Browser fingerprinting is not a solved problem because collecting a few browser details is only the beginning. Reliable identification has to combine changing, interdependent signals, tell meaningful patterns from noise, and work across different sites and layers of technology. Defenses can reduce exposure, but no broadly deployed technical measure promises to make every browser unidentifiable.
What browser fingerprinting is
The W3C Privacy Working Group defines browser fingerprinting as the ability of a site to identify or re-identify a visiting user, user agent, or device through configuration settings and other observable characteristics. Unlike a conventional cookie, a fingerprint need not be a single value stored in the browser. It can be inferred from properties a site can observe.
Those properties can have legitimate uses as well as tracking uses. For example, a service may use a fingerprint as one signal when recognizing a returning user during authentication. Whether fingerprinting is harmful depends partly on who is collecting the signals, how they are used, and what privacy threat a person is trying to address.
Why a short script is not a complete fingerprinting system
A small script can ask a browser for one or more exposed properties. Turning those observations into dependable identification is a much larger task: a system must choose which signals to combine, account for their relationships, distinguish useful patterns from noise, link observations across visits, and cope with browser and device changes.

The signals overlap and change
Signals are not independent pieces of identification that can simply be added together. Google Research’s Assessing Web Fingerprinting Risk, presented at WWW 2024, explains that earlier approaches that independently summed the entropy of web APIs can grossly overestimate risk because API signals are correlated. Its study analyzed API calls reported by tens of millions of real Chrome browsers in the wild. That scale describes the study’s dataset; it is not a measure of how many people are fingerprinted.
The observable details also vary with a person’s device, configuration, browser, and the site’s access to particular features. Mozilla’s November 2025 explanation of its protections gives examples including graphics rendering, installed fonts, math behavior, processor core count, touchscreen capabilities, and dock or taskbar dimensions. These examples illustrate possible signals; they are not a fixed or complete inventory.
Fingerprinting can happen in more than one way
The W3C distinguishes passive fingerprinting, which uses characteristics visible in web requests without client-side code, from active fingerprinting, which uses code running on the client to query browser features. It also describes transient-event correlation and cookie-like mechanisms. The potential surface is broader than any one JavaScript API: implemented web features and lower layers, including differences in TCP connections, may contribute.

This range helps explain why fingerprinting is an engineering challenge rather than a snippet alone. A defense aimed at one script or API may not cover passive observations, other web features, or lower layers.
Why clearing cookies or using a VPN may not stop it
Because fingerprinting can be based on observable browser and device characteristics instead of a conventional stored cookie, clearing cookies does not necessarily remove the basis for recognizing a browser. The W3C says fingerprints can enable correlation across origins even where cookie policies block cookie access, and specifically notes that clearing cookies does not prevent further fingerprint-based correlation.
A VPN changes network routing and may change the IP address a site sees. It does not, by itself, standardize the browser properties used to form a fingerprint. The W3C likewise notes that VPN use does not prevent further correlation by fingerprinting. This does not make VPNs useless for other purposes; it means they are not a complete defense against this particular technique.

What the evidence says about how often it happens
Prevalence estimates depend on how fingerprinting is detected. A site may only run relevant code after a user signs in, interacts with a page, or gives consent, while automated crawlers may encounter bot checks or never reach protected content.

Its automated crawl missed 211 of those sites—45% of the fingerprinting websites identified in that study. The authors associated the missed detections with authentication-protected pages, bot detection, and scripts activated by interaction or consent. This result describes that study’s participants, sites, and methods; it is not an estimate that 45% of all websites fingerprint users.
The W3C Privacy Working Group’s 2025 Group Note, Mitigating Browser Fingerprinting in Web Specifications, concludes that complete elimination of fingerprinting by a determined adversary through solely technical means that are widely deployed is implausible. The note is an output of the W3C Privacy Working Group, not an endorsement by W3C itself or its Members. Its conclusion is about complete elimination, not whether defenses can meaningfully improve privacy.

What browser defenses can do—and what they trade off
Make browsers more alike
Standardization can make many browsers expose similar characteristics, making it harder to single out one instance from a larger group. The Electronic Frontier Foundation (EFF) describes Tor Browser as using this approach. The tradeoff is that changing isolated settings can make a browser stand out rather than blend in.
Limit or normalize exposed information
Browsers can restrict or normalize selected information available to sites. Mozilla says Firefox protections address selected graphics, font, and hardware signals. Such measures can shrink or alter part of the observable surface, but the range of features and layers described by the W3C means no single signal limit should be mistaken for universal coverage.

EFF says tracker blocking can stop many known third-party fingerprinting trackers. It may miss unknown trackers and fingerprinting performed by the site a person is visiting. Blocking therefore reduces some exposure; it should not be treated as strong anonymity by itself.

Expect usability tradeoffs
More aggressive limits can interfere with legitimate site functions. Mozilla notes that calendars, scheduling tools, and conferencing services may need access to a person’s real time zone. A privacy setting that blocks or disguises such information can therefore have a practical cost.
Consider Mozilla’s Firefox example in context
Mozilla announced additional Firefox fingerprinting protections on November 10, 2025, saying they were initially available in Private Browsing and Enhanced Tracking Protection Strict mode while it worked toward enabling them by default. Mozilla reported: “Our research shows these improvements cut the percentage of users seen as unique by almost half.” That is Mozilla’s reported result for its protections, not a guarantee for an individual user or an independent, universal comparison of browsers. The announcement also emphasized balancing signal limits with site usability.
How to think about protection for your situation
There is no single setting that addresses every fingerprinting method. When choosing a defense, consider what it covers and what remains exposed:
- Standardization: Does it make browser characteristics more common, or does it change individual settings in ways that could make the browser more distinctive?
- Coverage: Does it address particular signals, known tracker scripts, or a broader range of fingerprinting surfaces? Unknown and first-party techniques may remain.
- When it applies: Is the protection on by default, or does it require a mode such as private browsing or a strict tracking-protection setting?
- Usability: Could limiting information interfere with features such as time-zone-aware scheduling?
- Threat model: Is the concern a known third-party tracker, a site operating its own fingerprinting code, passive observation, or correlation across different web and network layers?
The W3C describes feasible aims that are more specific than eliminating fingerprinting entirely: make active fingerprinting detectable, minimize new passive fingerprinting surface, and make cookie-like state clearable. Different measures have different levels of success against different fingerprinting types and threats. The practical goal is to reduce the signals available and the opportunities for correlation that matter to you, while understanding what a chosen defense does not cover.
