Continuous testing helps reduce technical debt by giving developers fast, ongoing evidence about how changes behave. That makes regressions and some quality problems easier to catch while a change is still small, limiting avoidable rework. It is a supporting practice, not a substitute for refactoring, architectural work, documentation, or deliberate decisions about which debt to address.
What continuous testing means
Continuous testing is testing throughout the software delivery lifecycle rather than waiting for a separate testing phase after development. DORA describes it as an ongoing practice: developers and testers work together, teams review their test suites, and test results reach developers quickly. Automated checks are useful, but they do not replace manual testing such as exploratory, usability, and acceptance testing when those approaches suit the risk.
Technical debt can exist in code, tests, documentation, architecture, and other artifacts. It may also accumulate when delivery pressure favors short-term feature work over maintainability. Testing addresses only part of this picture.
How continuous testing can limit avoidable debt
It shortens the time to find defects
When a change triggers relevant checks promptly, a failure is easier to connect to the recent work than when validation happens much later. Small batches and fast feedback help narrow the search for a cause. Fixing or reverting a problematic change before it is built upon can prevent downstream rework.

It makes quality checks part of normal delivery
Automated tests in CI can check important behavior on each change, while broader checks run later in the pipeline. This gives teams a routine way to notice regressions and selected quality risks instead of relying on memory or a late release gate. DORA recommends that automated-test feedback reach developers in less than ten minutes and suggests keeping CI tests to a few minutes where practical. These are guidance targets, not guarantees that every system can meet them.
It can encourage more maintainable design
Test-driven development is one approach that can encourage modular, testable code and lower the maintenance cost of automated suites. It is not the only way to achieve maintainability. Code review, architectural improvement, clear documentation, and periodic test-suite cleanup remain important.

Build a continuous-testing workflow
- Choose high-value behavior. Start with a small, reliable set of tests for behavior whose failure would matter to users or operations. Do not begin by maximizing test counts or coverage percentages.
- Run quick checks with changes. Add unit and relevant acceptance checks to the change workflow. Keep the fast feedback loop short, and put longer performance or broader acceptance checks in appropriate later pipeline stages.
- Make results visible and actionable. Ensure the responsible developers can see failures promptly. Agree on whether a broken build is fixed immediately or the change is reverted, rather than allowing failures to become background noise.
- Review and maintain the suite. Periodically assess whether tests find meaningful defects, whether they are understandable, and whether their runtime and upkeep are justified. Repair flaky checks and remove or rewrite tests that provide little value.
- Pair tests with debt work. Use code review, refactoring, architecture decisions, and documentation to address debt that tests cannot resolve. Prioritize debt explicitly rather than assuming a green pipeline means the system is maintainable.
Put debt checks in CI/CD carefully
CI/CD pipelines can run technical-debt management tools, but their presence alone does not establish a sound practice. A 2026 manuscript study by Biazotto, Feitosa, Avgeriou, and Nakagawa examined roughly 600,000 Travis CI configuration files and 50,000 supporting scripts and identified 3,684 pipelines containing at least one technical-debt management tool. The University of Groningen record describes the manuscript as submitted on April 12, 2026, for the 9th International Conference on Technical Debt; it should not be treated as a final published conference result on that basis. The study also notes that integration practices remain unclear and that missing feedback is a common configuration anti-pattern.
For a useful pipeline check, define what it detects, who reviews the result, and what action follows. Separate actionable findings from informational reports, and avoid making a slow or noisy check a blocking gate until the team trusts its signal. A check that runs but produces no timely, understood response is unlikely to change debt-management behavior.

Judge the approach by more than coverage
Evaluate the workflow across several dimensions:
- Feedback speed: How soon can someone responsible act on a failure?
- Reliability: Do tests produce repeatable results, or do intermittent failures undermine trust?
- Risk coverage: Do checks exercise important behavior and relevant debt indicators?
- Maintenance cost: Is the suite understandable and affordable to update as the system changes?
- Follow-through: Do failures lead to a fix, a revert, or a documented decision?
A 2021 practitioner survey with 184 responses from Brazil, Finland, and New Zealand reported respondents’ perceptions that practices for verifying and maintaining the structure and clarity of software artifacts help manage technical debt. This is evidence about practitioner perceptions, not a measured universal effect of continuous testing.
Limits: testing does not pay down every kind of debt
There is no general causal effect size establishing how much continuous testing reduces technical debt. A green test suite cannot by itself improve a poor architecture, complete missing documentation, or decide which shortcuts are worth repaying. Short-term feature and speed priorities can still add debt in continuous software engineering. DORA also cautions that deploying more often without improving process and architecture can increase failure rates and burnout.

Use testing to find problems earlier and prevent some avoidable rework, while making separate, explicit plans to prioritize and address existing debt. The result depends on the quality of the checks and on what the team does with their feedback.
