CIOs are paying closer attention to physical security because cameras, access-control systems, alarms, and sensors increasingly connect to corporate networks and data. That makes them part of technology decisions about cybersecurity, cloud architecture, identity, privacy, resilience, and vendor risk—not just facilities operations. It does not mean CIOs have taken ownership of every physical-security function; responsibilities still vary by organization.

Why physical security now belongs in technology conversations

Physical-security systems used to be easier to treat as separate facilities equipment. Network-connected cameras, video-management platforms, access controls, and sensors have changed that. They exchange data with other systems, depend on networks and software, and can create security and continuity concerns that cross departmental boundaries. The Security Industry Association describes this as convergence: connected physical-security and cybersecurity functions increasingly share technology and organizational goals. SIA’s convergence primer also discusses ageing infrastructure and the difficulty organizations can face when funding upgrades.

The practical shift is that physical-security systems need to appear in the same technology discussions as other connected assets: how they are inventoried, segmented, maintained, integrated, and governed. Physical-security specialists remain essential, but decisions about network access, cloud services, identity, data retention, and incident response often require IT and security expertise.

How physical and cyber risks cross over

The exposure runs in both directions. A physical intrusion can give someone access to equipment, facilities, or networks; a cyber incident can affect connected systems used to monitor or manage physical operations. The risks depend on the organization’s architecture and controls, so an example should not be mistaken for evidence of how often incidents occur.

CISA’s 2021 Cybersecurity and Physical Security Convergence Guide illustrates one path: weak facility or system access controls could let someone connect removable hardware and introduce malware. That is a documented scenario, not a prevalence statistic or a statement of current legal requirements. The guide makes the broader point that controls for physical access and cybersecurity can reinforce one another.

For a CIO, the implication is to include relevant physical-security assets in risk reviews and response planning. Teams should know who can access devices and data, how systems connect to the network, and which business operations depend on them. Physical-security and facilities teams can identify operational realities that a technology-only review might miss.

What survey findings say about IT and OT alignment

Industrial environments make the overlap especially clear: information technology (IT) networks interact with operational technology (OT) that monitors or affects physical processes. Survey results suggest security is important to organizations while coordination remains uneven.

  • Cisco’s 2024 State of Industrial Networking survey included more than 1,000 professionals from 17 countries and 20 industry sectors at companies with annual revenue above $100 million. Cisco reported that 89% of respondents considered cybersecurity compliance very or extremely important, 41% said IT and OT teams worked independently, and 63% said they had increased industrial-infrastructure spending in the preceding year. These are survey responses, not measurements of every company.
  • Gartner’s February 2024 public abstract, summarizing its 2023 IT/OT Alignment and Integration Survey, says 87% of respondents rated cybersecurity highly important to IT/OT alignment. Gartner also reports that no single organizational structure dominates IT/OT management. The full research is gated; the public abstract does not establish additional methodology or detail.

The figures point to a governance challenge, not one correct reporting line. A CIO may coordinate technology standards or risk oversight while physical-security, facilities, operations, and security leaders retain important responsibilities. The right operating model depends on the organization’s sites, systems, and risk.

Why purchasing, modernization, and budgets draw CIO attention

Physical-security technology can involve long-lived devices, multiple sites, specialist maintenance, and integrations with other systems. Those characteristics put modernization choices alongside broader infrastructure priorities. Whether an upgrade reduces costs or risk depends on the organization’s existing estate, implementation, and ongoing support; neither cloud migration nor newer technology guarantees savings.

  • Genetec’s 2025 State of Physical Security report draws on survey responses collected August 12 to September 15, 2024. The vendor-sponsored survey of 5,696 physical-security professionals found that 77% of end users said physical-security and IT departments worked collaboratively. More than half of end users, systems integrators, and consultants said IT teams were actively involved in physical-security purchasing decisions. These findings describe respondents, not a universal purchasing pattern.
  • EY’s 2026 pulse poll reports that 79% of organizations increased physical-security budgets compared with 2024. For physical-threat intelligence budget ownership, the poll reports chief security officers at 29%, IT/CISOs at 27%, operations/COOs at 18%, and shared or converged ownership at 18%. The retrieved page does not state an exact publication date. These figures concern the poll’s respondents and do not establish a single prevailing ownership model.

For CIOs, the useful response is to clarify who approves purchases, who operates the systems, who manages vendors, and who is accountable for data and incident response. Involving IT early can expose network, identity, lifecycle, and integration requirements before a purchase locks in an architecture.

How to assess cloud, hybrid, and on-premises approaches

Cloud is a deployment choice, not an automatic security or cost improvement. In Genetec’s 2025 report, based on its 2024 survey, 43% of end users envisioned hybrid deployments as their preferred approach within five years, compared with 18% for fully cloud-based and 17% for fully on-premises deployments. These are respondents’ preferences, not proof that one model fits every organization.

Approach Questions to resolve
Hybrid Which functions and data stay on site, and which move to cloud services? How will teams manage integrations, connectivity interruptions, and support across both environments?
Fully cloud-based Where are footage, credentials, and logs stored and processed? What connectivity, access-control, privacy, retention, and vendor-service requirements apply?
Fully on-premises Can the organization maintain and secure hardware and software across all sites? How will it handle upgrades, resilience, remote access, and integration with other systems?

Whichever model is considered, assess data location and control, local availability and connectivity resilience, integration with identity and incident-response processes, lifecycle support, migration and maintenance costs, permissions, retention, and applicable organizational policies. The architecture should match operational needs and governance requirements rather than follow a general preference for cloud or on-premises systems.

Data, analytics, privacy, and human oversight

Video, access events, and environmental sensors can support investigations and, in some settings, operational analysis such as facility utilization or identifying process issues. SIA discusses AI, sensors, and cross-functional data sharing as convergence drivers; Genetec reports growing interest in practical AI applications. These possibilities do not establish that every use case is appropriate or that automated analysis is reliable enough to replace human judgment.

Before connecting systems or expanding analytics, organizations should define who may view or use the data, how long it is retained, what purposes are permitted, and how access is logged. Legal, privacy, security, facilities, and business owners may all have a stake. These decisions are as important to the deployment as the technical integration.

A practical governance checklist for CIOs

  • Map the estate: identify connected cameras, access-control systems, alarms, sensors, management platforms, vendors, and the networks or services they depend on.
  • Set decision ownership: document who selects, approves, operates, maintains, and retires each system, including how IT, facilities, physical security, operations, and information security coordinate.
  • Review access and integrations: understand device and administrator access, network connections, identity integrations, and data flows; align controls with the organization’s risk and operational requirements.
  • Plan for incidents and disruption: agree how teams will respond when a cyber event affects physical-security operations or a physical event creates technology risk, and identify the business processes that depend on those systems.
  • Evaluate vendors and lifecycle costs: include support, integration, maintenance, migration, and end-of-life planning in purchasing decisions rather than considering the initial acquisition alone.
  • Govern data and analytics: establish permitted uses, access permissions, retention, privacy review, and human oversight for automated analysis.

CIO attention is most useful when it connects these systems to sound technology and risk governance while preserving the expertise of the teams responsible for physical protection. The evidence points to greater collaboration, not a universal transfer of ownership.
