Neither HEC’s Overseas Fellowship nor direct university funding is automatically the better PhD option. Compare the written terms over the full guaranteed period: tuition and fees, health coverage, stipend months, living costs, work duties, renewal conditions, whether awards can be combined, and any HEC service obligation. HEC Phase-III publishes capped contributions; a university package may cover more, but its components and conditions depend on the institution and department.
What does HEC Phase-III cover?
HEC’s published Phase-III financial provisions for PhD study set maximums, not guaranteed payments at those amounts. The page does not state a publication date for these figures, so confirm the applicable batch terms and the amount in your award letter.

These provisions are published on HEC’s Phase-III financial provisions page. They are programme limits, not a cost-of-living guarantee; calculate your likely expenses for the specific destination.
Who can apply, and what does HEC selection involve?
HEC’s Phase-III eligibility page describes requirements for Pakistani and AJK nationals, including at least 18 years of education, with a specified exception for foreign 17-year degree equivalence; a minimum 3.0 CGPA or first division in the MS/MPhil or equivalent; and no more than one second division or equivalent before the terminal degree. It gives age limits of 35 for specified public-sector employees and 30 for other applicants. Because eligibility and exceptions are defined in programme terms, check the exact batch notice rather than relying on a summary.

The published selection process uses HEC aptitude-test results and an interview, subject to government provincial quotas. Applicants select foreign universities or countries from the listed top-200 QS/THE category, while HEC reserves the right to reallocate a university or country. The page states a Fall 2026 exception: applicants with unconditional admission to a top-200 QS/THE university may be exempt from the test and interview if they meet prescribed requirements. Confirm the exception and any amendments in the current notice. Details are on HEC’s Phase-III eligibility page.
Check the batch calendar
For the cycle described on HEC’s Phase-III introduction page, online registration was listed from August 9 to August 28, 2026, with an HAT test on September 27, 2026. Those dates had passed by October 4, 2026. HEC says it may postpone or cancel a test or amend the schedule, so use the current batch notice for deadlines rather than treating those dates as upcoming.
What can direct university funding include?
University funding is institution- and department-specific. Princeton Graduate School provides an example of a bundled PhD model: during regular enrollment, support includes full tuition, university student health-plan coverage, and a base stipend intended for estimated living expenses. Funding may come from internal fellowships, teaching or research assistantships, or external fellowships. Princeton says PhD study typically takes four or five years and that funding sources can differ by division and term. This is an example, not a promise about other universities.

Separate stipend support from assistantship work
At Princeton, teaching and research assistantships provide tuition and stipend contributions in exchange for work, with departmental requirements varying. Princeton describes assistantship appointments as employment subject to federal and state tax withholding. Ask whether support is a stipend or salary, what duties and appointment percentage apply, whether summer funding is included, and how taxes affect take-home resources. The university’s external-award guidance and appointment terms can clarify how other funding and work interact.

How to compare two offers on the same basis
Use the written HEC award terms and university offer, and translate both into the same currency and academic-year basis. Do not compare a 10-month stipend with a 12-month one without accounting for the uncovered months. Include recurring fees, insurance, and likely local living costs—not just tuition and the headline stipend.

Can HEC and university funding be combined?
Do not assume two awards add together. HEC’s terms say that if a scholar secures independent support for the course of study from a university or another funding body, HEC bears no financial liability for stipend, tuition, return ticket, and other costs during the external-funding period. The terms also state that a complete external PhD award may reduce the return-service bond from five years to three. The effect depends on the signed agreement and current rules, so ask HEC to confirm in writing how accepting or combining a specific award affects payments and service obligations. University treatment also varies. Princeton says external-award coordination depends on award value, the student’s division, and year of study; students must report awards and review any restrictions on teaching, employment, or other concurrent funding. Obtain a written explanation from the university and HEC before relying on a combined package. Princeton’s policy is described in its external-award guidance.
Which option fits your circumstances?
Neither funding route can be ranked from the programme caps and one university example alone. A useful decision is based on the confirmed net package and obligations for your own destination, department, and offer.

Questions to resolve before accepting
- Ask HEC for the applicable country stipend rate, authorized amounts, duration, and the exact terms of your award and service bond.
- Ask the university for a year-by-year schedule of tuition, mandatory fees, insurance, stipend or salary, paid months, summer support, and any required assistantship duties.
- Build a destination-specific budget that includes living expenses and costs not covered by either written package.
- Disclose each award to the other administrator and request written confirmation of coordination, payment changes, and any restrictions.
- Verify the current HEC batch notice, including eligibility, selection rules, deadlines, and any amendments.
