Its voltage ranges reach 600 V and Hioki specifies CAT III 600 V, but its full-scale accuracy, circuit loading, limited current range and average-responding AC measurement matter when deciding whether it fits a job. Hioki’s global listing marks it discontinued; regional stock and transition status may differ.

The manufacturer’s specifications below describe the 3030-10 as listed on Hioki’s official product page. “f.s.” means full scale, or the top of the selected range.

What the 3030-10 measures—and where it has limits
DC voltage
The seven DC ranges run from 0.3 V to 600 V. Accuracy is ±2.5% of the selected range’s full-scale value, not ±2.5% of the displayed reading. On the 600 V range, that specification corresponds to about ±15 V; on the 30 V range, about ±0.75 V. These are calculations from Hioki’s stated accuracy, not measurements of an individual meter. Choose the lowest safe range that accommodates the expected voltage to reduce the absolute uncertainty implied by full-scale accuracy.
AC voltage
The five AC ranges start at 12 V and extend to 600 V. The meter uses average-rectified measurement calibrated to indicate effective value. It is therefore not a true-RMS meter: readings are most representative for sinusoidal AC, and may be inaccurate on distorted, chopped, PWM, inverter or variable-frequency waveforms. Use a true-RMS instrument when waveform shape matters; Hioki’s product specifications do not establish a frequency response here.

DC current
The three DC current ranges are 60 µA, 30 mA and 300 mA. The listed internal voltage drop is 300 mV. The official product page identifies the replacement fuse set as Z5051, rated 0.5 A/250 V. Hioki’s catalog literature cautions that the fuse is intended for protection up to a commercial supply of 250 V and is not intended to prevent damage to the instrument; see the Hioki catalog literature. Never connect the meter in current mode directly across a voltage source: that can blow the fuse, damage the meter or create an arc hazard.
Resistance and battery checks
Resistance is read on four multiplier scales spanning 0–3 kΩ, with the center scale at 30 Ω. Battery check covers 0.9–1.8 V while applying a 10 Ω load; it is not simply an unloaded voltage reading. The two batteries power resistance measurements and the battery-check function. Voltage and current indication do not rely on them in the same way a digital meter’s electronics do, but the instrument is not entirely battery-independent.
Temperature scale and optional probe
The face includes a temperature scale, but Hioki says the required optional 9021-01 thermistor temperature probe is discontinued. The scale alone does not provide a practical temperature measurement capability for a new buyer. Treat it as usable only if you already have a compatible probe and have confirmed the setup in the manual.

How analog sensitivity affects readings
The 3030-10’s kΩ/V sensitivity determines the approximate input resistance on each voltage range. At 20 kΩ/V, the meter’s input resistance is range-dependent: 60 kΩ on 3 V, 240 kΩ on 12 V, 600 kΩ on 30 V, 2.4 MΩ on 120 V, 6 MΩ on 300 V and 12 MΩ on 600 V. The 0.3 V range uses 16.7 kΩ/V, or about 5.01 kΩ. These values are calculated from Hioki’s specifications.

On high-impedance bias, sensor, control or transistor circuits, the meter can change the voltage it is trying to read. A modern digital multimeter usually has substantially higher input impedance, so its reading may differ without either meter being faulty.
A pointer can make movement and changing trends easy to see, but accurate reading depends on selecting the right scale and viewing the pointer square-on to avoid parallax. Check mechanical zero and resistance zeroing before relying on measurements. Hioki specifies a one-year accuracy assurance period; that does not establish the calibration condition of an old or second-hand instrument.

Safety rating and measurement precautions
Hioki identifies the instrument as CAT III 600 V; its catalog literature associates it with EN 61010 measurement category III and pollution degree 2. The category describes the measurement environment and transient-overvoltage exposure; it is not a blanket assurance that every measurement up to 600 V is safe. Use the proper terminals, range, intact leads and documented procedure, and consider the condition of an older unit. The rating does not override the current-range limits or authorize work outside the meter’s documented conditions.
- Inspect leads for cuts, exposed conductors, hardened insulation and damaged probe tips before use.
- Use voltage mode for voltage measurements and the correct current range and series connection for current measurements.
- Do not trust an unknown fuse, modified wiring, damaged case or uncertain lead set for mains work.
- Hioki specifies resistance to a 1 m drop onto concrete; this is a durability specification, not a guarantee of calibration after impact. Inspect and verify the instrument after a serious drop.
The optional 9017 high-voltage probe is listed for measurements up to 30 kV DC and has a 1.4 m cable, but Hioki notes it is not CE marked. This does not turn the base meter into a general-purpose 30 kV instrument. Consult the probe documentation for compatibility, insulation and safe procedure before considering such use.

Some accessories may have been bundled with the meter, and Hioki notes that certain accessories connect to the supplied lead. Accessory stock is not the same as new-meter stock; regional pages show some accessories discontinued or scheduled for discontinuation. Check compatibility, ratings and regional availability before substituting a lead or fuse. Hioki Korea’s regional product page provides an example of regional accessory status.

Hioki’s global page labels the 3030-10 “Discontinued.” Its European page describes a transition with order acceptance scheduled to stop in June 2026 and transfer activity scheduled for September 2026; actual availability may therefore depend on region, distributor stock and transition status. Check the relevant regional Hioki page or an authorized distributor rather than assuming a listing means new stock is available. The European product page provides the regional notice.

Hioki identifies the DT4256 digital multimeter as the replacement or upgrade direction. It is not a drop-in equivalent: it changes the display and measurement workflow, and its specifications should be checked separately against the intended job. A modern digital multimeter is generally the better direction when higher input impedance, true-RMS readings, auto-ranging, continuity, diode testing or newer accessory support are priorities. Choose an analog meter when pointer behavior, simple operation or a legacy workflow is the point.
Should you buy a used Hioki 3030-10?
The 3030-10 can suit basic maintenance, bench or educational work where an analog pointer and its specified ranges meet the need. It is a poor fit for high-precision work, distorted AC, current above 300 mA, low-loading measurements, or applications requiring modern functions such as capacitance, frequency, duty-cycle, data logging or connectivity; those functions are not among the official listed functions.
Before buying a second-hand unit, use this practical inspection list. These checks are not a manufacturer certification:
- Confirm the model marking is 3030-10, not a visually similar Hioki analog tester.
- Inspect the case for cracks, crushed corners, loose screws and damaged terminal insulation.
- With the meter disconnected, check that the pointer rests near zero and that mechanical zero adjustment works.
- Inspect leads for cuts, exposed wire, hardened insulation or damaged probe tips.
- Open the battery compartment and look for leakage or corrosion.
- Confirm the installed fuse is the correct type and rating.
- Short the probes and confirm resistance zero adjustment works.
- Compare readings at several ranges with a known reference; if accuracy matters, arrange verification against a traceable reference.
- If documentation is missing or wiring has been modified, do not use the unit for mains work until it has been professionally inspected.
For another analog meter, compare kΩ/V sensitivity, ranges, fuse protection, safety category, AC response method, lead availability and calibration support rather than assuming that a similar-looking model is equivalent.
