Artificial intelligence can personalize education by using a learner’s progress, errors and responses to adapt practice, pacing, feedback and next activities. Generative-AI tools can also tailor explanations and support tutoring, but their output needs human review. The useful question is not whether AI can customize a lesson; it is whether a school can show that a particular tool helps learners, protects their rights and fits the classroom.

What does personalized learning with AI mean?

An AI-enabled learning system can use information such as answers, mistakes, time spent on activities and progress through a course to estimate what a student understands and what they may need next. It can respond by changing the difficulty of a task, offering another explanation, recommending practice or adjusting the pace.

UNESCO’s 2023 Global Education Monitoring report describes intelligent tutoring systems as tracking student progress, difficulties and errors so they can provide feedback and adjust difficulty toward an appropriate learning path. Generative-AI tools add a different capability: they can produce customized explanations, draft instructional materials and converse with a learner. Their answers are generated outputs, not verified instruction; OECD guidance emphasizes that teachers and learners should review and adjust them.

Personalization is therefore a process, not a guarantee that each student receives a perfectly individualized curriculum. The system makes suggestions from available signals, and educators need to decide whether those suggestions fit the learner, the learning objective and the wider classroom context.

How can AI create a personalized learning path?

  1. Set a learning objective. A teacher identifies the knowledge or skill students should develop, along with any relevant curriculum requirements.
  2. Gather learning signals. A tool may record answers, error patterns, progress or other interactions. Which signals it uses matters: incomplete or misleading data can lead to poor recommendations.
  3. Estimate what the learner needs. The system uses its model to identify possible gaps, select an activity or generate feedback. That estimate should be treated as a useful hypothesis, not a definitive diagnosis of ability.
  4. Adjust instruction. Depending on the product, the next step may be easier or harder practice, a different explanation, a review activity or a change in pace.
  5. Review and revise. The learner and teacher check whether the activity and feedback helped. Educators can correct a mistaken recommendation, provide context the system lacks and decide when a student is ready to move on.

That loop can help a student spend more time on a specific gap instead of repeating material they already know. It works only when the learning signals, model, content and classroom decisions are reliable enough for the task.

What kinds of AI tools support personalization?

AI in education includes several kinds of products, and “personalized learning” can mean different things from one product to another. UNESCO IITE’s 2025 analytical report groups the market into the categories below.

Tool category How it may personalize learning What educators should check

Career-building systems May help learners explore or develop career-related pathways and skills. Whether suggestions reflect the learner’s interests and context, and whether they risk narrowing choices through biased or incomplete data.

UNESCO names Duolingo Max and Khanmigo as examples of intelligent-tutoring tools. These examples do not establish that every feature in either product is appropriate for every age, subject, school or learner; a school should assess the actual product and its evidence in its own context.

What are the potential benefits—and what is not guaranteed?

  • More targeted practice: If a system correctly detects a learner’s gap, it can direct practice toward that skill and offer feedback tied to the response.
  • Classroom-level insight: Patterns across student work may help a teacher see where several learners are struggling and decide where to intervene.
  • Flexible pacing: Students may be able to revisit difficult material or progress through familiar material at a suitable pace, with educator supervision.
  • Support for specific learning needs: Accessible, evidence-based tools may offer useful support, but accessibility and suitability need to be checked for the particular student.
  • Help with teacher tasks: AI may assist with curriculum research, drafting learning materials or formative assessment. Educators still need to check content, alignment and quality.

These are opportunities identified in OECD and UNESCO discussions, not proof that any given product raises attainment. A customized activity can still be inaccurate, poorly matched to the curriculum or less effective than another teaching approach. Schools should look for evidence of learning impact rather than treating personalization itself as an outcome.

What are the risks and limits?

Unequal access

A learning path that requires a reliable device and internet connection may work better for some students than others. UNESCO estimated that 2.6 billion people lacked internet access in 2024—nearly one-third of the world’s population. Schools should provide offline or low-bandwidth alternatives so access to instruction does not depend on connectivity at home.

Data, privacy and security

Personalization can require sensitive information about a child’s performance and behavior. OECD warns that student data may be collected commercially and that privacy or security failures are a risk. Schools need to know what a vendor collects, why it is needed, who can access it, how long it is retained and what happens when a contract ends. Clear limits should prevent unrelated marketing use.

