The exact editing path depends on whether your site uses a block theme or a classic/hybrid theme.
First, identify your theme type
Open Appearance in the WordPress dashboard and determine which editing interface your theme provides.
- Block theme: go to Appearance > Editor. Site navigation is edited in the Site Editor, usually inside the header or another template part.
- Classic or hybrid theme: the site may use Appearance > Menus. That legacy screen can also be restored or enabled by a plugin, so its presence does not by itself prove that the theme is classic.
WordPress 6.0 and later uses the Navigation block in block-theme menus, while classic and hybrid themes may continue to expose the Menus screen. The fullscreen overlay controls described below are native to the Navigation block and may not appear in the same form in a classic theme.
Set up the Navigation block
Open the header or template part
- For a block theme, select Appearance > Editor.
- Open Patterns or Template parts, depending on the editor layout, and select the header that contains your site navigation.
- Select the existing Navigation block. If there is no menu, insert a Navigation block in the header.
The block can contain page links, custom links and submenus. Each item can be edited, moved or reordered as a block.

Choose when the menu collapses
With the Navigation block selected, open its settings and find Overlay. The available choices control when the regular menu changes to a menu icon:

| Off | Never collapses the navigation into the icon. | You want the links to remain visible in the regular navigation layout. |
Selecting Mobile or Always creates the trigger behavior, not necessarily an edge-to-edge visual design. The appearance of the opened menu is controlled separately by the overlay template.

Design the opened fullscreen overlay
Create the overlay template
- In the Navigation block settings, locate Overlay template.
- Choose Create overlay.
- Edit the template in the Site Editor and save it.
The default overlay presents menu items vertically. You can change its blocks and design settings to create the fullscreen-style experience you want: adjust alignment, spacing, typography, colors, backgrounds and the placement of supporting content such as a logo or a close control.
Keep the distinction clear: Overlay visibility decides when the menu collapses, while the overlay template decides what visitors see after it opens. A menu icon alone does not guarantee that the panel will cover the whole viewport.

Configure submenus
Navigation settings also let you control submenu presentation, including whether a submenu opens on hover or click and whether an arrow appears beside an item that has children. Use visible labels and a predictable hierarchy; simplifying a menu helps prevent visitors from getting lost in a large overlay.
Check responsive behavior at real viewport sizes
In the editor, open the View preview and inspect the Desktop, Tablet and Mobile presets. You can also drag the canvas edge to test an intermediate width. These previews reveal whether the header, menu icon, overlay content and submenu layout remain usable as the viewport changes.

For block themes running WordPress 7.1 or later, WordPress documents default responsive-style ranges of 480px and narrower for mobile and wider than 480px through 782px for tablet. Themes can customize those widths, so verify the actual breakpoint behavior on the front end rather than assuming every site uses the defaults.
Front-end checks
- Open the published site in a narrow phone-sized viewport, a tablet-sized viewport and a desktop-sized viewport.
- Confirm that the trigger appears at the intended width and that no header or page content is trapped behind the overlay.
- Resize across the breakpoint slowly to catch wrapping, horizontal scrolling or a menu that opens at an unexpected width.
- Test long menu labels and at least one submenu, not just short top-level links.
Test keyboard access before publishing
Use only the keyboard on the front end to verify the complete open-and-close flow:

- Tab until the menu control receives focus.
- Activate it with Enter or Space.
- Move through the menu links and any submenu controls.
- Activate a link, or close the overlay and confirm that focus returns to a sensible place on the page.
WordPress accessibility guidance requires controls to work with a keyboard at every screen size, including buttons that open and close menus, submenus, dialogs, modals and popups. Check that the focus indicator remains visible and that keyboard users can reach every destination without being stranded inside the overlay.
If your site uses a classic or hybrid theme
Start with the theme’s own menu settings and Appearance > Menus, if that screen is available. A classic or hybrid theme may not provide the Navigation block’s overlay-template controls. If the theme cannot deliver the behavior you need, a third-party menu plugin may be an option, but check its current maintenance, WordPress-version compatibility, theme compatibility and documented fullscreen behavior before installing it. Do not assume that a plugin’s “responsive” label means it provides a true viewport-covering overlay.
