Coal-fired power plants release pollutants that can harm health directly and can also form ozone and fine particles in the atmosphere. The resulting pollution may affect people near a plant and communities many miles away. The specific exposure and health risk for any person or place cannot be determined from proximity alone.
What pollutants do coal-fired power plants release?
Coal combustion releases sulfur dioxide (SO2), nitrogen oxides (NOx), particulate matter and hazardous air pollutants, including mercury. The U.S. Environmental Protection Agency (EPA) identifies coal-fired power plants as a primary source of SO2. Carbon dioxide is also emitted, but its role in climate change is distinct from the local and regional air-pollution pathways discussed here.
Some pollution forms in the atmosphere
Not all harmful air pollution comes directly out of a smokestack in the form in which people breathe it. NOx contributes to the formation of ground-level ozone and fine-particle pollution; SO2 contributes to fine particles. As EPA explains, “NOX emissions contribute to the formation of ground-level ozone and fine particle pollution, which cause a variety of adverse health effects.”

How can the pollution affect health?
Fine particles and ozone
EPA says elevated ozone and fine-particle concentrations can aggravate heart and lung disease. The health effects it identifies include heart attacks, asthma attacks, stroke, increased susceptibility to respiratory infections, premature death, new asthma cases or worsened asthma, and missed school or work days. These are health effects associated with exposure to the pollutants; they are not estimates of how many illnesses or deaths a particular plant causes.
Mercury and other hazardous pollutants
Mercury is a separate health pathway from ozone and fine particles. EPA describes it as a potent neurotoxin that can affect brain and nervous-system function, particularly in infants and children. Mercury released to the atmosphere can settle onto land or water and accumulate in fish. People and wildlife that eat contaminated fish may then be exposed, so breathing air beside a plant is not the only relevant route.

Can pollution affect communities far from a plant?
Yes. Air pollution can travel long distances, and pollutants can also change chemically as they move. EPA notes that power-plant emissions can have effects both locally and many miles away. The location of a plant therefore does not, by itself, define which communities may be affected.
At the same time, a community’s measured air pollution cannot automatically be attributed to the nearest coal plant: other sources contribute, and local air quality can reflect emissions from distant sources too. EPA’s Power Plants and Neighboring Communities tool characterizes communities that may be exposed, but it does not evaluate air-quality impacts or quantify health risk. A map or a home’s distance from a facility is not an individual risk assessment or diagnosis.

What do recent U.S. emissions trends show?
EPA’s data distinguish coal-facility emission rates from total power-sector emissions, and those measures cover different periods. The figures below describe emissions or generation—not health outcomes.

EPA’s comparison page also provides coal-unit characteristics and pollution-control data for 2024, as well as annual and ozone-season comparisons for 2023 and 2024 and facility-level changes from 2009 to 2024. The longer-term power-sector declines should not be read as coal-only reductions, nor do falling emission rates alone establish how much pollution a particular community breathed.

What has reduced emissions?
EPA attributes power-sector emission reductions to a combination of pollution controls being installed and operated more consistently, shifts to lower-emitting fuels, and other changes that reduce emissions. Regional and state programs also contributed to NOx reductions, so a trend should not be credited to a single rule or technology without supporting evidence for the units and period in question.

EPA identifies the Acid Rain Program, the Cross-State Air Pollution Rule and related updates, and the Mercury and Air Toxics Standards among the programs addressing power-sector SO2, NOx and hazardous air pollutants. Comparing plants or control options meaningfully requires looking at the pollutant, the specific unit and control, whether the control was operating, the measurement period, generation, and local or downwind conditions.

What can and cannot be concluded about risk?
The evidence supports a clear general conclusion: coal-plant emissions contribute to pollutants known to harm health, and some pollution can travel well beyond the plant. It does not establish the health risk for a particular person based only on residence near a facility, or a plant-specific count of illnesses or deaths. Those questions require evidence about actual exposures, other pollution sources, and the people and time period being assessed. The figures above describe emissions and generation trends, not a measured change in health outcomes.
