Local cloud emulation gives fast, isolated feedback on the AWS services and behaviors it implements; testing against a deployed application in AWS checks how current services, permissions, configuration, quotas, and integrations behave in an actual account. Neither replaces all other testing. Use local checks for rapid iteration, then validate consequential cloud behavior in an isolated AWS environment.

What “local AWS testing” can mean

These approaches are related, but they exercise different things. Knowing which one you are using helps you understand what a passing test actually establishes.

Run Lambda locally

AWS SAM CLI can run Lambda functions locally in Docker containers using a Lambda runtime environment. This is useful for checking function logic and event handling without deploying the function. It does not automatically provide local versions of every AWS service the function calls: those calls may reach real AWS resources. Use a service emulator

A service emulator is a separate application that imitates selected cloud services through similar APIs and responses. LocalStack, for example, describes running its emulator on a local machine or in CI and lists services including Lambda, DynamoDB, S3, and SQS. It is intended for development, integration checks, and infrastructure-as-code validation. A listed service does not imply complete parity: behavior depends on the emulator’s implementation and the specific feature being tested. See the LocalStack overview.

Use mocks

A mock is a replacement object created in test code, often configured to return predetermined responses. Mocks are useful for isolating application logic and deliberately testing edge cases, but they do not exercise either an emulated service or a live AWS endpoint. The AWS Lambda testing guide distinguishes these testing approaches.

How local emulation and AWS-account testing compare

Best fit Rapid development, repeatable checks, and selected integrations. Higher-fidelity validation of deployed behavior and cloud configuration.

What a local pass does—and does not—show

A local test can show that your code works for the events, responses, and service behaviors exercised in that setup. It can catch application bugs, wiring mistakes, and selected failure paths before you deploy. It cannot, by itself, prove that an AWS deployment will behave the same way.

  • Current service behavior: An emulator may not yet implement a feature or may differ in API behavior, responses, or update timing.
  • Deployed identity and permissions: A local process may use placeholder credentials or a developer identity rather than the Lambda execution role used in AWS.
  • Quotas and configuration: Local tests may not reflect account quotas, deployed settings, or production security policies.
  • Service interactions: A local test does not establish that real AWS services are correctly configured to work together, or that required networking and policies are in place.

For example, an emulator may accept a request to create an S3 bucket using placeholder credentials or a developer identity. That result does not prove that the deployed Lambda execution role has the required IAM permission. A test in an AWS account can exercise the deployed function and its actual authorization context. AWS describes cloud testing as providing access to current service APIs and return values and as a way to test policies, quotas, configuration, and infrastructure-specific parameters. That is a statement about fidelity, not a requirement to run every test in the cloud. Cloud testing can provide stronger evidence of deployed behavior, but it does not replace focused unit tests or make every possible failure testable.

Why not run every test in AWS?

Cloud tests can incur service charges and usually add deployment time. They also require suitable accounts, credentials, isolation, and cleanup. Local emulators avoid charges for the AWS resources represented by emulated calls, but are not cost-free to operate: installation, compute, CI integration, maintenance, and keeping pace with feature changes all take effort.

The tradeoff is not simply free versus paid. AWS notes that maintaining a complex local environment can take more developer setup time than creating disposable cloud environments with infrastructure as code. Compare the feedback speed and fidelity you need against cloud charges, access constraints, setup, and ongoing maintenance. See the AWS Lambda testing guide and AWS Prescriptive Guidance.

A practical testing workflow

  1. Test business logic with unit tests. Keep core application logic separable from the Lambda-specific handler so you can exercise it without building a cloud environment. The AWS Lambda testing guide covers this approach.
  2. Run the function in a local runtime where useful. Use the local Lambda runtime to check event handling and function behavior. Identify whether calls made by the function go to real AWS resources or to another test target.
  3. Emulate the integrations you need to iterate on. Test the service combinations and infrastructure logic supported by your emulator. Treat its actual feature coverage—not just a service name in a list—as the boundary of what the test verifies.
  4. Deploy consequential checks to an isolated AWS environment. Verify real execution-role permissions, deployed configuration, quotas, current service behavior, and interactions that local tests cannot establish. Use a sandbox rather than production, and clean up resources even when tests fail. See the AWS Prescriptive Guidance and LocalStack integration test instructions.
  5. Run comparable tests against both targets when practical. AWS SAM documents automated tests that can invoke a local Lambda endpoint and also be used against a deployed Lambda function or stack. See the SAM automated integration testing guide.
  6. Compare emulator results with AWS evidence for important cases. LocalStack documents AWS-validated snapshot tests that record AWS responses and compare them with LocalStack responses. This can increase confidence in the specific tested cases; it does not prove universal equivalence. See the LocalStack integration test instructions.

When to add a real-account test

Add a targeted test in an isolated AWS environment when the result depends on something the local setup cannot faithfully establish. Typical triggers include:

  • A change to IAM roles, resource policies, or other security controls.
  • Use of a service feature whose behavior or emulator coverage is uncertain.
  • Changes to infrastructure, networking, triggers, or service-to-service configuration.
  • Reliance on account quotas, Region-specific behavior, or AWS-managed service responses.
  • A release where the cost of a cloud-only failure justifies the added deployment and cleanup work.

Local emulation is best treated as a fast development layer, not a certification that a deployment will work. Pair it with unit tests and focused AWS-account checks where deployed permissions, configuration, quotas, or real service behavior matter.
