The result is a possible match—not proof of identity. The process differs depending on whether it checks one claimed identity or searches a larger gallery.
How does AI face search work?
A typical search involves four stages. The precise model and implementation vary by system; the steps below describe the general process, not the operation of a particular commercial service.
- Detect the face. Software locates a face in the submitted image. Detection answers whether and where a face appears; it does not establish who the person is. NIST explains the distinction between face detection and recognition.
- Create a representation for comparison. A recognition system processes facial information into a representation that can be compared with other images. NIST describes recognition as comparing facial features with available images; the exact technique differs between systems.
- Compare against reference images. The system compares the query with either a specific reference image or a gallery of enrolled images, depending on the task.
- Return a result for the applicable threshold. The system may rank candidate matches or report no match. A threshold controls which similarities are returned, and different thresholds can change the balance between missed matches and mistaken ones. In certain identity-proofing enrollment uses, NIST guidance calls for manual review before rejecting an applicant based on a one-to-many result.
What is the difference between face detection, verification, and identification?
These terms describe different operations. Detection finds a face; recognition compares facial features for verification or identification. Face analysis—such as estimating an attribute—is also distinct from determining identity.

NIST’s 2019 testimony describes detection as determining whether an image contains a face, and recognition as comparing facial features with available images for verification or identification.

Can face recognition identify someone from a photo?
A one-to-many search can return possible candidates if the system has access to a gallery that contains relevant reference images. Whether it can do so depends on the image, the gallery’s contents, the search threshold, and the system. The search result is a candidate, not confirmation that the person has been identified correctly.
A one-to-one check answers a narrower question: whether the submitted face matches a specific reference or claimed identity. Neither task should be confused with simply detecting a face in a photo.

How accurate is facial recognition?
There is no single accuracy figure that applies to every system, image, database, or population. A false positive is a mistaken match between different people; a false negative is a missed match between images of the same person. The frequency of either error depends on the test conditions and the system’s operating threshold.
NIST’s 2018 announcement reported that algorithms were 20 times better at searching for a matching photograph than in 2014. In that evaluation, 0.2 percent of searches failed, compared with 4 percent in 2014 and 5 percent in 2010. These figures describe the evaluations reported by NIST, not a current universal error rate or a guarantee for a particular service. See NIST’s 2018 announcement.

Performance can also vary across demographic groups. NIST’s Face Projects overview describes demographic-effects work evaluating nearly 200 algorithms from nearly 100 developers using four photo collections containing more than 18 million images of more than 8 million people. NIST reported wide variation in demographic differentials among most of the evaluated algorithms. Those findings describe that evaluation; they do not establish how every current system performs. The FTC also warns that some biometric technologies, including facial recognition, may have higher error rates for some populations than others.
Image conditions, the searched gallery, the evaluation method, and the population represented all affect what a performance result means. A benchmark result is useful only when its test conditions are relevant to the intended use.

What privacy and safety issues should users consider?
Facial images and biometric information derived from them can be sensitive. The FTC identifies privacy and data-security concerns as well as risks of bias and discrimination. It warns that identifying people in particular locations could reveal sensitive associations, such as visits to healthcare facilities or religious services, or participation in political or union activity. Read the FTC’s 2023 statement.
For passive live facial recognition, NIST-hosted 2024 guidance emphasizes proportionality, human rights, and privacy in implementation. That guidance addresses the live-recognition context; it is not a universal legal determination for every service or use. Technical capability does not by itself establish legal permission. Applicable requirements depend on the jurisdiction, purpose, and service.

If evaluating a face-search system, look beyond a headline accuracy claim. Useful questions include:
- Is the system doing one-to-one verification or one-to-many identification?
- What images are in the gallery, and where did they come from?
- Which error measures were independently evaluated, under what image conditions, and for which populations?
- Is a person required to review consequential matches, and is there a way to challenge a result?
- How are submitted images and derived biometric data retained, secured, and used?
A result should not be treated as conclusive identity evidence without corroboration, especially when the consequences could affect someone’s privacy or rights.
