AI alignment is one part of AI safety. Alignment asks whether an AI system’s objectives and behavior reflect the goals and values it is meant to follow. Safety is broader: it aims to reduce harm from misalignment, misuse, vulnerabilities, and wider effects of development and deployment. The terms are used differently across organizations, so this is a practical distinction rather than a universal taxonomy.
What is the difference between AI alignment and AI safety?
A useful way to separate the ideas is to ask two questions:
- Alignment: Is the system pursuing the goals and values it ought to pursue?
- Safety: What could cause harm, and what measures could reduce the likelihood or impact?
Alignment focuses on a system’s objectives, behavior, and ability to carry intended behavior into situations beyond its training. Safety also considers what people might do with the system, how it can fail or be attacked, and what safeguards should surround its deployment.

What does AI alignment mean?
The 2024 International Scientific Report on the Safety of Advanced AI defines alignment as the challenge of making general-purpose AI systems act in accordance with their developers’ goals and interests. It identifies two connected challenges: specifying objectives that incentivize the intended goals, and ensuring that the system’s outputs carry over from training settings to real-world use as intended, especially in high-stakes situations.
The distinction matters because a system can follow a specified objective competently while that objective only imperfectly represents what its developers intended. A training signal or metric is a proxy for the goal, not necessarily the goal itself. Even when feedback is correct in the cases it covers, it may not cover every situation the system encounters after deployment.

Goal alignment and value alignment
OpenAI’s article “An Alien Mind” uses two labels to organize alignment questions. They are useful concepts, not universally standardized categories, and the article notes that their boundary can be blurry.
Goal alignment
Goal alignment asks whether an AI tries to accomplish the goal set before it. The question is not simply whether it obeys a user: a system may receive goals from developers or other sources, and those goals can conflict with a user’s request.

Value alignment
Value alignment concerns whether a system holds and generalizes higher-level principles, including when objectives are unclear or conflicting or when circumstances are unfamiliar. A request followed literally may still miss its intent or relevant values; success in familiar cases does not establish that the same behavior will generalize to new or adversarial situations.
What does AI safety add?
Safety includes work on alignment, but it also addresses other routes to harm. OpenAI’s safety overview groups risks into human misuse, misaligned AI, and societal disruption. Its framing illustrates why safety is not only about the system’s internal objectives: it also concerns how people use AI and the effects of its development and deployment.

OpenAI describes a defense-in-depth approach that combines model training and instruction handling with adversarial robustness, post-deployment monitoring, security, component and end-to-end testing, external red teaming, and deployment criteria. OpenAI says each layer has strengths and gaps; this is the organization’s account of its own approach, not the only possible safety framework.

The 2024 international report says no currently known method provides strong assurances or guarantees against harm associated with general-purpose AI. It notes that alignment techniques rely heavily on human data such as feedback, which can reflect human error and bias. Imperfect proxies and the difficulty of transferring behavior from training to real-world contexts also leave room for failures.

This does not make alignment pointless. It means alignment is one risk-reduction effort among several, and a well-behaved result in a test does not prove that a system will be safe in every context. Evaluation, monitoring, security, safeguards against misuse, and deployment decisions address risks that objective-setting alone cannot resolve.
How organizations use the terms
There is no single wording used by every organization. The distinction here treats alignment as a central part of safety because that is a useful way to understand the relationship, not because every source draws an identical boundary.
For example, OpenAI’s 2022 article “Our approach to alignment research” described three pillars: training with human feedback, training systems to assist human evaluation, and training systems to do alignment research. It called reinforcement learning from human feedback (RLHF) its main technique for deployed language models at that time. That is a dated description of OpenAI’s approach in 2022, not a current claim about every organization or AI system.
OpenAI’s safety overview uses a broader definition: safety is the practice of enabling AI’s positive impacts while mitigating negative ones. Read together, these sources show why alignment and safety overlap without being interchangeable.
