Yes: a supplier covered by India’s e-invoicing mandate must generally report its own invoice to an Invoice Registration Portal (IRP) even when the supply is subject to reverse charge under section 9(3) and the recipient pays the GST. Reverse charge determines who pays the tax; it does not, by itself, remove the supplier’s invoice from e-invoicing. The result can differ for services received from an unregistered supplier or imported services, so check who made the supply, the supplier’s eligibility and the current exclusions.
Does e-invoicing apply to a supplier’s own reverse-charge invoice?
It can. The GST E-Invoice System FAQ states: “If the invoice issued by notified person is in respect of supplies made by him but attracting reverse charge under Section 9(3), e-invoicing is applicable.” In other words, if a supplier is covered by the mandate and issues an invoice for its own supply that attracts section 9(3) reverse charge, the supplier must report that invoice to an IRP.
The recipient may be responsible for paying the GST under reverse charge, but that does not make the recipient the issuer of the supplier’s invoice. The GST E-Invoice System says e-invoicing is generated by the supplier, not by the recipient or transporter. The two questions—who must register the invoice and who must pay the tax—should be assessed separately.
How to decide whether a particular transaction is covered
Apply the tests to the supplier and the transaction, rather than treating every reverse-charge transaction alike. The official guidance establishes the general distinction, but the current rule and notifications should be checked for the relevant date and taxpayer facts.

- Identify the invoice issuer and supply. Is this an invoice for the supplier’s own outward supply, or does the case involve a service received from someone else or an import?
- Check the supplier’s turnover history. The GST E-Invoice System mandate page states a ₹5 crore aggregate annual turnover threshold effective 1 August 2023. It says turnover in any preceding financial year from 2017–18 onward is considered. Meeting the threshold is one part of the test, not a complete determination of applicability.
- Check taxpayer and transaction exclusions. The GST E-Invoice System FAQ summarizes excluded entity classes and supplies. Confirm the current text of Rule 48 and applicable notifications for the relevant facts; the FAQ summary alone does not establish the complete current list.
- Confirm the reverse-charge basis. Determine which RCM provision or category applies. The rule discussed here concerns a supplier’s own supply attracting reverse charge under section 9(3); do not assume it answers every RCM situation.
- Keep invoice registration and tax payment distinct. If the supplier is covered, it submits the invoice data to an IRP for validation and assignment of an Invoice Reference Number (IRN). Determine separately who is liable to pay tax and how the transaction must be reported.
How the rule differs across common RCM cases
| Case | Supplier-side e-invoice treatment | What to check |
|---|---|---|
| Covered supplier issues an invoice for its own section 9(3) RCM supply | E-invoicing applies if the supplier is otherwise within the mandate, according to the GST E-Invoice System FAQ. | Supplier turnover history, taxpayer class, transaction scope and current exclusions. |
| Service received from an unregistered supplier | The FAQ says supplier e-invoicing does not arise for supplies received from an unregistered person. | Analyze the recipient’s potential RCM liability separately; the absence of supplier e-invoicing does not decide whether tax is payable. |
| Imported service | The FAQ says supplier e-invoicing does not arise for imported services. | Assess the recipient’s tax obligations separately under the applicable provisions. |
These distinctions concern whether a supplier-side e-invoice arises. They do not, on their own, determine the recipient’s tax liability, reporting treatment or eligibility for input tax credit.
What recipients should reconcile
The GST Portal’s GSTR-2B FAQ identifies inward supplies liable to reverse charge as a separate category, including invoices, debit notes and amendments. A recipient should reconcile relevant inward RCM records with the supplier’s document and its own tax treatment.

- Match the supplier document to the inward-supply record, including any debit note or amendment.
- Check that the transaction has been classified and treated as reverse charge where applicable.
- Assess tax payment and any input-tax-credit treatment under the provisions that apply to the transaction.
The GSTR-2B category supports this reconciliation step; it does not establish that every RCM transaction must have a supplier-issued e-invoice.

The GST E-Invoice System FAQ explains the supplier’s own section 9(3) invoice and distinguishes it from services received from unregistered suppliers and imported services. Its mandate page describes the ₹5 crore threshold and the supplier-to-IRP workflow. The CBIC’s IGST Act text addresses recipient liability for specified reverse-charge supplies, while the GST Portal FAQ describes inward RCM categories in GSTR-2B. Use those materials alongside the current Rule 48 text and applicable notifications when making a case-specific decision.
