Telink’s Matter offering is a developer platform rather than a single chip: it combines TLSR9-series wireless SoCs, Matter and Zephyr software, reference applications, evaluation boards and guidance for commissioning and certification. The platform covers Matter over Thread and Matter over Wi‑Fi, while the exact capabilities, SDK branch and certification status depend on the chip, board and finished product you choose.

What Telink’s Matter platform includes

Telink describes support for Matter device-function development, testing and certification, including Chinese-language interpretation of the standard. Its documented solutions target end devices built on TLSR9-series chips and use either Thread or Wi‑Fi as the Matter network transport.

  • Wireless silicon: TLSR9-family SoCs with combinations of Bluetooth LE, Thread, Wi‑Fi and other 2.4 GHz radios.
  • Software: a Matter application SDK that depends on Telink’s Zephyr-based SDK, plus the connectedhomeip Matter codebase and tooling.
  • Reference applications: documented bulb and switch examples that show how a product application is structured.
  • Hardware guidance: evaluation boards, radio-controller hardware and a Raspberry Pi-based Thread border-router arrangement.
  • Certification support: development instructions for identifiers and a Certification Declaration, with platform-level records in the Connectivity Standards Alliance (CSA) database.

This combination lets a team start with a reference application, adapt it to a selected SoC and board, then complete product-specific commissioning and certification work.

Which wireless paths are documented?

Matter over Thread

Thread is the low-power mesh option in Telink’s documented workflow. A Thread end device is commissioned over Bluetooth Low Energy (BLE), joins the Thread network and reaches other IP networks through a Thread border router. The guide’s example setup uses Telink evaluation hardware for both the Matter device and the radio co-processor (RCP), with a Raspberry Pi 4 (4 GB RAM recommended) operating as part of the border-router setup.

Matter over Wi‑Fi

Wi‑Fi devices use the same Matter device model but a different network path. Telink’s guide shows BLE commissioning followed by transfer of Wi‑Fi credentials. This avoids requiring a Thread mesh for products that already have a suitable Wi‑Fi radio and power budget.

SoCs and evaluation hardware

Telink’s TLSR922x product information lists Bluetooth LE, Bluetooth Mesh, Zigbee Pro 2023, Thread, Matter, Apple HomeKit over BLE and Thread, and proprietary 2.4 GHz protocols. The listed TLSR9228H is a 32-bit RISC‑V device with 512 KB SRAM, 2 MB flash, 30 GPIO, a 6 × 6 mm QFN48 package and Bluetooth 6.0. These figures describe that part, not every TLSR9-series device.

The TLSR9528 EV-Board is described as an evaluation board for functional tests of TLSR952x and TLSR922x devices. Telink’s product resources also provide Matter and platform SDK links and a sample-request path. Confirm board revision, radio population and supported software branch before designing a production board around an evaluation result.

Software stack and version compatibility

Telink’s newer getting-started material describes tl_matter as a RISC‑V SoC Matter application SDK that depends on the tl_zephyr SDK. The preparation checklist recommends Ubuntu 24.04 LTS for that generation and demonstrates a TL3238X example. Other Telink documentation describes an Ubuntu 20.04 LTS host for a different workflow. These are release-specific requirements, not one universal operating-system rule.

Before cloning or building, match all of the following to the same release documentation:

  • Matter SDK and connectedhomeip revision.
  • tl_matter and tl_zephyr branches.
  • Supported SoC, board definition and toolchain.
  • Host operating system and required packages.
  • Prebuilt firmware, programmer utility and chip-tool version.

Telink’s guide includes prebuilt firmware and chip-tool discussion, but names and commands can change between branches. Use the release notes for the exact chip and board rather than copying commands from a different generation.

Reference applications you can start from

Lighting device

The documented bulb example is connectedhomeip/example/lighting-app/telink. It is a starting point for a Matter lighting endpoint, including the application structure needed to expose lighting functionality to a controller.

Light switch

The documented switch example is connectedhomeip/example/light-switch-app/telink. It demonstrates a controller-style switch application rather than a mains-powered lighting endpoint.

These examples establish sample firmware, not certification of a commercial bulb or switch. A production device still needs its own hardware validation, commissioning behavior, identifiers and applicable certification work.

Hardware and host requirements for the documented Thread setup

Telink’s listed equipment for its Thread border-router workflow includes:

  • One Telink evaluation board as the Matter device.
  • A second Telink evaluation board used as the RCP.
  • A Raspberry Pi 4, with 4 GB RAM recommended, as part of the border-router system.
  • A microSD card with at least 16 GB capacity.
  • An Ubuntu 20.04 LTS host/build machine for that documented setup.
  • A Telink programmer.
  • A Wi‑Fi access point.

The Raspberry Pi arrangement is a documented development setup, not a requirement for every Matter product or home installation. Hardware availability and host requirements should be checked against the release you intend to use.

How a typical Telink Matter development cycle works

  1. Select the transport and SoC. Decide whether the product needs Thread or Wi‑Fi, then verify radio, memory, GPIO and power requirements for the exact TLSR part.
  2. Align the software releases. Obtain the matching tl_matter, tl_zephyr, Matter repository revision and toolchain from the release documentation.
  3. Bring up a reference board. Flash the appropriate prebuilt image or build the bulb, switch or other supported sample for the specified evaluation board.
  4. Set up commissioning infrastructure. For Thread, assemble the RCP and border-router arrangement; for Wi‑Fi, provide an access point. Use the matching chip-tool workflow for BLE commissioning.
  5. Port the application. Replace sample endpoints and board configuration with the product’s sensors, actuators, buttons, indicators and power-management behavior.
  6. Configure identity data. Set the vendor and product identifiers and prepare the Certification Declaration required by the implementation and certification process.
  7. Validate the finished device. Test radio behavior, commissioning, resets, OTA or update behavior, interoperability and production hardware before making any certification claim.

What the CSA TL3 Series record proves

The CSA listing identifies Telink Semiconductor (Shanghai) Co., Ltd. as the vendor and describes the TL3 Series as a Matter-over-Thread development platform for Matter-enabled smart-home and smart-building devices. The record states:

This is a platform certification. It does not certify every TLSR chip, evaluation board or customer product that uses Telink silicon. The CSA database must be checked for the exact finished product before publishing a device-level compliance claim. Telink’s own guidance on vendor and product identifiers reinforces that distinction.

How to compare Telink implementation paths

Use these questions when choosing a chip, board or software branch:

  • Transport: Is Thread’s mesh and border-router dependency preferable to direct Wi‑Fi connectivity?
  • Resources: Does the exact SoC provide enough flash, SRAM, GPIO and radio capability for the application?
  • Software alignment: Are the Matter SDK, Zephyr SDK, toolchain and host operating system supported together?
  • Examples and boards: Is there a reference application and evaluation board close to the intended product?
  • Certification scope: Is the relevant CSA entry a platform record or a certification for the finished device?

Company milestones and context

Telink says it had more than 2 billion cumulative IC unit shipments in 2024; that is a company-reported historical figure, not an independently audited industry total. The company also identifies a “Matter 1.0 chip and solution” milestone from 2022. These milestones indicate investment in the ecosystem, but they do not replace checking current SDK support or product certification.

The Bottom Line

Telink’s comprehensive Matter proposition is the combination of TLSR9 wireless silicon, Matter and Zephyr SDKs, working bulb and switch examples, evaluation hardware and a documented Thread/Wi‑Fi commissioning path. Treat every capability and certification statement as specific to the selected chip, software release, board and finished product.
