Restaurants can reduce opportunities for dine-and-dash incidents with visible, courteous service and sensible booking and site procedures. If diners leave without paying, staff should put safety first, avoid confrontation and report the incident through the appropriate local channel. Police guidance and legal terms vary by jurisdiction; the sources below cover England, Wales and Tasmania, not a universal rulebook.
How restaurants can discourage unpaid departures
Prevention is about making the restaurant easier to supervise and keeping useful information where appropriate—not treating every guest as a suspect. Police guidance recommends combining staff awareness with practical visibility and booking procedures. None of these measures guarantees payment or prevents an incident.
Build awareness into service
- Greet customers as they arrive and acknowledge them as they leave. Attentive, polite engagement helps staff notice who is in the restaurant without escalating routine service into suspicion.
- Where the layout allows, give the till operator a clear view of the entrance. The Metropolitan Police advises keeping the till itself from being too close to the door.
- Limit customer exits where feasible, or monitor entrances, exits and outdoor seating areas. Avon and Somerset Police also suggests enclosing or monitoring outside areas.
These are practical crime-prevention suggestions from Avon and Somerset Police and the Metropolitan Police; they are not a tested ranking of methods.
Use booking details and payment procedures proportionately
For online or telephone bookings, Avon and Somerset Police suggests collecting a phone number and card details. For a large unbooked party, both forces suggest considering a card before seating the group. These are operational options, not requirements established for every restaurant or customer. Apply them consistently and consider customer friction, privacy obligations and the rules where the business operates. The Metropolitan Police notes that a person can provide false information and that a business can do only so much to establish identity.

Consider CCTV for useful coverage
The Metropolitan Police recommends CCTV covering all exits. A restaurant security camera system may help preserve a record of activity around entrances and exits, but the guidance does not identify a particular product or claim cameras prevent theft. Placement, lawful use and retention of footage should be handled under local privacy and data-protection requirements.
What staff should do if diners leave without paying
- Prioritize safety. Do not chase, restrain or physically confront the people involved over the bill. The Metropolitan Police says: “In the event of an incident, call police as quickly as possible – we do not recommend taking matters into your own hands.”
- Contact police promptly using the local reporting route. The process differs by jurisdiction. In Tasmania, an authorized person reporting for a business or employer can use the Tasmania Police online report for “Make Off Without Payment”. The force says a reference number can be provided for insurance or reporting purposes. Do not assume that another police service offers the same form.
- Give a clear account of what happened. Stick to what staff observed and any records available to the business, such as booking details or relevant CCTV. Follow the instructions of the local police service or insurer about what information they need.
What “making off without payment” means—and why location matters
“Dine-and-dash” is the familiar phrase, but official terminology and legal tests vary. West Yorkshire Police says that intentionally leaving a restaurant after eating without paying may be an offence of making off without payment and can be reported. Tasmania Police describes the offence as intentionally leaving a place providing goods or services without paying, with intent to avoid payment. Those statements explain the authorities’ guidance in their respective jurisdictions; they do not establish a universal legal definition or outcome.
