Google’s $670 million Finland investment was a May 2019 plan to spend about €600 million on another data-center building at its existing Hamina campus. The dollar figure reflected contemporaneous reporting, not a current-dollar estimate. Google said the expansion would help meet growing demand for its services and cloud platforms.
What the $670 million investment covered
Bloomberg reported on May 27, 2019, that Google planned to invest about €600 million—reported at the time as $670 million—in a new building at its Hamina data center. The project would bring Google’s total investment in the Hamina site to about €1.4 billion at that time. Bloomberg’s 2019 report describes that specific expansion phase.
The amount is a historical euro-to-dollar conversion. It should not be read as a present-day valuation or as the cost of all Google infrastructure in Finland.

The campus is in Hamina, on Finland’s south coast. Google began converting a former Summa paper mill into a data center in 2009. The reused industrial site became the base for subsequent campus expansions. Google’s Hamina location page describes the site and its development.

Why Google expanded in Finland
Google linked the 2019 project to rising demand for its services and cloud platforms, saying the expansion would support more data-center infrastructure and faster access to data. Antti Järvinen, then Google Finland’s country head, said: “The demand for Google services is growing daily, and we are building our data center infrastructure to match this demand.” Business Finland’s 2019 announcement gives the business rationale.
How the Hamina site uses water and heat
Seawater cooling
Google says its Hamina data center uses seawater from the Gulf of Finland for cooling. This is a site-specific feature; it does not mean that every Google data center uses the same cooling system. Details appear on Google’s Hamina location page.

Heat recovery for the district-heating network
In May 2024, Google announced a heat-recovery project developed with city-owned Haminan Energia. Google said the system was expected to provide 80% of the local district-heating network’s annual heat demand. That figure is the project’s stated expectation, not a reported measured result. Google’s heat-recovery announcement describes the plan.

How the 2019 expansion compares with later announcements
Google’s later commitments refer to separate projects and scopes, so the figures should not be added together without accounting for what each covers.
