Packaging companies make money by selling packaging materials and finished products to businesses. Their results depend on how much they sell, the prices and product mix they achieve, and the costs of materials, manufacturing, plant operations, and delivery. The model differs by format: some corrugated and paperboard companies make both the base material and the finished package, while flexible packaging spans many product types and does not have one universal production model.
Where packaging-company revenue comes from
A packaging business may sell raw or partly processed material, a converted package ready for a customer, or both. In an integrated operation, a company makes paper or board at a mill and then converts it into boxes, cartons, or other packaging. A converter may instead buy its input material and turn it into a customer-ready product.
For example, Smurfit Westrock says its sales primarily come from containerboard, corrugated containers, paperboard, consumer packaging, and other paper-based packaging. It identifies volumes, prices, and costs as major influences on net sales. Smurfit Westrock’s 2025 Form 10-K describes that company’s business; it should not be read as a template for every packaging maker.

Corrugated: material plus local conversion
Packaging Corporation of America (PCA) illustrates an integrated corrugated business: it reports Packaging and Paper segments and describes mills alongside corrugated plants. Its reporting includes containerboard production and corrugated shipments, showing how one company can earn revenue at both the material and converted-product stages. That example does not mean every box maker owns a mill. PCA’s 2025 annual report provides the company-specific detail.

Corrugated packaging is often made to customer specifications. PCA says its corrugated operations typically serve customers within a 150-mile radius, and identifies quality, service, price, design, and innovation as competitive factors. Local delivery and tailoring the package to a customer’s needs are therefore part of the commercial proposition, not just the physical box.
Paperboard: selling board and converted packages
Paperboard companies may monetize both board production and conversion. Graphic Packaging describes manufacturing and converting paperboard into consumer packaging. Its 2025 Form 10-K says it recognizes revenue under contracts when control of the product transfers, in accordance with the contract and shipping terms. This is a reminder that revenue is tied to delivery and contract terms, not simply to the point when a package is designed or manufactured. Flexible packaging: a broad market, not one product
Flexible packaging includes products ranging from food wrappers and pouches to lidding, films, labels, carry bags, storage and trash bags, and medical packaging. The variety matters because the product, customer application, and manufacturing requirements can differ substantially. The Flexible Packaging Association (FPA) tracks industry measures including sales, volume, inventory, capital expenditure, profitability, and utilization, but its detailed report is member-only; the public material does not establish a single margin profile or detailed cost structure for converters. FPA market research information describes the scope of its reporting.

Revenue and earnings are shaped by several factors that interact. Higher shipments do not automatically mean higher profit if price, product mix, input costs, or plant performance move the other way.

- Volume: The amount shipped affects sales. A company may have more revenue when customers order more, assuming other factors are stable.
- Price and product mix: Contract pricing and the mix of products sold affect realized revenue. Customer specifications and product types can differ in value and production demands. Smurfit Westrock identifies prices as a sales influence; PCA discusses prices and mix in its segment results.
- Material and conversion costs: Paper-based operations can be affected by fiber and other operating costs, along with the cost of converting material into finished packaging. These effects are company- and period-specific; do not assume the same input-cost pattern for flexible packaging.
- Plant operations and capacity: Outages and other operating conditions can affect how much a facility produces and the cost of its output. Fixed plant costs also make utilization relevant to performance.
- Freight and service radius: Moving bulky packaging products costs money. PCA identifies freight as a factor in its 2025 segment discussion and describes the local reach of its corrugated plants.
- Contract terms and delivery: The point at which control transfers under a customer contract determines when some companies record revenue. Shipping terms can therefore affect the timing of reported sales.
PCA’s 2025 annual report shows these forces operating together in a specific reporting period: its discussion includes fiber, converting, outage, and freight costs alongside other factors. It is an example of the mechanics, not a forecast for the sector as a whole. PCA’s 2025 annual report sets out that company’s reported results.
A dated measure of the flexible-packaging market
The FPA announced that U.S. flexible-packaging industry sales were $42.6 billion in 2024, compared with $41.4 billion in 2023, a 2.9% increase. The figures appeared in a 2026 announcement, use U.S. Census data and other industry sources, and measure industry output rather than shipments. They are industry-level sales estimates, not the revenue or profit of an individual company. FPA’s 2026 announcement provides the figure and measurement qualification.

When packaging includes equipment or services
Some businesses add equipment to their packaging offer. Ranpak describes protective-packaging products alongside end-of-line automation solutions and an installed system base that has historically supported revenue. This is a product-plus-equipment model for that company, not evidence that packaging manufacturers generally earn recurring machinery revenue. Ranpak’s 2025 Form 10-K describes its offering.

Why margins cannot be compared at a glance
A company that makes both paperboard and finished packages records a different mix of activities from a converter that buys material, and financial-reporting segments are not necessarily defined alike. Reporting periods and accounting treatment also matter. Without aligning those definitions and the degree of vertical integration, comparing two companies’ segment margins can give a misleading impression of which packaging format is more profitable.

The useful comparison is to ask what each company actually sells, which production steps it performs, and how volume, price and mix, materials, plant operations, and freight affected its own results in the period being examined.
