Artemis is NASA’s program and mission campaign for human exploration of the Moon; the Moon-to-Mars strategy is the larger framework that sets exploration goals and organizes capabilities to pursue them. Artemis is therefore part of the broader effort, not another name for it. NASA describes Artemis missions as key steps toward its Moon-to-Mars objectives and architecture.

NASA’s strategy and objectives establish what human exploration should accomplish. The Moon to Mars Architecture describes how capabilities and elements can support those objectives. Artemis supplies missions and systems that contribute to that wider plan.
Is Artemis part of NASA’s Moon-to-Mars plan?
Yes. Artemis is nested within the Moon-to-Mars effort: it advances human lunar exploration while helping develop and demonstrate capabilities relevant to future Mars missions. The architecture’s Human Lunar Return segment includes the inaugural Artemis missions, which are intended to demonstrate and validate core systems and capabilities.
This does not make Artemis a fixed checklist for the entire Moon-to-Mars effort. NASA says its architecture is revisited through an annual Architecture Concept Review to account for changing technologies, discoveries, and priorities. The segments describe a progression in capability and complexity, not guarantees that every capability will arrive on a particular date.

How the architecture progresses from the Moon toward Mars
NASA’s architecture components page groups the progression into four segments:
- Human Lunar Return: Includes the inaugural Artemis missions and demonstration or validation of core exploration systems and capabilities.
- Foundational Exploration: Expands operations and capabilities for crewed lunar orbit and surface missions, including longer surface missions and regional exploration of the South Pole.
- Sustained Lunar Evolution: Seeks to grow lunar science, mission duration, participation, and production of goods and services derived from lunar resources.
- Humans to Mars: Develops initial capabilities and systems for traveling to Mars, landing, returning safely, and eventually undertaking longer, more complex missions.
These segments show how lunar activity can build toward more demanding exploration. They are architectural planning categories, not a dated mission manifest.

Why NASA separates objectives from missions and systems
NASA describes its approach as objectives-based: define the broad outcomes first instead of beginning with a prescribed vehicle, technology, or acquisition method. The architecture then connects those goals to operational capabilities and possible elements or reference missions. NASA calls this “architecting from the right”—working backward from desired outcomes to the capabilities needed to reach them.
The exploration vision has three pillars: science, national posture, and inspiration. The objectives span areas including science, infrastructure, transportation and habitation, and operations. Recurring tenets include international and industry collaboration, safe crew return, interoperability, maintainability, responsible use, and commerce and space development. That broader set of aims is why Moon to Mars is a planning framework, while Artemis is one program and campaign operating within it.

How going back to the Moon can help prepare for Mars
The Moon gives NASA a nearer setting in which to conduct human exploration and develop capabilities that can contribute to later deep-space missions. In NASA’s architecture, early lunar missions demonstrate and validate core systems; later segments expand mission duration, operations, and use of lunar resources before the framework turns to initial Mars capabilities. The progression links Artemis-era lunar work to Mars preparation without making the Moon a substitute for Mars or implying that every lunar capability transfers directly.
