To add a child account on a Windows 11 or Windows 10 laptop or desktop, go to Settings > Accounts > Other users > Add account. Before you start, decide which kind of account you need. A local Windows account gives the child a separate sign-in on that one PC. A Microsoft account added to a family group lets you use Microsoft Family Safety controls such as screen-time limits and app and website restrictions. The local option takes a few minutes. The family-group option needs several more steps, including an invitation the child must accept and a device connection.

Choose between a local account and a family-group account

The two options differ in what the child can sign in to and whether you can manage their use of the PC remotely. The table below compares them.

If you only want the child to have a separate desktop, documents and sign-in, the local account is enough. If you want time limits or content filters, use the family-group route. Create the child’s Windows account

  1. Open Settings (Windows key + I) and select Accounts.
  2. Select Other users, then Add account.
  3. Choose one of the two paths:
    • Family-group account: enter the child’s existing Microsoft account email address or phone number. If the child does not have one, follow the prompts to create a Microsoft account.
    • Local account: select the option that says the person does not have sign-in information, then choose to add a user without a Microsoft account. Wording can differ between Windows builds, but the option is labelled as a local account.
  4. Enter a user name and password for the local account, or finish the Microsoft account prompts for the family-group route.
  5. Return to Settings > Accounts > Other users, select the new account, and choose Change account type. Set it to Standard User.

Add the child to a Microsoft family group

Skip this section if you chose a local account. For Family Safety controls, the child must be a member of a family group that a parent manages.

  1. Sign in at account.microsoft.com/family with the Microsoft account of the family organizer.
  2. Select Add a family member and choose the role Member. Microsoft recommends the Member role for a child.
  3. Send the invitation to the child’s email address or phone number.
  4. The child must accept the invitation. If the child already belongs to another family group, they must leave that group, or be removed from it, before they can join yours (Microsoft Support: Add people to your family group).

Parental consent prompts

When the child’s account is registered, Microsoft may ask for adult consent if the child is below the statutory age in the account’s region. The age threshold and the consent flow vary by location, so follow the prompts shown for that account. If a prompt appears, complete it from a parent or guardian Microsoft account (Microsoft Support: Managing parental consent).

Connect the child to the Windows PC

Enrolling the child in the family group does not, by itself, link the PC to the child’s account. Microsoft’s device instructions describe this step separately (Microsoft Support: How to connect a device to a Microsoft account).

  1. Open Settings > Accounts > Family & other people.
  2. Under Your family, select the child’s account.
  3. Select Allow.
  4. Have the child sign in to Windows on the PC. The PC should then appear among the child’s connected devices.

If you do not see Family & other people, use the Accounts > Family area or the invitation flow in your family group instead. Labels vary between Windows versions.

Set up the family controls

Creating the account and connecting the device do not switch on limits. Microsoft lists screen-time limits, app and website restrictions and device connection as separate setup tasks (Microsoft Support: Set up Microsoft Family Safety). Family organizers can add and remove members, manage limits and permissions, and view activity when reporting is enabled. Family members need to connect a device before screen-time and app or web filters apply to it (Microsoft Support: Roles, permissions and data sharing in Family Safety).

Troubleshooting

Limits or filters do not apply

Check three things in order: the child is in the family group, the Windows PC is connected to the child’s account, and the child’s Windows account is a standard user. Microsoft’s troubleshooting page specifically names administrator status as a cause of Family Safety features not working properly (Microsoft Support: Troubleshooting Microsoft Family Safety).

The child cannot accept the invitation

The most common cause is that the child is still in another family group. They need to leave that group, or be removed by its organizer, and then accept your invitation.

Sign-in asks for parental consent

Complete the consent prompt from a parent or guardian Microsoft account. Requirements differ by region, so the prompt you see is the authoritative step.

The child needs administrator rights

Keep at least one trusted adult account with administrator rights for installing software and managing the PC. Leave the child’s account as a standard user so Family Safety works as intended.
