Agile teams reduce technical debt by making it visible, prioritizing the future work it creates, and paying it down in small, behavior-preserving changes alongside feature and defect work. Frequent integration and automated tests help keep those changes safe. When taking a shortcut is worthwhile, record the trade-off and review it deliberately rather than letting the debt remain hidden.

What technical debt costs an agile team

Technical debt is the implied cost of future refactoring or rework needed to make a software asset easier to maintain and extend, according to PMI Disciplined Agile. It is not simply old, inelegant, or unpopular code. The practical test is whether a current design or implementation makes future change slower, riskier, or less predictable.

Some debt is hard to see until a feature or defect fix exposes it. If the team does not make it visible, the resulting rework can surface as an unexpected delay or a change that is harder to estimate. Debt reduction is therefore part of managing delivery, not a separate pursuit of perfect code.

Make debt visible and prioritize by impact

Record the friction when you find it

Put material debt in the team’s existing planning system. A useful item identifies where the problem is, what friction the team observed, what consequence it may have, and an example of future work it impedes. “Clean up code” is too vague to help a team decide what to do next.

Compare future cost with current work

Prioritize debt that repeatedly slows feature delivery, contributes to defects, raises the risk of changes, or makes maintenance harder. Consider both the likely consequence and how uncertain that estimate is, then compare the debt with the value and timing of feature work. This is a practical way to apply PMI’s definition of debt as future rework cost; PMI does not prescribe a universal scoring formula.

Do not prioritize only by age or appearance. A cosmetic issue that has little effect on likely work may matter less than a small, unattractive constraint that repeatedly blocks changes. The right order depends on the product, its architecture and risks, and the team’s delivery context.

Reduce debt through small changes

Improve code you touch when the change warrants it

A feature or defect fix may reveal that the surrounding code is difficult to change. When useful, first make the target easier to work with, then make the requested change. Keep each step limited and verifiable rather than expanding a local improvement into an open-ended rewrite.

Preserve behavior while refactoring

Martin Fowler’s Agile Software Guide describes refactoring as changing internal structure without changing external behavior. Small behavior-preserving transformations reduce the risk of a large restructuring and let the team keep the system working as it improves it.

Separate the structural change from the feature behavior change where practical. That makes it easier to tell whether a failure came from the refactor or the new behavior, and gives tests and review a clearer job. The useful boundary is not a fixed number of lines; it is a change small enough for the team to understand and verify.

Keep integration and quality feedback frequent

Integrate small changes regularly

In his Continuous Integration article dated January 18, 2024, Fowler defines continuous integration around team members merging changes at least daily. This is a practice definition, not a measured guarantee that every team will deliver faster. The aim is to avoid long-lived divergence that makes integration painful and discourages refactoring.

Verify every integration

Run an automated build and tests for each integration, and address a broken build promptly. Feedback is most useful when it arrives quickly enough for the team to locate the source of a problem. Frequent automated verification supports safe incremental change; slow or infrequent checks leave more uncertainty about what a change affected.

Make quality part of Done

Agree on the tests, reviews, and other quality checks an increment must satisfy before the team considers it complete. Scrum.org’s professional competency guidance connects continuous quality with small batches, automation, integrated and tested increments, and technical-risk management. The appropriate checklist depends on the product’s risks and architecture; there is no single checklist that fits every team.

Accept shortcuts deliberately

There are times when a team chooses a shortcut to meet a need. PMI’s guidance is that accepted debt should be explicit, deliberate, and prudent, with architecture and product perspectives involved. A deadline by itself does not make a shortcut prudent if its likely consequences have not been considered.

When accepting debt, record what is being deferred, why, the expected consequences, who accepts the trade-off, and when it will be reviewed. That gives the team a basis for revisiting the choice as priorities or consequences change instead of treating an undocumented compromise as free.

Choose an approach that fits the work

Decision axis Incremental improvement Separate debt work or broad restructuring
Timing Improve relevant code during feature or defect work when the change warrants it. Schedule debt as separate work when it has sufficient impact to compete for capacity; a broad restructuring may be needed for a wider problem.
Change size and risk Small, behavior-preserving steps make each change easier to verify. Larger changes affect more code at once and require the team to manage a broader change boundary.
Feedback Frequent automated builds and tests provide feedback for each integration. Slower or less automated verification leaves more uncertainty between change and feedback.
Priority basis Use future maintenance and delivery impact, uncertainty, and risk. Cosmetic preference alone does not establish that debt work should take priority.

These are decision axes, not a universal ranking. Incremental work is useful when it addresses the friction at hand; a separate item can be appropriate when debt has broader impact than the current feature or defect change.

A practical team routine

  1. Notice: When code or infrastructure makes work harder, capture the location and observed friction.
  2. Describe: Record the likely consequence and a concrete example of future work it impedes.
  3. Weigh: Compare its maintenance, delivery, defect, and change-risk impact—and uncertainty—with competing work.
  4. Improve: Where worthwhile, refactor in small steps that preserve behavior, then make the requested change.
  5. Verify: Integrate regularly, run the automated build and tests, and fix broken builds promptly.
  6. Decide: If the team accepts a shortcut, document what was deferred, why, expected consequences, who accepts it, and when it will be reviewed.
