To preserve a website page reliably, save two things: a screenshot for quick visual comparison and a replayable web capture that includes the page’s referenced assets, structure, timestamp, and provenance. A screenshot alone shows how a page looked at one moment; it does not preserve working links or the context needed to replay the page. For preservation packages, the U.S. National Archives and Records Administration (NARA) lists WARC and WACZ as preferred formats.
What to save: a visual record and a replayable capture
A screenshot is useful evidence of a page’s rendered appearance at a particular moment. It is easy to inspect and compare, but it is not a complete web archive. It does not retain clickable relationships, hidden assets, source context, or the wider site structure. NARA’s permanent web-content guidance says static screenshots alone are insufficient because they lack hypertext functionality.
A replayable capture aims to preserve the page in context: HTML and the internally referenced images, style sheets, scripts, media, and other components needed to reconstruct the captured experience. It should also include information about what was captured, when, how, and by whom or by which system. The UK National Archives distinguishes this kind of archive—which lets users access and navigate sites similarly to the live site—from a backup intended mainly to help rebuild a site after failure.

For records where relationships, context, or later verification matter, keep the screenshot as a companion exhibit—not as the sole preservation copy. A live URL may change after capture; a dated archive is intended to represent content available at a specific time.

Choose scope and capture frequency based on risk
Before collecting anything, decide what needs to remain understandable later. The scope might be one URL, a group of related pages, a subdomain, or an entire site. Consider dependencies and ownership boundaries, too: NARA’s guidance says web-content records sharing a domain, including content managed under formal agreement and hosted elsewhere, must be transferred together.
- Capture more often when a page changes frequently or its loss could affect legal, regulatory, financial, safety, or public-accountability decisions.
- Capture less often for stable reference material where changes between snapshots are less consequential.
- Record the reason for the schedule. NARA recommends basing frequency on risk and whether changes between snapshots need to be tracked; it does not establish one interval for every site.
For a page family or site, define how far collection should follow internal links and what counts as in scope. Do not assume that capturing a landing page also preserves the content linked from it.

Build a preservation workflow
- Define the collection. List the starting URLs, site or page-family boundaries, capture schedule, and the reason for keeping the material. Note relevant agreements or off-site content that belongs with the domain.
- Capture the page and dependencies. Preserve the HTML plus internally referenced assets needed for replay. Keep harvesting control information and information needed to assess data integrity. NARA’s transfer guidance calls for component parts, links, functionality, data integrity, internally referenced URLs, and harvesting control information.
- Create a screenshot companion. Save a full-page or viewport image. In the collection log, note the capture date and time in UTC, original URL, and the browser or device context. Treat this as a visual exhibit, not the archive package itself.
- Package the capture. Use a preservation format such as WARC or WACZ. Keep the resulting package with its associated metadata and collection records rather than treating a loose screenshot as the whole record.
- Record provenance and identity. Log the original URL, UTC capture timestamp, collector or system, scope, software and version, collection identifier, and a stable record identifier. IIPC explains that URL plus timestamp can collide; WARC-Record-ID is a general identifier for preservation management.
- Preserve relationships and purpose. Keep a site map that shows how pages relate, along with a short statement explaining why and under what procedure the capture was made. NARA identifies content, context, and sometimes structure as elements of trustworthy web records.
- Track changes across captures. Retain successive versions and a change log. Record whether content was edited, a page was replaced, a page moved, or the site map changed; NARA treats these as distinct kinds of change.
- Store and verify the package. Keep a controlled, access-managed copy and periodically confirm that the package opens and replays. Document the storage and verification procedure so another person can follow it. The cited guidance calls for secure environments and documented standard operating procedures, but does not prescribe a universal storage product.
Choose a format and identifier that fit the record

Use the format required by the receiving archive, organization, or retention procedure when one exists. The format names alone do not establish that a capture is complete: scope, dependencies, metadata, and the ability to replay and verify the package still matter.
Make each capture understandable later
A file without context can be difficult to interpret even when it opens. Keep a manifest or collection log alongside the capture, using stable identifiers to connect the screenshot, web-archive package, and change-log entry.

- Original URL and any known redirect or replacement URL.
- Capture timestamp in UTC, plus the local time zone if it helps explain an operational record.
- Collection identifier, stable record identifier, and scope boundaries.
- Collector or capture system, software and version, and the procedure used.
- Screenshot filename and capture context, such as viewport or device.
- Known omissions, failed pages, or limitations relevant to interpreting the capture.
- Relationship to prior or later captures, including documented moves, replacements, and edits.
For a site rather than a single page, retain a site map that explains page relationships. If a URL is reused or a page moves, the stable record identifier helps distinguish the archived record from a later capture at the same address.

The page replays without images or styling
Check whether the capture included internally referenced images, style sheets, scripts, and other required resources. A screenshot may still show the captured appearance, but it cannot replace missing dependencies in a replayable package.
The page opens, but links or interactions do not work
Confirm that the archive captured the linked pages and relevant components, not just the starting URL. Compare the site map and scope definition with the pages expected to be available. Interactive behavior may depend on external services or state that a capture does not preserve.

You cannot tell which version a file represents
Use the collection log and stable record identifier to connect the package to its original URL, timestamp, scope, and collection. URL and timestamp alone can be ambiguous according to IIPC guidance.
A later capture looks different, but the change is unclear
Compare the dated screenshots for visual differences, then inspect the replayable captures and change log. Classify the event as an edit, replacement, relocation, or site-map change where the evidence supports that distinction.
The archive package cannot be opened or replayed
Check that the stored copy is intact and use the documented verification procedure. Keep a controlled copy and record any failure rather than silently treating an unreadable package as a verified capture.
Use captures as records, not as automatic proof of every claim
A dated screenshot can support a claim about what was visibly rendered at capture time, while the replayable package gives a reviewer more context and a way to inspect preserved relationships. Neither format alone establishes who authored the material, whether the capture procedure was complete, or whether the record meets a particular legal or regulatory retention requirement. For those uses, follow the applicable organization or jurisdiction’s records process, preserve provenance, and document the procedure consistently.
