What ArchiveBox preserves—and what it does not
ArchiveBox is a self-hosted application for preserving supplied URLs. Its documented outputs include original HTML, CSS, and JavaScript; single-file HTML; screenshots; PDF; WARC; title; article text; favicon; and response headers. You can work with a collection through its command-line tools, REST API, web interface, Python API, or filesystem. See the ArchiveBox documentation for current setup and operation instructions.
A capture records what the tool retrieved at a particular time. It does not guarantee that every page element, linked document, or interactive feature was captured, nor does it by itself establish that every embedded item is authentic, that the collection is complete, or that the capture is legally admissible. Treat it as a useful preservation and reference aid, not a substitute for an institutionally managed records program.
Plan the capture before importing URLs
Define scope and purpose
Write down the department or agency, official domain, specific pages and documents, relevant language versions, and date range. Decide whether the aim is to preserve a particular notice, maintain a research reference, or track changes over time. Prefer official domains and record the exact source URL and capture date for each item.

Check the particular website’s rules
Before automated capture, review the site’s terms, copyright and privacy notices, content archival policy, and access directives such as robots.txt. Government-wide guidance does not establish blanket permission to crawl every site or reuse its material. The reviewed sources do not settle whether automated capture is permitted on any particular website.
Start with a small pilot
Import a limited set of representative pages first. Check whether the resulting captures preserve the material you need, including notices, downloadable documents, and relevant page context. Pages that rely on scripts, authentication, external services, or dynamic content may not be fully represented; no universal capture success rate is established.

- Prepare a scoped URL list. Include only the pages within your stated purpose. Keep a separate catalog with the agency, page title, source URL, language, and reason for capture.
- Import the pilot URLs. Use the import method described in the current ArchiveBox documentation. Confirm that the URLs appear in your collection and that captures have completed.
- Inspect the saved outputs. Open the available formats and verify that the notice or document you care about is present and readable. Do not infer that one successful page means the rest of the site was captured completely.
- Expand or repeat only as needed. If ongoing monitoring is appropriate, use a documented recurring-import source and retain dates so different capture points can be distinguished.
ArchiveBox supports URL submission and multiple ways to interact with a collection, but exact installation commands and interface labels can change. Follow the current official documentation rather than relying on a command copied from an older guide.

Use more than one representation when the purpose warrants it. WARC can be useful as a portable web-archive format; HTML, PDF, and screenshots may be easier for a person to inspect. Retaining the original capture alongside convenient rendered copies helps avoid relying on a single view. ArchiveBox documents these output types, but no format alone guarantees a complete or faithful rendering.
- WARC: retain when you want a web-archive representation that can be handled separately from the ArchiveBox interface.
- HTML and single-file HTML: useful for inspecting page content in a browser, with the caveat that scripts and external dependencies may affect rendering.
- PDF and screenshots: convenient for reading or documenting a visible page appearance, but not replacements for underlying page resources.
- Metadata and notes: record the source URL, capture date, title, scope, language, and any known limitations in the collection catalog or accompanying notes.
Keep a separate copy and review it
Maintain a second copy of the collection on separate storage, such as an offline external hard drive, rather than treating the machine running ArchiveBox as the only copy. Periodically verify that the duplicate is available and that representative files still open. Government of India website-management guidance discusses moving material to offline archives under an approved policy; this is useful context for personal preservation, but it does not prescribe a particular drive, capacity, or personal backup procedure.

How this relates to Indian government archival policy
The Government of India’s Guidelines for Indian Government Websites (GIGW) policy template assigns departments responsibility for a clear content archival policy. It says departments should specify how long older documents remain online, when they move to offline archives, and whether or when they may be deleted or purged. The stated rationale includes the continuing reference value of some documents for regulatory or legal purposes. See the GIGW policy templates.
GIGW lifecycle guidance says expired announcements, tenders, recruitment notices, news, and press releases should be removed or archived according to the approved policy, and that time-sensitive content should have expiry dates and archival procedures. That guidance concerns institutional website management; it is not a general authorization for a member of the public to crawl or republish site content. The National Archives of India describes itself as custodian of Government of India records of enduring value and states that the Director General of Archives has a mandate under the Public Records Act, 1993 and Public Records Rules, 1997 for public records in central-government ministries, departments, and public-sector undertakings. This institutional role does not establish that the National Archives accepts arbitrary website crawls or that a personal ArchiveBox capture satisfies statutory requirements.
