HR software can reduce a startup’s routine administrative work by keeping employee information in one place and streamlining repeated tasks such as onboarding, payroll, benefits, time tracking, and employee requests. It does not remove the need for accurate data, sound decisions, or compliance oversight; the benefit depends on how well the system fits the company’s workforce and existing tools.

How can HR software reduce administrative work for a startup?

Small teams often manage people-related tasks through a mix of spreadsheets, paper files, email, and separate payroll or benefits tools. That can mean searching for the same details in multiple places, re-entering changes, and tracking onboarding tasks manually. In a 2021 CIPD collection of 13 implementation case studies involving SMEs with fewer than 500 employees, nine had no HR information system (HRIS) before adopting one; the cases illustrate common administrative problems, but are not a representative estimate for all startups.

A connected HR platform can reduce those handoffs by linking records and workflows. The practical result is less routine chasing and data entry—not a guaranteed number of hours saved. No independent, startup-specific estimate of administrative time saved is established by the available evidence.

Which HR tasks can software streamline?

Employee records in one place

An HRIS can provide a central record for employee details used in several processes, reducing the need to search across separate files or enter the same information repeatedly. This works only when records are kept accurate, access is appropriately restricted, and connected systems exchange the necessary data. ADP’s startup guidance describes employee information management alongside payroll, benefits, time tracking, workforce planning, and compliance capabilities; that is a description of vendor functionality, not independent proof of outcomes.

Onboarding and offboarding

Workflow features can assign forms and tasks, collect new-hire information, and route approvals to the right people. That replaces some of the manual to-do-list tracking described in CIPD’s SME cases. A system may also help organize offboarding steps, but the employer still needs to define the tasks, owners, and timing.

Payroll, benefits, and time data

When employee changes, time records, benefits information, and payroll are connected, administrators may need fewer duplicate entries and manual handoffs. Whether that happens depends on the specific integrations, the data each system shares, and the employer’s pay and benefits setup. Confirm that the product supports the required connection before relying on it; vendor descriptions of integrated workflows do not establish that every configuration works the same way.

Employee self-service and approvals

Depending on the product and permissions, employees may be able to view or update selected information, access pay details, or submit requests without asking an administrator to retrieve everything. Managers may also handle approvals within the system. UKG and HR.com identify employee self-service, HRIS, and onboarding systems as examples of more advanced HR technology in their small- and midsize-business survey. Their finding that 36% of respondents used virtually no HR technology or only foundational systems describes that survey’s respondents, not startups as a whole.

Recurring tasks and reminders

Software can organize recurring records, approvals, and compliance-related workflows so fewer tasks rely on someone remembering a date or searching through email. Automation supports a process; it does not establish that the underlying rule, data, or decision is correct. Employers remain responsible for their obligations and should seek appropriate legal or tax advice when needed.

What HR work should a startup automate first?

Start with work that is frequent, repetitive, and prone to duplicate entry or missed handoffs. Map the steps and systems involved before choosing a feature: automating a poorly defined workflow can simply make the confusion happen faster.

  1. List recurring tasks. Note where employee information is entered, who approves changes, and which onboarding, payroll, benefits, or timekeeping steps are tracked manually.
  2. Identify the most costly handoffs. Prioritize a task that repeatedly requires searching, re-keying data, chasing approvals, or reconciling separate records.
  3. Check system fit. Verify that the HR platform supports the relevant workers, locations, pay arrangements, and integrations—not just the feature name on a product page.
  4. Set ownership and controls. Decide who maintains records, approves changes, and can view sensitive information. Test a representative workflow before depending on it for routine operations.
  5. Review whether the process improved. Track practical signals such as duplicate entry, delayed approvals, or incomplete onboarding tasks. Do not assume a vendor’s reported result predicts your startup’s outcome.

How should a startup compare HR software?

Compare systems against the work your team actually performs rather than a generic feature checklist. ADP’s startup guidance discusses several relevant capability areas, while Workday and Rippling describe product workflows connecting HR data with payroll and onboarding. Those vendors’ descriptions can identify claimed features; vendor-reported time savings or faster onboarding should not be treated as independent or typical results.

  • Records and privacy: Check employee data fields, role-based access, and how permissions are managed.
  • Payroll and benefits: Confirm payroll coverage, tax handling, benefits administration, pay schedules, and the data flow between systems.
  • Time and attendance: Determine whether the platform handles the team’s timekeeping and attendance needs.
  • Workflows: Review onboarding, offboarding, employee requests, and manager approvals.
  • Worker types: Confirm support for the company’s full-time, part-time, temporary, contract, or contingent workers.
  • Locations: Check coverage for every jurisdiction where the company employs people; requirements and availability can differ by location.
  • Integrations: Verify connections to accounting, recruiting, and identity or access tools, including which fields sync and in which direction.
  • Implementation and cost: Ask about setup effort, ongoing support, scalability, and total cost. A universal company-size threshold for adopting an HRIS, neutral vendor ranking, and comparative implementation costs are not established by the cited material.

How common is HR software among small businesses?

Adoption figures vary by survey and population, so they should not be read as startup-specific benchmarks. In a 2024 UK Department for Business and Trade SME-employer survey, HR management software use was reported by 14% of micro businesses, 44% of small businesses, and 62% of medium-sized businesses. These figures apply to the survey’s UK business-size categories, not to startups globally. The separate UKG and HR.com survey figure above likewise concerns its small- and midsize-business respondents.

Is a PEO an alternative to HR software?

A professional employer organization (PEO) is a service model that can provide outside help with HR, payroll, benefits, compliance, and talent administration. It is not another name for HRIS software. A startup considering a PEO should compare which work is outsourced, what stays with the company, and which software or services are included in the agreement. ADP describes PEO services in these terms; the right comparison depends on the startup’s needs and the agreement’s scope.
