Employee AI training is more likely to be feasible when managers schedule it as work—not as an extra task employees must fit around their existing workload. Start with the tasks and tools relevant to each role, reserve paid working time for learning and practice, plan coverage, and check whether employees can apply the guidance responsibly. There is no universally recommended number of training hours or schedule; the right plan depends on the work, staffing, shifts, and approved tools.

Why protected time belongs in the plan

AI literacy is a workplace skills issue, not only a technical specialty. The U.S. Department of Labor’s Artificial Intelligence Literacy Framework, issued February 13, 2026, is intended to help workers, employers, and other workforce stakeholders design AI literacy programs, with adaptation to different roles and contexts. It is a flexible program-design reference, not a prescribed course or schedule.

Time and staffing are practical barriers. The OECD identifies time constraints as a common obstacle to job-related non-formal learning. Its discussion of small and medium-sized enterprises (SMEs) also notes that limited staffing and pressure to release people from revenue-generating work can restrict training. An announcement that employees should learn AI, without time on the calendar or a coverage plan, risks turning learning into another demand on them.

OECD figures illustrate that AI-related training participation varies with context. In its 2025 report, 23.6% of SMEs using generative AI reported that employees had participated in AI-related training, compared with 2.7% of SMEs not using generative AI. Among SMEs using generative AI, the reported participation share was 11.3% in Japan and 29.4% in Canada. These are survey findings for the stated populations, not targets or evidence that a particular training schedule works.

How to plan AI training around real work

1. Map tasks, tools, and learner groups

List where AI tools are already used or being considered, which roles encounter them, and what employees need to do or judge. A customer-support worker deciding whether a suggested response is appropriate has different practice needs from a manager summarizing internal material or an analyst checking an AI-generated draft. Separate general employee AI literacy from specialist training for people building or maintaining AI systems.

Identify which tools are approved for the work and which decisions remain subject to human review. The Department of Labor framework can help structure learning goals, but adapt examples and activities to your workplace rather than treating it as a one-size-fits-all curriculum.

2. Define what employees should be able to do

Before booking sessions, write a short set of observable outcomes. For example, employees should be able to:

  • Describe relevant capabilities and limitations of the approved tools.
  • Check an AI-generated result against reliable information or the underlying work, and know when to escalate uncertainty.
  • Recognize what information must not be entered, including personal, confidential, or proprietary data, under organizational rules and tool settings.
  • Identify where to ask questions or report a concern.

The OECD emphasizes awareness of generative AI’s capabilities, limitations, and risks, including privacy, confidential information, and intellectual property. Do not assume that a tool’s availability means every data type or use is permitted; teach employees to follow the organization’s applicable rules and verify the tool’s settings.

3. Put learning on the calendar and plan coverage

Choose a schedule that fits the team’s work rather than imposing a universal quota. Reserve working time for instruction, questions, and guided practice. Decide who covers essential duties while people attend, and include learning attendance in workload planning. If simultaneous release would interrupt service or production, rotate cohorts or schedule separate sessions across shifts.

Where capacity is tight, a pilot with representative roles can help you test the format and coverage arrangements. Set a plan for remaining cohorts as part of the pilot; do not let a temporary capacity constraint silently exclude frontline, lower-wage, remote, or shift-based employees. Shorter modules may help when content allows, but make sure the schedule still leaves room to practice and ask questions.

4. Give employees a voice in the examples and access plan

Ask employees which tasks they want to learn about, where they feel uncertain, and what would make the session accessible. The Department of Labor’s 2024 workplace AI practices call for centering workers and their input. Use that input to select realistic scenarios and identify scheduling barriers—for example, a session time that works for office staff but not for a night shift.

Compare scheduling formats by the work they need to support

No format is established as the best choice for every team. Compare options against the actual tasks, staffing model, learner access, and risk level. The criteria below are practical decision aids, not a published ranking.

Format Can work well when Plan for
One group session Roles share similar needs and the team can be released together. Coverage during the session and time for role-relevant questions and practice.
Staggered or rotating cohorts Service, production, or shift coverage makes a single release impractical. Consistent content across sessions and access for every shift or location.
Shorter modules with guided practice Work patterns make a long block difficult and the material can be divided sensibly. A protected calendar slot for each part; avoid reducing learning to passive viewing alone.
Role-based workshops Different teams face distinct tasks, tools, or risk decisions. Time to tailor scenarios and a common baseline for organization-wide expectations.
  • Role relevance: Does the format address the team’s actual tasks and decisions?
  • Coverage: Can people attend without leaving critical work unsupported?
  • Access: Can shift, remote, and differently situated employees participate?
  • Practice: Is there guided application, output checking, and time for questions?
  • Risk fit: Does the material reflect approved tools, data rules, and the work’s risk level?
  • Evaluation: Can you tell whether learners understood and can apply the material?

How to evaluate and improve the program

NIST Special Publication 800-50 Revision 1, Building a Cybersecurity and Privacy Learning Program (September 12, 2024), recommends a lifecycle approach to planning, delivering, evaluating, and updating organizational learning programs. It is cybersecurity and privacy guidance, not an AI-specific curriculum; managers can adapt its program-management approach to AI literacy.

Set learning goals, gather participation and learner feedback, assess a relevant skill or scenario, and revisit the material when tools or organizational rules change. A local dashboard could track:

  • Scheduled versus completed learning, by role, location, or shift.
  • Whether employees report confidence about the specific tasks covered.
  • Performance on job-relevant scenarios, such as spotting an unsupported answer or identifying information that should not be entered.
  • Questions or recurring points of confusion that should change the lesson or workplace guidance.

These are suggested local measures, not universal benchmarks. OECD reports findings associating employer encouragement and training with workplace AI use, but they do not establish that protected time by itself causes better outcomes. OECD also reports that, in a Danish study, firm-provided training and employer encouragement significantly boosted worker use of generative AI and reduced demographic gaps in use. Separately, the OECD report discusses benefits—including time savings, quality improvements, creativity, task expansion, and job satisfaction—as 10% to 40% greater when employers encouraged use. That range is an OECD-reported finding, not a universal effect size or proof that training time alone produced those benefits. Do not claim a local productivity gain without evidence from your own organization.

What managers should not promise

  • Training cannot guarantee adoption, job security, productivity gains, or error-free AI output.
  • Employees should not enter confidential, personal, or proprietary information unless organizational rules and the tool’s settings permit that specific use. The OECD highlights disclosure and retention risks.
  • The cited U.S. Department of Labor materials and cross-country OECD reports are not jurisdiction-specific legal advice. Whether an employer must provide paid AI training time depends on jurisdiction, employment status, collective agreements, and circumstances; consult location-specific guidance for a legal determination.
