Google does not pay publishers simply because their stories appear in ordinary Google News or Discover results. The main direct Google payment route described publicly is News Showcase, a licensing program for participating publishers. Reader Revenue Manager instead helps publishers collect money from readers, while EU press-publisher rights are a separate legal framework whose practical outcomes depend on national law and agreements. None of these routes buys organic ranking.

Does Google pay publishers for Google News or Discover traffic?

There is no documented per-article or per-view payment for ordinary Google News or Discover distribution. Google uses automated systems to find eligible news content; publishers do not need to submit a site to be eligible for Google News surfaces, and eligibility does not guarantee that a story will appear.

Google says News ranking considers factors including relevance, prominence, authoritativeness, freshness, usability, location and language. It also says it does not accept payment to expedite or improve a site’s search appearance or ranking in Google News. A licensing payment or a reader’s subscription is therefore not a way to buy organic placement.

How do Google News Showcase payments work?

News Showcase is Google’s content-licensing program for participating publishers. Publishers curate journalism into panels that can include context such as timelines, related articles and bullet points. Google says Showcase panels appear in Google News and Discover in supported markets; the program can also make selected paywalled articles available to readers without charge.

  • Unlocked Android phone gives you the flexibility to change carriers and choose your own data plan: Works with Google Fi, Verizon, T-Mobile, AT&T, and other major carriers[2]
  • Stay informed without looking at your screen: When your phone is face down, Pixel HiLight gently alerts you with subtle glowing lights when your favorite contacts are calling or you’re talking with Gemini; exclusive to Google Pixel 11 Pro phones
  • Magic Capture catches the moment as you live it: With just one tap, Pixel 11 Pro captures video and photos, and automatically edits, crops, and unblurs a curated collection, ready to share – and you get the memory of how it felt to be in the moment
  • Two new cameras for more brilliant photos: A larger telephoto sensor captures 30% more light for clear, beautiful photos and videos, even in the dark[3]; Pixel’s longest zoom ever helps you capture details from impressive distances[4]

The payment is tied to a publisher’s participation in a licensing arrangement and the curation of journalism—not to every article that appears in News or Discover, and not to traffic volume as a general rule. Ordinary eligibility for Google News does not make a publisher a Showcase participant.

Google’s general public product description does not establish a universal European payment rate, formula, standard contract term, or complete current list of participating countries. Those details, including the rights granted and payout terms, need to be confirmed in the publisher’s actual agreement.

What is documented for Germany?

Google’s German-language help page says participating German publishers and web publishers receive monthly licensing payments. It describes criteria that include public-interest current-affairs journalism, reach, journalistic standards and technical capacity, as well as a license agreement. These are Germany-specific details; they should not be treated as a Europe-wide payment schedule or participation rule. See Google’s German News Showcase help page.

What is the difference between Showcase and Reader Revenue Manager?

Route Who pays the publisher? What triggers revenue? What is publicly stated?
Ordinary News or Discover appearance No payment for appearance is documented Automated discovery and eligibility; display is not guaranteed Google says publishers need not submit a site for News eligibility and that payment cannot improve News ranking.
News Showcase Google Publisher participation in a licensing arrangement and curation of panels Google describes a content-licensing program, but its general page does not provide a universal European rate or formula.
Reader Revenue Manager (RRM) Readers, through the publisher’s payment setup A reader buys a subscription or makes a contribution Google states an RRM transaction fee of 5%, including credit-card fees. That fee applies to RRM transactions, not Showcase or press-publisher rights.
Press-publisher related rights A platform may pay under applicable law or an agreement Qualifying online use of protected press publications, subject to legal limits EU law establishes a related right, but the practical negotiation and payment arrangements are shaped by national implementation and contracts.

RRM is a reader-revenue tool, not a payment for Google traffic. Publishers can use it to offer subscriptions or contributions, and Google also describes features for newsletter sign-ups, surveys and reader registration. To receive RRM payments, a publisher needs a payments profile and bank account details. Publication ownership in Publisher Center does not automatically give someone ownership of the payments profile, so the required payment permissions matter.

Google’s RRM help page lists subscription and contribution availability in many European markets, including Austria, Belgium, Bulgaria, Croatia, Czech Republic, Denmark, Estonia, France, Germany, Greece, Hungary, Ireland, Italy, Latvia, Lithuania, Malta, the Netherlands, Norway, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, Sweden, Switzerland and the United Kingdom. This country list is product availability information, not evidence that publishers in those markets are enrolled in Showcase or paid for ordinary News distribution. Because availability can change, publishers should check Google’s current country list and their own account.

What are press publishers’ neighbouring rights under the EU Copyright Directive?

Article 15 of Directive (EU) 2019/790 requires EU Member States to give press publishers established in an EU Member State certain reproduction and making-available rights when information society service providers use their press publications online. The provision creates a legal basis for remuneration in qualifying circumstances; it does not set a Google-specific tariff or automatically promise a fixed payment to every publisher.

The right has express limits. The directive excludes private or non-commercial individual use, acts of hyperlinking, and use of individual words or very short extracts. The related right expires two years after publication, with the term calculated from January 1 of the year following publication. The directive also requires Member States to provide that authors whose works are incorporated in a press publication receive an appropriate share of the revenues publishers receive from information society service providers for use of those publications.

How those rules work in practice depends on national implementation, the use at issue, rights ownership, negotiation and any applicable contract. It is inaccurate to reduce the framework to “Google pays for every link or snippet”: hyperlinks and very short extracts are expressly excluded, and the directive’s other limits still apply.

What France illustrates—and what it does not

France offers an example of national enforcement, not a Europe-wide payment result. In 2021, France’s Autorité de la concurrence fined Google €500 million for failing to comply with interim injunctions in proceedings concerning remuneration of related rights. The figure is a historical regulatory fine, not a publisher payment pool or tariff. The authority later accepted binding commitments intended to establish a negotiation framework and improve information-sharing for transparent assessment of remuneration. Those French proceedings do not establish that every Member State has the same process, terms or outcome. The authority’s 2021 announcement of the fine describes the enforcement action.

How European publishers should identify the right payment route

  1. For ordinary News or Discover visibility: focus on eligibility, clear publication information and editorial quality. Do not expect a payment merely for appearing, and do not treat a commercial arrangement as a ranking boost.
  2. For a Google licensing payment: determine whether the publisher has a News Showcase agreement. Participation and payment terms are contractual; a publisher should verify the covered titles, rights, territory, duration and payout provisions in its own agreement.
  3. For reader-funded revenue: configure RRM if it is available for the publisher’s market, offer a subscription or contribution, and ensure the payments profile, bank details and user permissions are in place. Google’s stated 5% fee is for RRM transactions.
  4. For a possible related-rights claim: establish which national implementation applies, whether the publication and online use qualify, who controls the relevant rights, and what negotiation or agreement covers the use. EU-level rules alone do not reveal a specific publisher’s payment.

Across the routes, actual payout timing, thresholds, currency, tax handling, revenue attribution and rights grants may be contract- or account-specific. The general public product descriptions do not supply one Europe-wide answer for those terms.

Do payments require editorial disclosure?

Payment for distribution or licensing should not be confused with editorial endorsement or ranking. Google News policies call for paid promotion and sponsorship—including affiliate interests, payment or material support—to be clearly disclosed rather than presented as independent editorial content. Publishers should also make authorship, publication information, dates and contact details clear to readers.
