Use a headless browser when your task depends on controlling a real browser workflow: running JavaScript, waiting for dynamic content, clicking controls, or carrying state through multiple steps. Use a scraping API when a request for a URL and a defined output is enough, or when you want a provider to host the rendering or extraction infrastructure. An API may itself use a browser behind the scenes, so the practical choice is about control, output, deployment and operations—not whether a browser is involved at all.

What is the difference between a headless browser and a scraping API?

A headless browser is a browser engine running without a visible window. Code uses an automation library to navigate pages, inspect results and perform browser actions. Puppeteer describes itself as a JavaScript library for controlling Chrome or Firefox, headless by default (Puppeteer documentation). Playwright supports Chromium, Firefox and WebKit projects (Playwright browser documentation).

A scraping API is an HTTP interface: your application sends a request for a page or extraction task and receives content or another result. That describes how you interact with a service, not necessarily how it works internally. A provider may run a browser on its own infrastructure to render a page, or offer both simple request endpoints and directly controllable browser sessions. Cloudflare, for example, documents simple scrape actions as well as Browser Run sessions; Browserless documents APIs and managed browser connections (Cloudflare Browser Run; Browserless documentation).

So the useful distinction is direct control versus managed interface. A headless browser gives your code a more direct way to control navigation, state and interaction. A scraping API can reduce the amount of browser infrastructure you operate, but you use the provider’s supported request format and capabilities.

When should you choose a headless browser?

Choose browser automation when the page’s behavior is part of the task and you need to observe or control it. It is especially suitable for:

  • Pages whose useful content appears only after JavaScript runs or after a specific event.
  • Clicking, typing, selecting options, scrolling or otherwise interacting with controls.
  • Multi-step flows in which actions, session state or navigation affect the next result.
  • Cases where you need to inspect the rendered page and decide what to do based on what is actually present.
  • Workloads where a programmable browser session is important enough to justify maintaining its runtime and deployment.

A browser is not automatically the right choice just because a page uses JavaScript. If your goal is a screenshot, PDF or defined extraction and a managed endpoint reliably supplies it, direct browser control may add work without improving the result. Choose the browser when the task needs its control, not as a default badge of technical sophistication.

When is a scraping API the better fit?

Prefer a managed API when your application can describe the task as a request and the returned content or artifact meets the requirement. Typical fits include:

  • A stateless request for a page, screenshot, PDF or structured extraction.
  • A defined crawl or extraction job that a provider exposes through an endpoint.
  • A team that wants browser execution hosted elsewhere rather than provisioning browser processes itself.
  • A service interface that fits an existing application or automation system better than embedding browser automation.

This is a trade-off, not a guarantee of simplicity in every case. The API’s supported options may not cover a site’s unusual behavior, and returned fields still need validation. Providers expose different execution modes and outputs; check the specific service documentation and test representative target pages before building around it.

Compare the approaches against your workload

What to account for when running a browser yourself

Browser engines and headless modes

Playwright supports Chromium, Firefox and WebKit. Its documentation distinguishes the default Chromium headless shell from the newer headless mode selected with the chromium channel, and notes that behavior can differ in some cases. It also documents branded Chrome and Edge channels for situations where testing against those browsers is needed (Playwright browser documentation). If an issue appears only in one mode or browser, verify against the engine and mode your production task actually uses.

Installation and runtime compatibility

Puppeteer’s standard puppeteer package downloads a compatible Chrome during installation; puppeteer-core does not. That difference affects how you provision the browser in a deployment or container (Puppeteer installation guide). Playwright’s BrowserType API also documents HTTP and SOCKS proxy configuration (Playwright BrowserType API). Treat browser binaries, runtime compatibility and environment configuration as part of the implementation, not as afterthoughts.

Managed does not mean maintenance-free

A managed endpoint can shift browser hosting or extraction execution to a provider, but your application still needs to handle request failures, examine the returned output and notice when target pages or provider behavior change. Compare a sample of returned fields and page coverage with what the task actually requires; do not assume an API’s response is complete merely because it is structured.

How to decide and validate the choice

  1. Write down the required result. Specify whether you need extracted fields, rendered HTML, an image, a PDF, or content across multiple pages. Include any completeness or formatting requirements that matter.
  2. List the necessary browser behavior. Identify JavaScript-dependent content, clicks, session state, waiting conditions and other interactions. If those actions must be scripted or inspected directly, that points toward browser automation.
  3. Check whether a managed interface supports the same task. Review the provider’s documented output and execution options. An API is a reasonable fit when its request model covers the behavior and output you need.
  4. Test representative pages. Include ordinary pages and the cases most likely to challenge your extraction, such as delayed content or a multi-step flow. Compare returned data or artifacts with the intended result.
  5. Measure the full workload. Track latency, concurrency, retries, failure handling and extraction quality under realistic conditions. Include the work of deploying and maintaining browsers, or the applicable provider charges and limits, in the comparison.
  6. Recheck after changes. Page behavior and provider interfaces can change. Monitor the fields and page coverage your application depends on rather than treating a successful initial test as a permanent guarantee.

Can you use a headless browser and a scraping API together?

Yes. The two approaches are not mutually exclusive. A team can use an API for routine, stateless captures or extraction and reserve direct browser automation for workflows that need custom actions or closer control. A managed browser service can also expose sessions that code controls directly. The sensible division depends on which tasks each interface supports; keep the output checks and failure handling appropriate to each path.
