Hydropower projects can reduce landslide and erosion risks by investigating unstable ground before construction, controlling water and exposed soil during works, stabilizing vulnerable slopes, and managing reservoir levels with local slope conditions in mind. The right measures depend on the site’s geology, groundwater, rainfall, sediment pathways and operating conditions; no single treatment works everywhere.

Why hydropower projects face these risks

Risk can arise during construction, reservoir filling and long-term operation. Excavation, blasting, tunnelling, access roads, vegetation clearance and spoil placement can expose soil, alter slope shape or redirect water. At reservoir margins, impoundment changes saturation and groundwater conditions; later water-level changes can create wet-dry cycles on susceptible slopes.

Erosion and landslides are related but distinct. Erosion detaches and transports soil or rock, often through runoff. A landslide is the downhill movement of a mass of soil or rock. Erosion may undercut a slope and contribute to instability; a landslide can in turn deliver a large volume of sediment to a river or reservoir.

Investigate terrain before choosing controls

Map hazards and understand failure mechanisms

Before siting facilities or starting major earthworks, investigate soil, geology, landforms and groundwater. Assess existing slope movement, material strength, water pressure and the ways a slope might fail. Hydropower guidance recommends surveys of soils and geological conditions at future reservoir margins; the World Bank’s Kambarata-1 draft catchment and reservoir-rim plan, dated 11 August 2025, is a project-specific example of planning around these areas, not a universal standard.

Use findings to guide siting and design

Use mapped hazards to avoid high-risk locations where practicable, identify slopes that need treatment, and shape designs around site conditions. Spatial prioritization can help focus attention on vulnerable slopes and catchments. A treatment selected without understanding the likely failure mechanism may not address the actual cause—for example, a surface-erosion measure cannot by itself resolve a deeper instability driven by groundwater pressure.

Control erosion and instability during construction

Manage runoff and exposed ground

Keep surface water from concentrating on cuts, fills and disturbed slopes. Protect exposed soil and stockpiles, stabilize disturbed areas, and use appropriate sediment controls to intercept material before it reaches waterways. Controls need inspection and maintenance as work proceeds, especially when rainfall or changing site conditions increase the chance of runoff.

Place excavated material deliberately

Locate spoil in engineered areas with suitable drainage rather than allowing disposal to create unstable slopes or obstruct natural drainage routes. Construction environmental management guidance for hydropower projects emphasizes managing spoil, erosion and sediment together: material can become a sediment source if left exposed, while poor placement can create a slope-stability problem.

Pay attention to blasting and rainfall

Monitor slopes affected by blasting and other major earthworks for signs of change. Where local conditions indicate higher rainfall-related risk, increase attention to drainage, slope condition and the performance of erosion controls during those periods.

Choose slope treatments for the type of instability

Biological and engineered measures can complement one another, but they are not interchangeable. The treatment should follow from geotechnical analysis of the slope, soil, water conditions and likely failure depth.

  • For exposed soil and shallow erosion: stabilize disturbed ground and manage runoff; vegetation may be appropriate where it can establish and remain maintained.
  • For some shallow soil instability: roots can reinforce soil, and plants may partly relieve excess water pressure. The World Bank hydropower climate toolkit cautions that these effects should be examined and quantified through expert geotechnical analysis, including soil-root interactions.
  • For more complex or deeper failures: use site-specific geotechnical analysis to determine whether engineered stabilization or other measures are needed. Vegetation should not be treated as a substitute for engineering where the failure mechanism calls for it.

For large infrastructure works, materials such as geotextiles may be considered as part of an engineered erosion-control design. Bureau of Reclamation embankment-dam standards include geotextiles, but that does not mean any off-the-shelf fabric is suitable for a hydropower site; selection and installation require qualified design for the project.

Manage reservoir margins through filling and operation

Assess and monitor the reservoir rim

Before filling, investigate and map potentially unstable reservoir margins. Where analysis identifies vulnerable slopes, monitor movement and relevant hydrologic conditions, and stabilize areas where the engineering assessment supports treatment. The IFC/World Bank Good Practice Note on hydropower recommends surveys at future reservoir margins to identify erosion- and landslide-prone formations and areas, with stabilization as needed.

Make water-level practices site-specific

Reservoir filling and drawdown practices should account for slope-failure analysis. Site-specific operating limits or procedures may help avoid conditions that threaten susceptible slopes, including damaging wet-dry cycles. There is no universal safe filling rate or drawdown schedule established by the guidance described here; these decisions require project-specific analysis and monitoring.

Plan for sediment across the facility lifecycle

Include sediment management in both design and operation. The hydropower guidance recommends reservoir bathymetry monitoring and consideration of upstream check structures or bypass systems where appropriate. Their suitability depends on sediment sources, transport pathways, reservoir conditions and environmental effects.

Compare proposed measures before implementation

When several controls are plausible, assess them against the same site-specific questions rather than assuming one is universally best:

  • What is the failure mechanism, and what do local geology and soil conditions show?
  • How do slope geometry and groundwater conditions affect stability?
  • Does the risk arise mainly during construction, filling or operation?
  • Where will eroded or failed material travel, and what rivers, reservoirs or other receptors are downstream?
  • How durable is the measure, and what inspection and maintenance will it require?
  • What environmental effects and monitoring needs come with the option?

The available guidance supports this decision framework but does not establish a universal ranking of measures or a general percentage reduction in risk. Any quantified claim needs project-specific evidence with its methods and conditions made clear.
