to contacts in Windows 11, go to Start > Settings > Privacy & security > Contacts. Turn off access for apps to block it broadly, or switch off an individual app in the list to block only that app. These controls mainly cover Microsoft Store apps; desktop apps may need to be managed separately.
Block contact access for all apps or one app

Open Start, then select Settings.

Select Privacy & security, then choose Contacts under app permissions.

To block access broadly, turn off the Contacts access control for apps. If your Windows build shows a separate device-level control, device access must be on for apps to use Contacts; turn off the app-access control to deny apps permission.

To block one listed app, leave the broader controls as you prefer, then switch off the toggle beside that app. The all-app control applies broadly; the per-app toggle lets you preserve access for other listed apps.

Microsoft says that turning off access for an app prevents it from using the related data or feature covered by that permission. The Windows controls govern access through the Contacts capability; they do not delete contact records.
What to do if the app is missing or still has contacts
Windows privacy lists mainly apply to Microsoft Store apps. Desktop apps may not appear, and Windows’ app-permission list may not control their access to system resources. Check the desktop app’s own privacy or permission settings. If the app connects to an online service, review that service’s settings and privacy policy as well; the Windows toggle is not a universal control over every way a program or service may obtain contact information.

Check recent Contacts access
Microsoft’s accessibility guidance describes a Contacts recent-activity view that covers the last 7 days. Use it as an audit aid to review recent access; it does not replace changing the permission. The exact labels and available controls can vary by Windows version and configuration, so follow the labels shown on your device.

Windows app permission is separate from contact syncing
The Contacts permission controls app access through Windows. It is separate from Microsoft-account contact availability and syncing. Microsoft documents account contacts being available across signed-in places and separate contact-sync management for Teams; turning off the Windows permission should not be taken as deleting synced contacts or stopping service-level synchronization.

What the Contacts permission covers
Windows uses “Contacts” for access to contacts, people, or address-book data. The permission explains whether a listed app can use that Windows capability; it does not describe everything an app may collect or do with information obtained elsewhere. For an app’s specific data practices, check its product information or developer privacy policy.