Bias and unsuitable decisions

Models may perform differently across groups if their data or design do not reflect the students using them. Poor recommendations can stigmatize learners or discriminate against groups, especially if an automated score is treated as a high-stakes judgment. A system should not decide a student’s ability, placement or access to opportunity without meaningful educator review and an appropriate basis for the decision.

Output quality and educator capacity

Generative tools can produce plausible but inaccurate explanations, while digital learning materials may be low quality or misaligned. OECD also identifies weak educator capacity as a barrier. Training and review procedures are necessary: students should learn to question output and verify sources, and teachers need time and authority to correct errors.

Availability and evidence vary

AI has been applied in education in some form for at least 40 years, according to UNESCO’s 2023 report; that history does not mean current generative-AI systems have decades of classroom evidence. OECD’s digital-education overview says very few AI resources are available in classrooms and adaptive-learning or assessment systems remain absent from most OECD education systems. Availability and evidence therefore vary by country and school system. UNESCO’s 2019 policy guidance cited more than 60 commercial intelligent tutoring systems, including ALEKS, Byju’s, Mathia, Qubena, Riiid and Squirrel AI; this is a historical figure, not a current count of products available to a particular school.

How should schools protect students and use AI responsibly?

Schools can treat adoption as an instructional and governance decision, not simply a software purchase. Before deployment, they should define the purpose, assess the product and keep educators responsible for decisions affecting learners.

  1. Define the goal and teacher role. Specify the learning problem the tool should address and which decisions remain with educators.
  2. Test before broad use. Check accuracy, accessibility, language support, subgroup performance and bias with the students and settings for which the tool is intended. Continue monitoring after deployment.
  3. Keep human review meaningful. Teachers should be able to see relevant recommendations, question them and override them. Keep a human in the loop for feedback, progression and high-stakes decisions.
  4. Minimize and govern data. Collect only data needed for the stated educational purpose. Contracts should clarify data ownership, purpose limits, retention, security, access and deletion, and prohibit unrelated marketing use.
  5. Train staff and students. Educators need support to assess AI-generated content and use results responsibly. Students should be taught to question answers, verify sources and report harmful behavior.
  6. Plan for access gaps. Provide equivalent offline or low-bandwidth options and accessible alternatives so students are not excluded when they lack a device, connectivity or a tool’s supported access features.
  7. Set procurement criteria. Compare evidence, teacher controls, interoperability, accessibility, privacy, security, age safeguards, vendor transparency and total cost—not just the quality of a demonstration.

OECD’s summary of U.S. Department of Education recommendations emphasizes human involvement, alignment with a shared educational vision, modern learning principles, trust, educator involvement, research and development focused on context, trust and safety, and education-specific guidelines and guardrails. UNESCO’s 2024 report, AI and education: Protecting the rights of learners, states: “This report emphasizes that all efforts must prioritize a human-centred and rights-based use of digital technology to benefit all learners.”

How can a school compare AI personalization tools?

Use the same questions for each candidate rather than relying on a vendor’s general claim that its product adapts to students. Record evidence and unresolved issues during a pilot or procurement review.

  • Learner signals: What student data and interactions does the system use, and are they necessary for the learning goal?
  • Feedback and explanations: How are recommendations or generated responses produced, and how can a teacher check their accuracy?
  • Teacher visibility and override: Can educators understand why a learner received a recommendation and change the next step?
  • Learning impact: Is there independent evidence that the tool improves learning for comparable students and in a relevant setting?
  • Accessibility and language: Does it work for learners’ accessibility needs, languages and devices?
  • Privacy and security: What are the collection, use, retention, ownership, access, security and deletion terms?
  • Bias and subgroup testing: Has performance been examined across relevant learner groups, and how will disparities be monitored?
  • Interoperability: Can the tool work with the school’s existing systems without unnecessary data sharing or lock-in?
  • Age and safeguarding: Are controls, content and reporting processes appropriate to the students who will use it?
  • Cost and transparency: What is the total cost and what information does the vendor provide about model behavior, updates and limitations?

UNESCO’s 2023 report noted that only 41% of U.S. education-sector leaders in a 2022 survey agreed they were regularly included in technology planning and strategic conversations. That finding points to a practical governance question: educators who understand classroom needs should participate in selection and ongoing review, not be asked to absorb a tool after the decision is made.
