Digital currency can work during a power outage only if its payment system was specifically designed for offline use. A common approach is to load a limited balance onto a phone or card beforehand, then transfer value locally between nearby compatible devices. That can avoid a live payment-network connection for the transaction, but the devices still need power—and ordinary banking apps and card payments do not automatically become offline.
What “offline” means for a digital payment
Offline usually means a payment can be made without contacting the payment system’s central server at the moment of purchase. It does not necessarily mean the entire payment process can operate without electricity, mobile service, or the internet. A phone needs a charged battery; a merchant needs a compatible device or another supported way to receive payment. Loading funds, withdrawing them, and synchronizing transaction records may still require connectivity.
That distinction matters in a grid outage. A local device-to-device payment might work when the internet is down, but it cannot help if the payer’s phone is dead or the merchant’s equipment cannot operate. A power bank charged in advance can keep a compatible phone running; it cannot restore cell service, refill a wallet, or make an online-only card terminal work.

- Load funds before the outage. The user transfers a limited amount from an online account or designated service onto an offline-capable phone, card, or other device. The European Commission says the proposed digital euro would need an internet connection to load or withdraw funds. The Commission’s digital-euro FAQ describes this intended arrangement.
- Bring compatible devices close together. A proximity technology such as NFC can connect a payer’s device with a payee’s. In its June 2024 progress report, the European Central Bank described mobile phones and payment cards validating a proposed offline digital-euro payment directly between devices, without sending transaction data through a network. The ECB report also discusses secure-element questions for devices.
- Check and transfer value locally. The devices need a way to verify that the balance is valid and has not already been spent. Since they cannot consult a central ledger in real time, an offline system may rely on secure hardware and transaction or balance limits. The exact method depends on the system’s technical design and policy choices.
- Reconcile later—or keep operating offline. After connectivity returns, some systems synchronize transactions with the wider payment system. In some designs, a recipient can hold funds received offline but cannot spend them again until synchronization. Other designs aim to let value move between people repeatedly during a longer outage, which requires additional preparation and stronger security measures.
Why ordinary digital payments may stop
Digital money is not the same thing as an offline payment capability. Most bank apps and card transactions depend on powered devices and a connection to a bank, payment processor, or other service for authorization. If the systems needed to approve a payment are unreachable, having money in a digital account does not by itself provide a way to spend it.

An outage can affect different parts of the payment chain. Internet access may fail while local devices still have power; mobile or telecom service may be unavailable; or a wider power failure may disable phones, terminals, and network equipment. An offline payment method has to account for which parts remain available.
Intermittent and extended offline designs
The Bank of Canada distinguishes two broad approaches. These are design categories rather than universal product labels; the intended outage length, accessibility, privacy, security, and acceptable limits all influence the choice. The Bank of Canada’s discussion paper examines the tradeoffs.

Security limits and interrupted payments
Without access to a central ledger, an offline system must address the risk that someone duplicates or rolls back wallet data and spends the same value more than once. It also needs ways to detect counterfeit value and handle a transfer interrupted by a device losing power. Those problems help explain why offline payments may be limited by transaction size, total stored value, or how long a wallet can remain disconnected.

Limits vary by jurisdiction and payment system. For example, India’s Reserve Bank framework for covered small-value offline digital payments sets a ₹500 per-transaction ceiling and a ₹2,000 aggregate limit; the framework updated December 4, 2024, provides enhanced limits for UPI Lite. These are India-specific rules, not general limits for central-bank digital currencies. See the RBI framework.
What is available or being explored?
Proposed digital euro
The ECB’s June 2024 progress report described ongoing work on offline use, including pre-funding, direct validation between devices, and questions about device secure elements. The European Commission FAQ describes intended offline use. These sources describe a proposed system and its development, not an offline feature available for ordinary euros held in bank accounts.

Digital pound
The Bank of England’s April 2025 report describes a technical experiment exploring several approaches. It assessed feasibility and tradeoffs; it did not establish that a digital pound would be issued or that a payment service is ready for public use.
Digital rupee
The Reserve Bank of India’s FAQ, marked updated October 1, 2026, says the e₹ is being piloted in retail and wholesale segments and that offline approaches are being explored. It describes one approach that still needs telecom connectivity and another that tests NFC. In other words, “offline” does not always mean independent of every communications network. India’s small-value offline payments
Offline digital payments do not have to be central-bank digital currency. India’s separate framework permits regulated small-value offline payment solutions using cards, wallets, or mobile devices under defined conditions and limits, including the limits described above.

- Bank app or standard card: Do not assume it will work without its usual power and network connections. Offline support must be built into the payment method.
- Purpose-built offline wallet or card: It may work locally if it was set up and funded in advance, the devices are compatible and powered, and its offline rules allow the transaction.
- Recipient’s ability to spend received funds: Check whether the design permits re-spending before synchronization; some systems do not.
- Cash: Cash remains usable in an in-person exchange without a powered device or payment network, so it can serve as a fallback when digital infrastructure is unavailable.
Offline-payment resilience is a design goal, not proof of widespread deployment. In the BIS Project Polaris handbook published May 11, 2023, 49% of central banks surveyed considered offline retail CBDC payments vital, and another 49% considered them advantageous. Those figures describe central banks’ views, not public usage or the number of deployed offline CBDCs. The handbook quotes Beju Shah, Head of the BIS Innovation Hub Nordic Centre, saying: “The ability to pay when offline could provide a layer of resilience, as well as supporting inclusion, accessibility and privacy objectives.” Read the BIS Project Polaris handbook.
