Hierarchical storage management (HSM) is software or a system function that controls where data resides across storage tiers and moves it between them. It can place less-used data on a slower, lower-cost tier while keeping that data available for later access—sometimes through automatic recall, sometimes through a separate restore process.

What hierarchical storage management means

IBM Redbooks defines HSM as “the function or mechanism to control data positioning and movement between the storage tiers” in IBM Enterprise Content Management and Storage Solutions: Working Together. In practical terms, HSM manages data placement and migration among storage with different performance, access, and cost characteristics. HSM is not a storage medium: a deployment may use disk, tape, optical media, cloud object storage, or a combination.

The essential distinction is that HSM both moves data to another tier and provides a way to access it after the move. The data may be recalled to its earlier location, or accessed in its new location, depending on the system.

How HSM moves and retrieves data

  1. Choose data for movement. An administrator or application defines a policy. Depending on the system, it can select files by age, size, access pattern, other file properties, or storage-capacity thresholds.
  2. Migrate selected data. The system moves it from a faster, relatively expensive tier to a slower or lower-cost tier. IBM’s IBM i BRMS documentation, for example, describes movement between disk tiers and to tape or optical media.
  3. Preserve a way to find or access it. Some file-system implementations replace the local file contents with a small stub that retains recall information. The file can remain visible at its original path even though its contents are on another tier.
  4. Recall or restore the data when needed. A system may retrieve the contents automatically when an application opens the stub. Other architectures require a restore request, and the data may not be immediately available.

Policies determine which data is eligible to move; they do not by themselves determine how quickly it can be retrieved. Access time depends on the destination and the system’s retrieval process.

What happens when a migrated file is opened?

With stub-based HSM, an application can encounter what appears to be a normal file path. The stub points the HSM system to the migrated contents, which can then be recalled. This can make migration largely transparent to users and applications, but transparency is about the access method—not a promise of instant access.

If the destination is tape, retrieval may wait for the tape to be mounted. Other systems can have different delays or require users or administrators to start a restore. Before adopting a tier, check whether access is automatic or request-based, what delay to expect, and whether applications can tolerate it.

HSM, archiving, and cloud tiering

HSM and archiving

HSM and archiving overlap, but their meanings and behavior depend on the platform. IBM i BRMS documents both movement between disk tiers and archiving to tape or optical media; in its documented archiving workflow, data can be deleted from the source system. That behavior should not be assumed for every HSM implementation: migration may instead leave a stub or retain a copy, depending on the product and policy.

HSM and cloud object tiering

Automatic cloud tiering is related to HSM because both can move data according to access and cost considerations. The implementation may differ from file-system migration. For example, AWS S3 Intelligent-Tiering keeps an object in the same storage class while moving it among internal access tiers. Its optional archive tiers require a restore before use, as described in the AWS S3 Intelligent-Tiering documentation.

AWS documents automatic movement to Infrequent Access after 30 consecutive days without access and to Archive Instant Access after 90 days. Optional Archive Access and Deep Archive Access can be configured after minimum periods of 90 and 180 days, respectively. For those optional archive tiers, AWS lists standard retrieval times of 3–5 hours for Archive Access and within 12 hours for Deep Archive Access. These are AWS service details, not general HSM rules; consult current AWS documentation when planning a deployment.

Where tape fits

Tape can serve as a lower-cost tier for very infrequently accessed data, but HSM does not require tape. Whether tape is appropriate depends on how often data must be retrieved, how long a delay is acceptable, and the tape drives or library the system supports. A tape cartridge by itself is neither HSM software nor a complete archive system.

How to assess an HSM approach

Compare the operational behavior of the tiers, not just their storage costs. Work through these questions before defining migration policies:

  • Access patterns: Which data is rarely accessed, and how quickly must it be available again?
  • Costs: What are the storage, transition, and retrieval costs for each tier?
  • Selection policies: Can policies use the file properties, access history, age, size, or capacity thresholds relevant to your data?
  • Application experience: Do paths remain visible, can applications trigger transparent recall, or is an explicit restore required?
  • Storage type: Does the target tier use disk, tape, optical media, or cloud object storage, and what does that imply for retrieval?
  • Protection and retention: How do backup, recovery, retention, and deletion requirements apply after data moves?

Current IBM Storage Scale materials describe a unified namespace spanning multiple storage technologies, with storage pools, policy-driven information lifecycle management, and HSM. The IBM Storage Scale documentation is a current product example, not a requirement that all HSM systems use the same architecture.
