If you mean opening the case or touching anything inside, there is no universal waiting time that makes a monitor safe. Unplugging it for five minutes, overnight, or even several days does not prove its internal circuits are discharged. For a nonprofessional, the safe choice is not to open it; arrange service with a qualified electronics technician. If you only mean handling cables, removing the stand, or cleaning the outside, unplug the monitor first and follow its owner’s manual.
First, what do you mean by “work on” the monitor?
The risk depends on whether you are handling the outside or opening the enclosure. A dark power light means the monitor is off; it does not show that every internal component is free of stored energy.
External tasks
After disconnecting power, owners can generally handle external tasks such as disconnecting cables, removing a stand or wall mount as directed by the owner’s manual, cleaning the exterior with a slightly damp—not dripping—cloth, or cleaning ports from the outside. Keep liquid out of openings. Do not handle damaged or wet equipment while it is connected to power. Replace an external power cable only with a correctly rated cable.

Internal repairs
Removing the rear cover, replacing a fuse or capacitor, touching a power-supply board, or probing a circuit are internal electrical work. A fuse is not a safe beginner repair simply because the monitor is unplugged. Do not open the monitor or touch internal parts based on a timer. Dell warns that monitors can contain high-voltage components capable of causing severe shock even when unplugged and advises against removing covers or attempting internal repairs (Dell electrical-safety guidance). ViewSonic and HP service documentation likewise direct internal work to qualified or professional technicians (ViewSonic service manual; HP maintenance guide).

Why unplugging does not establish that the inside is safe
Unplugging stops the monitor receiving power from the outlet, but capacitors can store electrical energy after disconnection. How long that energy remains depends on circuit design, voltage and capacitance, the condition of discharge components, and whether a particular circuit can regain charge. The power light going out is not a measurement of internal voltage.
Electrical-safety guidance treats stored or residual energy as a separate hazard: it must be relieved, restrained, disconnected, or otherwise made safe, and deenergized parts may still need to be treated as energized until verified (OSHA hazardous-energy guidance; OSHA electrical-safety work practices). That verification and any discharge procedure are for people with the right training, equipment, and model-specific procedures—not a reason for an owner to probe the monitor.

Identify the display type: CRT or flat panel
CRT monitors
A CRT is the older, deep, heavy monitor. Its picture tube and high-voltage circuitry can hold a potentially dangerous charge. Some service documentation warns that charge may remain for days and can return after a discharge; therefore, waiting overnight or 24 hours is not a reliable safety guarantee (CRT service manual; iFixit CRT discharge guidance).

Do not attempt a homemade screwdriver discharge. CRT service calls for appropriate high-voltage equipment, measurement tools, training, and a proper procedure. The tube is also heavy and fragile and can implode if mishandled (iFixit CRT repair safety).

LCD, LED, and OLED flat panels
Modern flat panels do not have a CRT picture tube, but “flat screen” does not mean harmless inside. They still have mains-voltage input and power-conversion circuits and may contain capacitors that retain energy. Older LCDs with CCFL backlights can also have inverter circuits. Dell’s warning about high-voltage components applies to monitors generally, not only CRTs. FDA materials describe modern display technologies as distinct from CRTs, but the display type does not make novice internal repair safe (FDA display overview).
Are five minutes or 24 hours enough?
Neither is a universal monitor safety rule. Five minutes appears in OSHA requirements for particular capacitor installations, alongside specific short-circuiting and grounding procedures; it is not a general instruction for consumer monitors (OSHA §1926.967; California Title 8 §2940.17). Some parts of some monitors may discharge sooner, but elapsed time alone does not verify a safe state. A CRT can retain or regain a charge even after a long wait.

Pressing the power button after unplugging may drain some low-voltage portions of some designs, but it does not establish that every internal circuit is discharged. Do not treat it as a safety test or substitute for qualified service.
What to do now
- Turn the monitor off normally if it is operating.
- Unplug its power cord from the wall or power strip. If it uses an external power brick, disconnect the brick from the wall and from the monitor.
- Keep the plug under your control so nobody reconnects the monitor while work is being attempted. OSHA’s workplace guidance recognizes that a cord-connected device is protected from reenergizing only when the plug remains under the exclusive control of the person servicing it (OSHA lockout/tagout guidance).
- Do not remove the casing, touch internal parts, or reconnect power with the cover off.
- For internal repair, contact the manufacturer’s service channel or a qualified electronics repair technician. For a CRT, seek someone qualified to service CRT equipment.
If the monitor is smoking, sparking, unusually hot, wet, cracked, or smells burned, leave it disconnected and move away. If there is an active fire, use the appropriate emergency response. Do not plug a wet or damaged monitor back in to test it.

If you have already opened the case
Do not panic, but stop work. Avoid touching or moving internal components, do not try to create a spark to test for charge, and do not reconnect power. Do not improvise a discharge with a screwdriver, pliers, wire, or homemade lead. If the unit can be closed or stabilized without reaching into it or contacting internal parts, do so; otherwise leave it undisturbed and ask a qualified technician for advice. Tell the technician it has already been opened.
Repair or replace?
Safety does not depend on whether a monitor is valuable: a cheap monitor is not safe to open, and a valuable one is not safe to open without the right qualifications. For an inexpensive modern display, compare a technician’s repair estimate with replacement cost. For a rare or valuable CRT, a specialist may be worth seeking. Either way, do not use the expected cost of repair as a reason to attempt an unqualified internal fix.
