For New York City rent-stabilized apartment renewals beginning October 1, 2026 through September 30, 2027, the Rent Guidelines Board (RGB) set the increase at 0% for both one-year and two-year leases. The RGB sets these annual guidelines after reviewing housing-industry conditions, cost-of-living information, staff research and public input; an individual landlord does not choose the guideline rate.
Who sets the annual rent-stabilized increase?
The NYC Rent Guidelines Board sets annual adjustment guidelines for covered rent-stabilized apartment renewal leases. Its decisions affect approximately one million New York City dwelling units, according to the RGB. The guideline is not a general cap for every New York City rental: unregulated apartments and subsidized housing are outside this annual apartment-renewal rule.
The board holds public meetings and hearings, considers staff research, and receives testimony and written submissions from tenants, owners, advocacy groups, elected officials and housing experts. The board weighs several statutory factors, but the official materials do not describe a formula that mechanically turns any one factor into a percentage.

For Order #58, the RGB’s explanatory statement identifies the affected residential real-estate industry’s economic condition and the wider cost of living as central considerations. These include:

- Current and projected real-estate taxes, sewer charges and water rates.
- Gross operating and maintenance costs, including insurance, government fees, fuel and labor.
- Financing costs and the availability of financing.
- Housing supply and vacancy rates.
- Current and projected cost-of-living indices, along with other available data.
The board also draws on staff reports and memoranda, government-agency and independent-organization material, and public submissions. Those inputs inform deliberation; they do not amount to a published calculator for a particular apartment’s rent.
What are the current NYC rent-stabilized renewal rates?
Order #58, adopted June 25, 2026, applies to covered leases commencing from October 1, 2026 through September 30, 2027. Its apartment renewal guidelines are:

The order treats a lease term up to and including one year as a one-year lease. A term over one year and up to and including two years is treated as a two-year lease. A lease beginning before October 1, 2026 falls under the prior order’s effective window, not Order #58.

How the prior cycle differs
For comparison, Apartment & Loft Order #57 set 3% for one-year apartment renewals and 4.5% for two-year apartment renewals commencing October 1, 2025 through September 30, 2026. Those are prior-cycle figures, not the rates for leases beginning in Order #58’s 2026–27 window.

What the 2026 decision process looked like
The figures below describe the documented process for Order #58 only; they should not be assumed to describe future years. According to the RGB explanatory statement, the board held seven public meetings and four public hearings. It received approximately:
- 473 written submissions from tenants and tenant groups.
- 104 written submissions from owners and owner groups.
- Six written submissions from public officials.
- 104 oral or video submissions.
After considering the evidence and public input, the board adopted the order on June 25, 2026. Proposed rates during the process are not final: the adopted order and its effective dates determine the applicable guideline.

What a 0% guideline does—and does not—tell you
A 0% guideline means the annual guideline adjustment for a covered renewal is zero for that order’s period. It does not by itself establish the lawful rent for an individual apartment. The rent history and other lawful adjustments may affect the amount charged, so a percentage alone is not a complete rent audit.
Order #58 also says previously implemented adjustments included in the September 30, 2026 base rent remain in that base for future calculations. If an amount above the order-authorized level is charged and paid, the order directs that it be credited against the next month’s rent. The order has separate provisions for lofts and for certain units entering stabilization after rent control; those situations should not be treated as ordinary apartment renewals.

- Review your lease. Check whether it identifies the apartment as rent stabilized and includes a renewal lease or rider.
- Request your rent history. NYS Homes and Community Renewal (HCR) can provide an apartment rent history. NYC tenant guidance identifies HCR as the place to check the apartment’s records.
- Ask HCR about a suspected overcharge. If you believe the rent exceeds what is allowed, NYC guidance directs tenants to submit an HCR rent-overcharge complaint. Consider qualified tenant counsel for advice about an individual case.
For tenants paying a preferential rent on or after June 14, 2019, NYC311 says guideline increases during the tenancy are based on the preferential rent; the legal regulated rent cannot be collected until the apartment is vacated. A preferential rent is a rent below the legal regulated rent.

Use the adopted RGB Apartment & Loft Orders for the exact rate and effective dates. NYC311’s rent-stabilized apartment guidance explains tenant-facing questions such as preferential rent and renewal leases. NYC’s rent stabilization tenant resources direct tenants to HCR records and complaint routes. The RGB notes that its FAQ does not replace statutes, regulations, official orders, or administrative and court decisions.
