Seawater electrolysis can produce hydrogen, but it does not automatically produce fresh water. The cathode generates hydrogen and the anode ideally generates oxygen; a separate or integrated salt-separation step is needed to recover fresh water. Researchers have demonstrated systems that combine electrolysis and desalination, but their output figures apply to specific experimental devices—not to seawater electrolysis in general.

How electrolysis turns water into hydrogen

An electrolyser uses electrical energy to drive reactions at two electrodes in an ion-conducting electrolyte. At the cathode, water-derived species gain electrons and form hydrogen gas. This is the hydrogen evolution reaction (HER). At the anode, water-derived species ideally lose electrons and form oxygen gas through the oxygen evolution reaction (OER). In simplified terms, water is split into hydrogen and oxygen.

The exact ionic reactions depend on the cell’s chemistry, including whether it operates in acidic or alkaline conditions or maintains different pH environments on either side. The basic goal is the same: produce hydrogen at the cathode while favoring oxygen at the anode.

Why seawater makes the process harder

Seawater supplies water and dissolved ions that can carry electrical charge, but it also introduces substances that interfere with the desired reactions and can damage the equipment. The central challenge at the anode is that chloride chemistry can compete with oxygen evolution, reducing oxygen selectivity and contributing to corrosion. A 2019 ACS Energy Letters perspective described the competition between anodic chlorine chemistry and OER as the key catalytic challenge (ACS Energy Letters).

  • Chloride side reactions: Chloride can participate in unwanted anodic reactions. Researchers investigate catalyst selectivity and protective layers to favor oxygen evolution.
  • Corrosion and degradation: Halides can attack electrodes and membranes, reducing device life. Corrosion-resistant materials, coatings and selective interfaces are among the approaches under study.
  • Mineral scaling: Calcium- and magnesium-containing compounds can precipitate near electrodes and build up on surfaces. Local pH control and membrane or flow designs can help limit deposits.
  • Natural seawater variability: Seawater contains a mixture of ions whose composition can vary. Results in simulated salt solutions do not necessarily predict performance in real seawater.

Membranes, catalysts and cell architecture all affect how well a system handles these problems. A useful comparison therefore needs more than a headline current density: it should also identify the feed water, salt-separation method, voltage, temperature, operating time and whether the test used real or simulated seawater.

Does seawater electrolysis also produce fresh water?

Not by itself. Electrolysis consumes water in the hydrogen-producing reaction; it does not inherently remove dissolved salts or turn the remaining seawater into fresh water. To recover freshwater, a system must separate salt before electrolysis or include purification or desalination within the device.

That distinction matters when a system is called “direct seawater electrolysis.” The phrase can mean seawater enters without a separate desalination plant, even if the electrolyser’s internal design keeps salts away from the water-splitting reaction. In other words, direct feed does not necessarily mean that untreated seawater contacts every reactive surface.

What research demonstrations have shown

Several studies report promising results, but they tested different devices and conditions. Their figures should not be treated as a shared benchmark or as evidence of commercial performance.

The 2026 freshwater figure is a result for the demonstrated reactor architecture, not a standard yield for seawater electrolysis. Likewise, operating duration and current density figures from other studies cannot be ranked against it: the devices, purposes and test conditions differ.

How to judge claims about seawater-to-hydrogen systems

A system that avoids a separate desalination plant may sound simpler, but it is only useful if the whole process performs well. Compare systems on the same basis, including the energy and equipment needed for salt separation as well as electrolysis.

  • System boundary: Does the comparison include desalination, membranes and other supporting equipment?

The European Commission Joint Research Centre’s 2025 literature review reported no research or industrial project demonstrating clear benefits of direct seawater electrolysis over electrolysis using desalinated water, while noting that particular applications could be viable (JRC review record). That finding does not rule out future uses; it means the available evidence does not establish a general system-level advantage.
