Yes, heat waves can make conditions more favorable for some harmful algal blooms, which may make certain beaches unsafe. But heat alone does not contaminate every beach or explain every water-quality warning. The risk depends on the type of water, nutrients, water movement, pollution sources and current local conditions. Check your local health authority and beach signs before swimming, especially when water looks unusual or after heavy rain.
How can heat affect beach water quality?
Warmer water can favor some harmful algal blooms (HABs), particularly cyanobacterial blooms in fresh water. The U.S. Environmental Protection Agency says these cyanobacteria thrive in warm, slow-moving water, and some can grow faster than other algae as temperatures rise. Warming water is expected to increase the magnitude and duration of freshwater cyanobacterial blooms. EPA explains the relationship between climate change and freshwater HABs.
Heat is a contributing condition, not a sufficient cause. Blooms are more likely when water is also slow-moving and rich in nutrients such as nitrogen and phosphorus. Those nutrients can come from fertilizer, sewage, and urban or industrial runoff. Whether a bloom forms also depends on local ecology and other conditions. Freshwater and coastal blooms are not the same
Cyanobacteria are a common cause of HABs in lakes and rivers. In salt water such as oceans and bays, dinoflagellates and diatoms are common causes; blooms can also occur in brackish water. The EPA’s explanation of warming and cyanobacterial blooms applies specifically to freshwater, so it should not be treated as a universal explanation for problems at ocean beaches.

Heat-related blooms are only one contamination pathway
Beach water can pose health risks for different reasons, and the conditions that raise one risk do not necessarily raise another. Warmth can favor certain blooms; heavy rain can wash pollutants into water or contribute to sewer overflows. The risks can overlap, but they are not interchangeable.

The EPA identifies polluted runoff and untreated sewage as sources of pathogens; NOAA also lists storm-drain pollution after heavy rain, HABs, sewage, and chemical spills among reasons for beach advisories and closures. What U.S. beach notifications do—and do not—show
In its 2024 report on the 2023 swimming season, the EPA reported that 30% of U.S. program beaches had at least one notification action. Stormwater runoff was the most frequently reported known source associated with notification actions, while 41% of reported possible pollution sources were unknown. These figures describe program beaches and reported notification actions—not the share of beaches contaminated by heat waves. See the EPA’s 2023 beach report.

- Check current local information. Look for the responsible local or state health authority’s beach advisory page, and read signs posted at the beach. NOAA says there is no single central database with current, real-time closure and advisory information for every beach.
- After heavy rain, check before entering. Runoff can carry pathogens and other pollutants into recreational water, and heavy rainfall can contribute to sewer overflows. Rain is a separate contamination pathway from heat-related blooms.
- Stay out of suspicious water. Avoid water that is discolored, scummy, or smells bad, and keep pets away. HABs may look like foam, scum, mats, or paint and can turn water green, blue, brown, or red. Some blooms are difficult to see, and not every bloom is harmful—so appearance alone cannot confirm that water is safe.
- Follow posted directions. Do not enter water under a closure or advisory, and follow local instructions about swimming, fishing, and shellfish.
Why EPA’s BEACON is not a real-time status checker
EPA’s BEACON database contains beach monitoring and notification information submitted by jurisdictions, but reporting may be required only once a year. It can therefore show prior-year or older data rather than a beach’s current status. Use the responsible local or state authority for current advisories; BEACON can provide background information about a particular U.S. beach. EPA explains how to find beach information.

What exposure can do and what to do afterward
Some cyanobacteria produce toxins, and contaminated water can also carry pathogens. Exposure can happen through contact with water, swallowing it, or eating contaminated fish or shellfish. Swallowing water is a common route for exposure to waterborne pathogens. At some coastal blooms, toxins from Karenia brevis can become airborne as waves break and irritate the eyes, throat, and nose; reactions may be more severe for people with asthma or other respiratory conditions. This is a coastal red-tide exposure route, not the same mechanism as a freshwater cyanobacterial bloom.
- If you have been in water suspected of containing a bloom, rinse with tap water.
- If you develop symptoms after exposure, contact a health professional.
- If a pet is exposed and becomes ill, seek veterinary care.
- Follow local health advisories about swimming, fishing, and shellfish.
