Google Tag Manager (GTM) does not, by itself, bypass a properly configured Content Security Policy (CSP) or Web Application Firewall (WAF). The attack chain described in a 2026 Raxis case study starts with an application injection flaw, such as cross-site scripting (XSS), and depends on a CSP that permits the relevant scripts to run. GTM can then serve as a trusted route for code that executes in the vulnerable page. A WAF may miss that later browser activity if it only evaluates the original request.
What the reported attack chain requires
Ryan Chaplin’s Raxis case study, first published February 10, 2026, and updated June 3, 2026, describes a vulnerable application that reflects a URL parameter into a page without sanitizing or output-encoding it. The demonstration relies on three conditions working together:
- An injection flaw: untrusted input reaches an executable browser context, such as markup that can trigger script execution.
- A permissive script policy: the CSP allows the GTM bootstrap or relevant inline/evaluated code to run without a fresh, response-specific nonce authorizing it.
- An attacker-controlled GTM container: the injected behavior causes the browser to load GTM code associated with a container the attacker controls.
In the case study, injected markup causes the browser to request gtm.js using an attacker-controlled container ID. The browser then executes code delivered through that container in the vulnerable page’s context. This is not GTM overriding a strict CSP; it is the browser following a script-loading path that the page’s existing policy permits. The author says he submitted parts of his GTM research to Google’s bug bounty program and received an honorable mention. That is the author’s account, not evidence that Google classified GTM itself as a product vulnerability.
If the injection is stored rather than reflected, the code may affect later visitors, and changes to the attacker-controlled container could alter the delivered tags. Those are possible impacts of the described setup, not a claim that every GTM compromise has that persistence or reach.

Why a WAF may not stop what happens in the browser
A WAF can inspect incoming requests and apply managed or custom rules before an application response is delivered. That can block known attack patterns and is useful defense in depth. But a rule that examines a URL parameter does not automatically establish whether code fetched afterward by the browser is safe to execute.
In the Raxis demonstration, the initial request can appear less suspicious than the later behavior: the browser loads a permitted GTM resource, and the container’s code performs the sensitive action. The case study reports a Cloudflare demonstration and discusses deny-list rules. It does not establish that all Cloudflare configurations, rule sets, or WAF vendors behave the same way. WAF capabilities and inspection points vary, so assess the deployed configuration rather than assuming a universal bypass.

WAF rules can reduce exploitability, but they do not repair unsafe output handling or make an overly permissive CSP safe. Test managed and custom rules only in systems you are authorized to assess, and review the actual requests, responses, and browser behavior.

1. Correct the injection flaw first
Encode untrusted data for the specific output context, avoid building executable markup from user input, and validate inputs where validation is appropriate. CSP is a backup layer, not a substitute for safe application output. The W3C CSP Level 3 page describes CSP as defense in depth and is a Working Draft, not a finalized Recommendation. OWASP’s Content Security Policy Cheat Sheet likewise says, “CSP should not be relied upon as the only defensive mechanism against XSS.”

2. Authorize the GTM bootstrap with a strict CSP
Google’s Tag Manager CSP guidance recommends an unguessable nonce generated separately for each response and included both in the response’s policy and on the nonce-aware inline GTM container snippet. GTM propagates that nonce to scripts it adds. A hash can be used for stable inline code instead. Do not treat a fixed or reused nonce as equivalent to a fresh per-response nonce.
| Option | When it fits | Trade-off |
|---|---|---|
| Per-response nonce | The server can generate a fresh random value for each response and apply it consistently to the policy and authorized inline code. | Requires response-level coordination; the nonce must not be predictable or reused. |
| Hash | The authorized inline code is stable, so its content can be represented by a hash in the policy. | Changes to the inline code require updating the corresponding hash. |
Google notes that unsafe-inline can enable an inline GTM container if a nonce or hash is infeasible, but explicitly warns: “The use of ‘unsafe-inline’ is discouraged.” Avoid broad trust in inline scripts when a nonce or hash can be used.

3. Avoid unsafe evaluation and unnecessary script permissions
Google says GTM Custom JavaScript variables evaluate as undefined under CSP unless unsafe-eval is enabled. Rather than adding that broad permission for convenience, use Custom Templates where they meet the need. Google’s guidance states: “Custom Templates are the recommended alternative to Custom JavaScript variables.”

4. Treat GTM publishing access as production access
Tags configured in a container execute in visitors’ browsers, so publishing a container change can affect production behavior. Limit who can publish, review tags and triggers, and remove unused tags. Follow the current controls in your Google account and container; the exact authorization workflow can change.

5. Roll out policy changes with observation and testing
Google recommends CSP violation reporting and provides Tag Assistant to help identify blocked resources. OWASP describes Content-Security-Policy-Report-Only as a way to collect violations without enforcing the policy, which can help expose compatibility problems before enforcement. Test the actual GTM features and destinations your site uses, then grant only the sources they require.
- GTM Preview Mode may require Google hosts and style, font, or image directives.
- Analytics, Ads, Floodlight, and other product features have distinct network requirements.
- Build the policy around the tags and destinations in use instead of copying a broad catch-all host list.
6. Keep the WAF as a supplementary control
Review managed and custom WAF rules and retest them after changing application output or CSP. A deny-list can be useful, but it is not a correction for the underlying injection flaw and should not be treated as the sole protection against browser-side execution.

The Raxis article is a vendor-authored case study. It illustrates one possible interaction among an injection weakness, GTM access, CSP configuration, and WAF behavior; it is not prevalence data or proof of identical results across applications, browsers, policies, or WAF deployments. The useful security conclusion is narrower: if untrusted input can become executable and the policy authorizes a route for attacker-influenced code, filtering the first request may not be enough. Fix the injection, narrow script authorization, and verify the behavior of the deployed controls.
