Yes—Windows can activate a window when you hover over it instead of clicking. Turn on Activate a window by hovering over it with the mouse. On Windows 11 build 26100.4202 (version 24H2) and later builds that expose the control, find it at Settings > Accessibility > Mouse. On Windows 10 and older Windows 11 layouts, use Control Panel > Ease of Access Center > Make the mouse easier to use. The documented default wait is 500 milliseconds, so the window does not switch the instant the pointer passes over it.

What hovering to activate a window means

The active window is the desktop window that receives keyboard input and normal window commands. Windows calls this feature active window tracking; “focus follows mouse” and “X-mouse” are also common names for similar behavior. Microsoft describes the Windows mechanism and its timeout as active window tracking: Raymond Chen on active window tracking.

Activation and visual position are related but distinct. A window can become active without being raised above every overlapping window; raising changes its position in the visual stacking order. Recent Windows 11 builds provide a separate setting for whether hover activation moves the window to the top.

This is not the same as scrolling an inactive window beneath the pointer. Windows has a separate setting, Scroll inactive windows when hovering over them, for that behavior. Microsoft documents it among its mouse settings.

Enable hover activation in Windows 11

The newer Settings control is documented beginning with Windows 11 build 26100.4202, version 24H2. Later builds may use slightly different labels; look for the function under Mouse accessibility options.

  1. Press Win+I to open Settings.
  2. Select Accessibility > Mouse under Interaction.
  3. Under Activate on hover, turn on Activate a window by hovering over it with the mouse pointer (or the equivalent Activate on hover control).
  4. Move the pointer inside another window and leave it there until the activation delay passes.

Use Control Panel in Windows 10 or older Windows 11 layouts

  1. Open Control Panel and switch to icons view.
  2. Open Ease of Access Center.
  3. Select Make the mouse easier to use.
  4. Check Activate a window by hovering over it with the mouse.
  5. Select Apply or OK.

This classic option is the practical fallback when a Windows 11 Settings page does not show the newer control, and it applies to Windows 10 as well. See the same Control Panel instructions.

Change the activation delay

The documented default active-window-tracking delay is 500 ms, or half a second. Windows waits for the pointer to remain over the target window before activating it, helping prevent a window change whenever the pointer merely crosses the desktop.

Change it in Windows 11 Settings

On supported Windows 11 builds, open Settings > Accessibility > Mouse. Under Activate on hover, adjust Amount of time mouse needs to be over a window to activate it. This control is documented from build 26100.4202 (24H2); consult the Windows 11 delay-setting guide if labels differ.

Use the registry only when the Settings control is unavailable

Registry editing carries risk. Export or otherwise back up the relevant key before changing it, and prefer the graphical setting when available.

  1. Run regedit.exe to open Registry Editor.
  2. Go to HKEY_CURRENT_USERControl PanelDesktop.
  3. Find or create the DWORD value ActiveWndTrkTimeout.
  4. Choose Decimal as the base and enter a delay in milliseconds.
  5. If the change does not take effect, sign out and back in, or restart Windows.

For example, 500 is 0.5 seconds, 1000 is 1 second, and 1500 is 1.5 seconds. These are example values, not required recommendations. Avoid assuming that zero will produce a visibly instant switch; Windows may normalize or handle very short values differently.

Do not substitute MouseHoverTime under HKEY_CURRENT_USERControl PanelMouse: that value controls ordinary hover-triggered mouse events, not active-window tracking. The delay procedure and distinction are covered in the active-window delay instructions and the separate MouseHoverTime guide.

Choose whether hover activation raises the window

On Windows 11 builds documented from 26100.4202 (24H2), the Move window to top when activating for mouse hover control is separate from activation. Enable hover activation first, then adjust the move-to-top option at Settings > Accessibility > Mouse. The control is described in this Windows 11 move-to-top guide.

Raising is often convenient with ordinary overlapping windows. Keeping windows layered may be more useful when you deliberately arrange reference material. If the option is unavailable, increasing the delay or disabling hover activation can reduce unwanted changes.

Turn hover activation off or recover from unexpected focus changes

To restore click-to-activate behavior, reverse the same setting: in Windows 11, open Settings > Accessibility > Mouse and turn off Activate on hover; in Windows 10 or older layouts, clear the Control Panel checkbox at Ease of Access Center > Make the mouse easier to use.

If hovering does not activate a window

  • Keep the pointer inside the target window for the full configured delay; passing across it is not enough.
  • Confirm the setting is enabled for the Windows account you are using.
  • Check that the pointer is over the window itself rather than only a border or title-bar shadow.
  • After editing the registry, sign out and back in or restart if needed.
  • Test with a normal desktop application. Games, overlays, elevated windows, remote sessions, and custom window types may behave differently.
  • Make sure you enabled activation rather than only inactive-window scrolling.

If focus changes too quickly or the wrong window comes forward

  • Increase the activation delay in Settings, or set a longer ActiveWndTrkTimeout value if using the registry. Values such as 750–1500 ms are examples to try, not universal settings.
  • If available, turn off Move window to top when activating for mouse hover to avoid unexpected stacking changes.
  • Disable hover activation if pointer movement keeps changing the keyboard target, especially near small controls, resize borders, or drag targets.

With hover activation on, the window may already be active when you click. That can affect which application receives a click or keyboard input if focus changed while you were moving toward a control. The enable state and related behavior are stored per user under HKEY_CURRENT_USERControl PanelDesktop. The binary UserPreferencesMask value contains multiple preferences; do not replace it with bytes copied from another PC.

How this compares with other desktop systems

“Unix” does not describe one universal focus policy. Many X11 window managers and desktop environments can be configured for focus-follows-mouse, click-to-focus, or “sloppy focus,” where entering a window gives it focus without necessarily raising it. Whether a window also automatically comes to the front depends on the environment’s policy.

Do not assume macOS has an equivalent system-wide hover-to-activate switch. The historical Macintosh interface guidance linked below describes click-to-activate behavior rather than treating pointer movement alone as a general activation command: Macintosh Human Interface Guidelines (1992) and Apple Human Interface Guidelines (1987).

Alternatives and application-specific behavior

  • Alt+Tab: switch windows explicitly without pointer-driven focus changes.
  • Taskbar buttons: select a particular open application directly.
  • Window snapping and virtual desktops: organize work so you need to uncover or switch windows less often.
  • Application-level selection: some programs have their own rules. GNU Emacs, for example, offers mouse-autoselect-window to select an Emacs window when the pointer moves over it. That setting affects Emacs windows, not Windows desktop activation; see the GNU Emacs manual.

Hover activation generally applies to standard desktop windows, but applications can opt out or implement unusual behavior. Microsoft notes that active-window tracking can still activate a window using the WS_EX_NOACTIVATE extended style when the hover setting is enabled; this is an implementation detail, not a guarantee that every game, overlay, or remote application will behave alike.
