There is no single cross-platform switch that stops a processor from changing clock speed. First decide which behavior you want: make Linux request the highest frequency allowed by its policy, disable Intel Turbo Boost or AMD Core Performance Boost, or cap the maximum processor frequency in Windows. Those controls have different scopes, and none can guarantee a fixed clock when the CPU reaches thermal, electrical, firmware, or power limits.

What “disable frequency scaling” can mean

CPU frequency scaling changes a processor’s performance state as workload and system capacity change. Higher frequency and voltage can retire more instructions per unit time, but they also increase power use and heat. A setting that favors performance is therefore not the same as a promise that every core will remain at one clock indefinitely.

The available controls depend on the operating system, CPU, firmware, and active scaling driver. On Linux, several logical CPUs can share one CPUFreq policy, so do not assume each logical CPU has an independent setting.

Linux: inspect the driver and policy first

Linux CPU frequency management is provided by the CPUFreq core, a scaling driver, and a governor or policy interface. The kernel documentation describes the framework and its limits at CPU Performance Scaling.

  1. List the policy directories: ls /sys/devices/system/cpu/cpufreq/.
  2. For each policy, inspect the driver, governors, bounds, and member CPUs. For example:
    cat /sys/devices/system/cpu/cpufreq/policy0/scaling_driver
    cat /sys/devices/system/cpu/cpufreq/policy0/scaling_available_governors
    cat /sys/devices/system/cpu/cpufreq/policy0/scaling_min_freq
    cat /sys/devices/system/cpu/cpufreq/policy0/scaling_max_freq
    cat /sys/devices/system/cpu/cpufreq/policy0/related_cpus
  3. Check every policy directory on systems where policies are split across CPU groups. The names and files exposed are driver-dependent.

scaling_cur_freq is not always an instantaneous hardware measurement; some drivers report a requested, averaged, or otherwise calculated value. One read of that file cannot prove that a physical core is holding a fixed clock.

Linux option 1: request the highest allowed frequency

If your goal is to stop routine downclocking as far as Linux’s current policy permits, set the relevant policy to the performance governor:

sudo sh -c 'echo performance > /sys/devices/system/cpu/cpufreq/policy0/scaling_governor'

Repeat for each applicable policy directory, or use your distribution’s power-management tool if it manages multiple policies. The governor requests the highest frequency within scaling_max_freq; it does not remove the configured minimum or maximum, disable thermal protection, or force a guaranteed sustained clock.

Intel systems using intel_pstate

With the Intel intel_pstate driver, performance and powersave are driver algorithms, not necessarily the generic governors used by other CPUFreq drivers. In active mode, hardware-managed HWP may choose the actual frequency while software supplies performance hints. Read the active driver and its documentation before interpreting a governor change. Persistence after reboot

Writing scaling_governor changes the current runtime state. Whether it survives a reboot depends on the distribution’s power-management service and configuration; the kernel interface alone does not establish persistence. Verify the setting after reboot and configure the service your distribution actually uses.

Linux option 2: disable turbo or boost

Turbo or boost is narrower than frequency scaling. Disabling it still allows the CPU and operating system to select ordinary performance states; it simply removes opportunistic boost states when supported.

Generic CPUFreq boost control

On systems that expose the generic attribute, inspect and change:

cat /sys/devices/system/cpu/cpufreq/boost
sudo sh -c 'echo 0 > /sys/devices/system/cpu/cpufreq/boost'

Use 1 to re-enable boost. The file may not exist, and support depends on the active driver and hardware.

Intel intel_pstate

Intel’s intel_pstate driver documents a separate control:

cat /sys/devices/system/cpu/intel_pstate/no_turbo
sudo sh -c 'echo 1 > /sys/devices/system/cpu/intel_pstate/no_turbo'

Set 0 to permit turbo again. This interface is driver-specific; do not substitute it for the generic boost file without checking which driver is active.

AMD systems

Some AMD systems expose a legacy cpb policy control. The kernel documentation recommends using the generic boost attribute when it is available. Do not assume that a legacy file exists on every AMD processor or kernel.

CPU idle states are a different mechanism from P-state frequency scaling. Disabling idle states will not serve as a general way to disable frequency scaling.

Windows: cap the maximum processor frequency

Microsoft documents a hidden power setting named MaxFrequency, measured in MHz, with the PowerCfg aliases PROCFREQMAX and PROCFREQMAX1. The documented page lists Windows 10 desktop editions on x86, x64, and Arm, and Windows 11 desktop editions on x64 and Arm: Microsoft Learn: MaxFrequency.

This is a maximum processor-state/frequency setting for a power-plan context. It is not evidence that Windows will stop every clock change, and the CPU may still run below the cap when workload, firmware, thermal conditions, or power limits require it.

Set it through PowerCfg

Open an elevated Command Prompt, choose the active plan, and set a value in MHz using the documented alias. For example, the following sets a 3,000 MHz maximum for the current plan’s AC setting:

powercfg /setacvalueindex SCHEME_CURRENT SUB_PROCESSOR PROCFREQMAX 3000
powercfg /setactive SCHEME_CURRENT

Use the corresponding DC setting for battery operation, and replace 3000 with the cap appropriate for your processor. Confirm the result on the machine: the setting is plan-specific, may be hidden in ordinary Control Panel views, and does not override hardware protections.

Why a “fixed” clock still may change

  • Thermal throttling can lower frequency when cooling capacity is exceeded.
  • Package, core, VRM, battery, or platform power limits can reduce sustained performance.
  • Firmware and hardware-managed features such as HWP can influence the final operating point.
  • Different cores or shared CPUFreq policies may receive different requests.
  • Frequency readings can be delayed, averaged, or based on requests rather than instantaneous hardware clocks.

“The higher the clock frequency and the higher the voltage, the more instructions can be retired by the CPU over a unit of time, but also the higher the clock frequency and the higher the voltage, the more energy is consumed over a unit of time (or the more power is drawn) by the CPU in the given P-state.”

That trade-off is why a performance governor or a disabled boost state should be chosen for a specific purpose—such as battery limits, repeatable benchmarking, or reduced heat—not as a guarantee of constant speed.

If you use macOS or an unspecified system

The controls above are operating-system and driver specific. The documented sources do not establish a general macOS procedure, and there is no universal command that applies to every CPU. For exact steps, identify the operating system release, CPU model, and whether you mean idle downclocking, turbo/boost suppression, or a maximum-frequency cap. Avoid treating a third-party utility as a universal replacement for the platform’s firmware and power-management controls.

Choose the control that matches your objective

  • Highest allowed Linux performance: inspect policies, then use performance; check the policy maximum and thermal behavior.
  • No turbo or boost: use Linux’s generic boost=0 where present, or Intel’s no_turbo=1 with intel_pstate; ordinary scaling remains active.
  • Windows frequency ceiling: set the plan’s MaxFrequency value with PowerCfg and verify both AC and DC contexts as needed.
  • One unchanging physical clock: none of these software controls guarantees it under all workload, thermal, power, firmware, and hardware conditions.
